REGULAR MEETING OF THE ANAHEIM CITY ZONING ADMINISTRATOR
THURSDAY, FEBRUARY 11, 1988, 9:30 A.M.
Procedure to Exgedite Meeting:
The proponents for conditional use permit and variance applications which
are not contested will have 5 minutes to present their evidence. In
contested applications, the proponents and opponent will each have 10
minutes to present their case unless additional time is requested and the
complexity of the matter warrants. After the opponent(s) speak, the
proponent will have 5 minutes for rebuttal. Before speaking, please give
your name and address and spell your name.
Staff Reports are part of the evidence received by the Zoning
Administrator at each hearing. Copies are available to the public prior
to and at the meeting.
The Zoning Administrator reserves the right to deviate from the foregoing
if, in the Administrator's opinion, the ends of fairness to all concerned
will be served.
All documents presented to the Zoning Administrator for review in
connection with any hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the City of Anaheim for the public record and shall be available for
public inspection. ,~
The action taken by the Zoning Administrator on this date regarding
conditional use permits and variances is final unless, within 15 days of
L•he Zoning Administrator's written decision being placed in the U.S. Mail,
an appeal is filed. Such appeal shall be made at any time following the
public hearing and prior to the conclusion of the appeal period. An
appeal shall be made in written form to the City Clerk, accompanied by an
appeal fee equal to one-half the amount of the original filing fee. The
City Clerk, upon filing of such an appeal, will set said conditional use
permit or variance for public hearing before the City Council at the
earliest possible date. You will be notified by the City Clerk of said
hearing.
After the scheduled public hearings, members of the public will be_allowed
to speak on items of interest under "Items of Public Interest". Such
items must be within the jurisdiction of the Zoning Administrator. Each
speaker will be allotted a maximum of 3 minutes to speak. Before
speaking, please give your name and address and spell your last name.

MINUTES - FEBRUARY 11, 1988
The regular meeting of the Anaheim City Zoning Administrator was called to
order by Annika Santalahti, Zoning Administrator, at 9:30 a.m., February 11,
1988, in the Council-Chamber.

ITEM N0. 1. EIR CATEGORICAL EXEMPTION-CLASS 5 AND VARIANCE N0. 3753
PUBLIC HEARING. OWNERS:. RONALD W. PHARRIS AND NANCY R. PHARRIS, 130 El
Dorado Lane, Anaheim, CA 92807. Subject property is an irregularly shaped
parcel of land consisting of approximately 1.0 acre, having a frontage of
approximately 187 feet on the east side of E1 Dorado Lane, having a maximum
depth of approximately 223 feet and being located approximately 210 feet north
of the centerline of Cerro Vista Drive and further described as 130 South E1
Dorado Lane.
Waiver of minimum side yard setback to construct a 1,400 square foot room
addition.
There was on one indicating their presence in interest of subject request and
although the staff report was not read, it is referred to and made a part of
the minutes.
Mr. Pharris said he was requesting a sideyard setback of 11 feet, rather than
the required 15 feet, in order to add a 1,400 square foot room addition.
PUBLIC HEARING WAS CLOSED:
Ms. Santalahti asked applicant if he had contacted any of his neighbors. Mr.
Pharris said yes, and that they had no problem with his proposal. He noted
that the neighbor most affected by the room addition, Lynn Hendrickson, had
written a letter to the City stating his support of the proposal. '
Ms. Santalahti verified the letter was in the file and that they had no
opposition to the proposal. She said it appeared that the neighbor's lot was
a bit higher because of the slope and applicant replied it was about six feet
higher. He said the neighbor's structure was a considerable distance from the
property line.
Ms. Santalahti approved the variance based on the fact it is relatively
minimal, there is only a four foot difference between the required 15 feet and
the proposed 11 feet, and there is a 6 foot grade difference so the effect of
a one-story addition will not be significant on the neighbor. She noted the
lots all have large setbacks from the street so the effect.. on passersby will
be minimal.

Ms. Santalahti noted this item was found to be Categorically Exempt as
described in the staff report.
Ms. Santalahti explained this decision becomes final unless an appeal to the
City Council, in writing, accompanied by an appeal fee, is ',filed with the City
Clerk within 15 days of the date of the signing of this decision or unless a
member of the City Council shall request to review this decision within said
15 days.

parcel of land, consisting of approximately 2.2 acres, located north of the
terminus of Tamarisk Drive, having a frontage of approximately 108 feet on the
north side of Tamarisk Drive; having amxximum depth of approximately 542 feet
and being located approximately 840 feet east of the centerline of Avenida De
Santiago and further described as 1180 Tamarisk Drive.
Waiver of maximum structural height to construct a 2-story, 40-foot high,
single-family residence.
There was on one indicating their presence in interest of subject request and
although the staff report was not read, it is referred to and made a part of
the minutes.
Tom Nicholson, said he was here on behalf of the property owners and noted he
would be the builder of the project. He presented a drawing which showed the
lot lines.
PUBLIC HEARING WAS CLOSED:
Ms. Santalahti asked if there was going to be any significant amount of
grading on the property. Mr. Nicholson said no, the goal and design was to
build the way the lot was currently graded. He noted there was a small front
pad on the property and then a drop to a lower pad. He said they wanted to
expand .the house from the center, building a single-story on the street side
pad and dropping the second story or bedrooms down below to conform to the lot
lines. He said when you look at the section he provided, it shows that from
the street, the only part of the house that will show will; be 30 feet at the
very peak of the roof.. He said from the front there will be only a small
portion above the 25 foot height limit.
Ms. Santalahti said that on the northside of the lower pad it appears the
building is a little below grade. Applicant said there may need to be some
fine grading, they may need to take six .inches off the pad.
Ms. Santalahti said they were showing a floor level elevation of 1060 feet and
then in front of that there appears to be a grade level of'1065 feet.

Applicant said there must be an error on the plans as no part of this house is
planned to be subteranean. She asked what percentage of the roof was going to
be above 25 feet, and applicant said he would estimate the overall average
would be between 20 and 25~.
Ms. Santalahti expressed her concern about the amount of the roof that would
be above the 25 foot level, and said looking straight down on the house it
would appear that approximately 50~ would be above Code. The applicant noted
that it was a hipped roof rather than a gable so it tapers four ways instead
of two ways and that minimizes the impact of the higher roof line.
Ms Santalahti stated there was a house on a lower level in that area where she
had granted a variance for a 35 foot height and was disappointed at the
massive appearance it has from the street as she hadn't expected that from
looking at the drawings. She said she would like to have an exhibit with the
roof shaded in as to what part is over 25 feet and what part is over 35 feet
and asked applicant if he could provide a copy within two weeks, and he said
yes.
Applicant said he could lower the pitch of the roof 10 to 15~ and reduce the
height request from 40 feet to 35 feet if that would be more acceptable. Ms.
Santalahti said she would be more comfortable with that request.
Ms. Santalahti approved the variance, in part, to allow a maximum height of 35
feet which will be accommodated by lowering the roof pitch an estimated 10 to
15~. Applicant will bring in revised plans for the file reflecting the
changes.
Ms. Santalahti noted this item was found to be Categorically Exempt as
described in the staff report.
