REQUESTs Application submitted by McMahans Furniture, requesting permission to erect a free-standing sign at 845 North Euclid Street, was reviewed hy the City Council together with plans and reports from the Building and Planning Departments° On motion by Councilman [rein, seconded by Councilman Pebley, said sign permit was granted, as requested. Also submitted was recommendation of the City £ngineer, that the applicant be required to post a new bond for an increased amount to guarantee the installation of engineering requirements on subject property, existing bond No. 33-$-~3377 to be released after said new bond is posted.' Mr. Plou was present and indicated his concurrence with the foregoing recommendation. Councilman Pehley moved that six months extension of time be granted to Condition No. 2, Resolutlon No. 386a, subject to the posting of a bond in an increased amount, as determined hy the City Engineer. It was noted that property to the east of subject property has been reclassified R~2, two-family residential, by Ordinance No. 2028. Councilman Pehley seconded the motion~ MOTION UNANIMOUSLY CARRIED. _~(~IANCE .NO, 163~= Request of Nelson Endicott was submitted for waiver of the following conditions, established by City Planning Commission Resolution No. 1164, Series 1963~64: That street improvement plans shall be prepared and all engineering requirements of the City of Anaheim along Savanna Street, such as curbs and gutters, sidewalks, street grading and paving, drainage facilities, or other appurtenant work shall be completed as required hy the City Engineer and in accordance with standard plans and specifications on file in the office of the City Engineer! and that a bond in an amount and form satisfactory to the City of Anaheim may he posted with the City to guarantee the installation of said engineering requirements. 3. That the owner of subject property shall pay to the City of Anaheim the sum of $2°00 per front'foot, along Savanna Street, for street lighting purposes, 4, That the owner of subject Property shall pay to the City of Anaheim the sum of 15¢ per front foot along Savanna Street, for tree planting purposes. Also submitted was excerpt from the minutes of the City Planning Commission meeting held August 31, 1964, containing recommendation that the requested waiver not he granted, based on the fact that recent zoning actions in the area require similar conditions. Discussion was held by the City Council and City Engineer, and at the conclusion thereof, Councilman Dutton moved that temporary waiver of said Conditions Nos. 2, 3 and 4 be granted, subject to the posting of a bond insuring street improvements for a period of two years, or such lesser time as improvements are deemed required h¥ the City of Anaheim. During the discussion that followed, Mayor Chandler asked if the kitchen facility was convenient to access, and if its location would conveniently serve all areas. Mr, Dimit explained that this feature had thoroughly been studied and in their' opinion and according to their kitchen consultants, the location proposed was the heat possible.' He/further explained how~ food would he transported and stored in working pantries in the areas to he served. In answer to a que.stion of Councilman Krein, regarding the possibility of a tunnel conveyor to transport food to areas to be ~erved, Mr. Dimit advised that such an arrangement would he very costly. Mr. Davis reported that this problem was also considered by the Building Committee, and considering ail areas, the present arrangement was felt to be the best possible location. Plans and the files were reviewed by the City Council, and the Mayor asked if anyone wished to address the Council in opposition to the proposed use of subject property. Mr. Fred Mo Foster, 1680 Ionia Place, immediately adjacent to subject property, called attention to undeveloped properties to the south, extending further east behind his residence, and was Of the opinion that the properties could and should be developed for single family homes. Col. Devon E. Biggs, 1674 Ionia Place, stated that at the time he purchased his home, he had been informed that subject property would be developed for single family homes, with the cul-de-sac at the westerly end of Ionia Place° In his opinion, commercial development along Euclid Street should be limited to the north side of the Flood Control Channel, and to grant subject applications would open a door to additional commercial development On the remaining properties to the south. In answer to Council questioning, Col. Biggs advised that commercial offices possibly would not be objectionable, however the issue before the Council is a zone change with the possibility of a convalescent hospital being built at some future date° He not only objected to the proposed convalescent hospital, but also to the fact that the change of zone would permit whatever use was then allowable in this particular zone. In his opinion, if the properties were planned for development in conjunction with parcels adjacent to the south, access could be obtained from Orangewood Avenue. Mro Howard Moore, 2051Lida Lane, addressed the Council in opposi- tion to the proposed development, and supported the statements made by Foster and Col. Biggs. ' Mayor Chandler asked if the applicant wished to address the Council. Mr. S. Wo Farrell, Authorized Agent for the applicant, reported that the properties to the south are under separate ownerships, that there is an existing easement along the southerly boundary of subject property, and they have planned to use that portion for ingress and egress. He requested favorable consideration of the requested zoning and conditional use permit. The Mayor asked if anyone else wished to address the Council~ there being no response, declared the public hearing closed on Reclassification No. 64=65-19, Conditional Use Permit No. 614 and General Plan Amendment No. 33. ~.SOLU?IO~$ Discussion was held by the City Council, and at the conclusion thereof, Councilman Dutton offered Resolution authorizing preparation of necessary ordinance, changing the zone as requested, subject to the conditiqns recommended by the City Planning Commission, and further subject to the following condition: "That the vehicular access rights to Ionia Place shall be dedicated to the City of Anaheim". At this time, a gentleman entered the Council Chamber, and Councilman Dutton asked if he was present to address the Council concerning the matter before the Council. Mr. Cedric White, 1675 Ionia Place, advised that his residence is approximately 80 feet east of subject property, and he objected to any development other than ~ingle family homes. Beckham, President and Chairman of the Board, Associated Sports Enterprises Inc., addressed the Council requesting City support to the American Football League in their application for a new franchise that would bring a professional football team to the City of Anaheim. The steps taken to date he reported to be as follows: 1. The AssoCiated Sports Enterprises, Inc. has filed a formal application to the American Football League for a franchise in this area, and have met all tests and qualifications. 2. Associated Sports Enterprises is prepared both in the terms of skill, sound personnel and finances to activate such a franchise if granted. 3. The area is capable of supporting a professional football team, and reception to date of their proposal is good. 4. Associated Sports Enterprises is rquesting the City of Anaheim to permit their continued negotiations based on the potential use of the Anaheim Stadium, should the franchise he granted. Mr. Beckham advised that time was of the essence in order to bring professional football to Anaheim in 1966, and further advised, regarding their financial standing, that they have immediate underlying financial support of Five Million Dollars, and could carry the team the first 5 years of operation without selling a ticket.
