MOTION CARRIED. P~q~T -.T~MPORARY PERMIT~ FLORAL ARRANGE~T SALES: Communication dated November 6, 1964, from Oscar R. Frazier, requesting temporary permit to sell artificial plant and floral arrangements and manzanita tree designs, business to be conducted from a 20-foot by 20-foot platform which will be constructed at 726 North Euclid Street (R-A zone), was submitted and reviewed by the City Council together with reports from the Planning Department. (Councilman Schutte entered the meeting, 2:00 P.M.) 8221 City Hall~ Anaheim~ California - COUNCIL MINUTES - November !7~.1964~ 1:30 NLr. Oscar Frazier, of Glendale, California, addressed the City Council advising that the proposed use of subject property is planned to be on trial basis for a period of six months or less, and if the business comes up to expectations, he intends to purchase the property and construct a commercial building. In the meantime, he will request the property owner to make necessary dedication for street widening and to assume financial responsibility for street improvement costs. Mr. Geisler reported that the use proposed was not a permitted use in the zone in which the property was located; occasional temporary permits have been 9ranted pending completion of zoning proceedings. In this case there is no indication of hardship which would prevent making a proper zoning application. In his opinion, to 9rant such permit to conduct business on a trial basis, would set a precedent for many similar requests involving propertie not properly zoned. Mr. Frazier stated, if he purchased the property, he was willing to make application for reclassification; however it was his understanding that the property was already zoned G-i. He explained the nature of his business and his pioneering experience therewith, being of the opinion that subject property was the only available location which appears to be appropriate for this type of business. Discussion was held by the City Council and City Attorney, and it was noted 'that the business in question is an allowable use in a C=i zone, if conducted within a building. It was the consensus of Council opinion that the granting of the request would set a precedent. At the conclusion of the discussion, no action was taken by the City Council, however the applicant was advised to consult with the Planning Department to determine whether any zoning application is currently pending on subject property, and after the status thereof has been determined, reconsideration by the City Council may be in order. CIT~-Q.~D.pROPERTY - OFFER TO PURCHASE: The City Manager reported on offer received from George E. Reed, in the amount of $250, to purchase City-owned property located on the south side of La Palma Avenue, east of Citron Street (containing approximately 1000 square feet)° He submitted for Council review a sketch of the triangular-shaped parcel, which was created by the construction of the flood control channel south of La Palma Avenue, and he advised that the Cftygs right-of~way section has appraised the value of said property at $330. Mr. Murdoch read letter dated March 2, 1964, from Mr. Reed, advising that he planned to improve the property with landscaping and sidewalk installation, to be maintained in conjunction with his office building on adjacent property. Council discussion was held, and Mayor Chandler expressed the opinion that the parcel has greater value than the appraisal reflects, and should be retained and landscaped by the City. On motion by Councilman Krein, seconded by Councilman Schutte, sale of City-owned property at the appraised value of $330, was authorized to be offered to Mr. George E. Reed with right of first refusal, and if refused, authorized to be offered for sale at public auction, the minimum acceptable bid to be $330. To this motion Councilman Chandler voted "No". SAL~ OF CITY-OW.NED EQUIPMENT: Mr. Murdoch reported that included in the law library and personal equipment inventory of former City Attorney, Preston Turner, purchased by the City is a Stenorette Dictating Machine of a different speed than other City equipment, and thereupon recommended the machine be declared surplus and sold 5ack to Mr. Turner for the price paid. Mr. Bill Moak, of Herbert"s Interiors, Inc., advised that the business occupies the two westernmost units of a building containing five stores, and existing 20~foot access drive is located lO-feet from the west property line~ precluding location of the sign in the center of the pro- perty. He reported that electrical conduit indicates a previous sign existed where they request to erect said sign. Upon invitation by the City Council, Mr. Moak came forward to the Council Table, and noted the location of the business and the drive. He explained that to place the sign closer to the drive would interfere with necessary 'turning radius for automobiles using the off-street parking area. On motion by Councilman Krein, seconded by Councilman Dutton, said sign request was continued to November 24, 1964, 1:30 P.M., to allow the applicant an opportunity to obtain a letter of consent to the proposed location of said sign from the owner of the property adjacent to the west. SIGN RE.gUEST - MA~CO pQLO MOTEL: Application submitted by Don Sfregola, requesting permission to erect a free-standing sign adjacent to the northerly property line, at 1604 South Harbor Boulevard (Marco Polo Motel, located on the rear portion of Denny's Restaurant property), was continued from the meetings, of November 4 and 10, 1964, for visual inspection of the property by the City Council. Mr. Edward J. Noonan, Attorney for Mr. Richard Nases, owner of The Desert Inn Motel~ adjacent to the north, advised that the sign as proposed would obscure their access drive from the view of northbound motorists on Harbor Boulevard. He called attention to the fact that the access drives for both motels were separated only by 'their common property line~ and noted the inevitable traffic hazards which would result if The' Desert Inn drive were obscured from view. Mr. Irving Keener, representing the sign company, asked whether relocating the proposed sign towards the rear of the property would be acceptable. It was the consensus of Council opinion that the sign should be attached to the supporting structure of the existing sign for Denny's Restaurant, and thereupon, on motion by Councilman $¢hutte, seconded by Councilman Krein, sign permit was granted, subject to integrating said sign with the existing free-standing sign on the property. MOTION CARRIED. COM~RCIAL - RECREATION AREA HEIGHT LIMITATIONS - SUppLEMENTAL EXHIBIT: Planning Director Richard Reese reported on Exhibit No. 10, Height Standard Map, posted on the west wall of the Council Ghamber, advising said map affected no changes to the policy as illustrated on graphic study marked Exhibit No. 5~ and adopted September 8, 1964, pursuant to Resolution No. 64R-662, as a guide line for future high rise developments in the Disneyland area. The new exhibit incorporates Exhibit No. ~ with datum gathered from the United States Geodetic Survey, as to approximate natural ground elevation, necessary in making a determination of height, plus the addition to the legend of certain explanatory notes. In order to facilitate computations, figures used to depict various height planes have been changed to reflect measurement from the mean sea level instead of using the plaza elevation within Disneyland Park. The City Planning Commission recommended adoption of Exhibit 10, in lieu of Exhibit 5, as a better tool for use in making a height determination in the commercial recreation area. 8228 City ~,al%, Anaheim, qatifornia - COUNCIL MINUTES,,,,- November 17, t964, !:30 At the conclusion of the discussion, and on recommendation of the City Attorney, Councilman Kretn moved Exhibit No. 10 be adopted as a supplement to Exhibit No. 5, pursuant to Resolution No. 64R-662, the title of said Exhibit to be "Height Standard Guide Line Map". DEMA.NDS~ In the absence of Councilman Krein on /uesday, November 24, 1964, Mayor Chandler appointed Councilman Pebley to review the Warrants and Demands to be submitted to the Council for approval on said date, .K~.TELL~ AV.~.UE..TI~AFFI~ .ISLAND OPENINGS~ Mayor Chandler called attention to the inadequate number of traffic island openings in Katella Avenue, between Harbor Boulevard and West Street, and in view of the Convention Center to be constructed south of Katella Avenue, suggested constderatlon be given to additional openings to facilitate anticipated traffic. Ntt. Murdoch reported that Dtsneyland Park is planning to relocate their south entrance further to the west, which would result in some modifications to the existing situation. He advised that future needs could be considered concurrently with plans for relocation of the existing traffic island opening which is aligned with the present entrance to Dfsneyland parking area.
