REGULAR MEETING OF THE ANAHEIM CITY ZONING ADMINISTRATOR
MINUTES - June 29, 1989
The regular meeting of the Anaheim City Zoning Administrator was called to
order by Annika Santalahti, Zoning Administrator, at 9:35 a.m., June 29, 1989,
in the Council Chamber.

Annika Santalahti, Zoning Administrator, explained the procedures for the
meeting and that anyone desiring to speak about matters other than the
agendized items would have the opportunity to be heard at the end of the
meeting.
ITEM N0. 1. CEOA NEGATIVE DECLARATION, VARIANCE N0. 3966
PUBLIC HEARING: OWNER: SAMI ISSA AWAD AMMARI AND ELIZABETH AMMARI, 18711 Via
Turino, Irvine, CA 92715. Subject property~is a rectangularly-shaped parcel
of land consisting of approximately 0.55 acre located at the southeast corner
of South Street and Clementine Street, having a frontage of approximately 135
feet on the south side of South Street and further described as 218 West South
Street.
Waiver of minimum lot width to establish a 3-lot, RS-7200 Zone, subdivision.
No one indicated their presence in opposition and no correspondence was
received.
Annika Santalahti asked the applicant, Sami Issa Awad Ammari, if he had spoken
to any of the neighbors about his application.
Mr. Ammari responded that he had not.
Ms. Santalahti asked the applicant if the Engineering Department had expressed
any interest in having access rights to South Street dedicated to the City.
She asked if the Engineering Department was present at the hearing.
Mr. Ammari said no.

No one indicated their presence at the public hearing in opposition.
PUBLIC HEARING WAS CLOSED
Ms. Santalahti noted a Negative Declaration was prepared on this project, and
acted on staff's recommendation to approve it.
Ms. Santalahti approved Variance No. 3966 on the basis that in this particular
area, 60 and 59-foot width lots similar to the proposal are typical; in fact,
all of the lots on the east side of Clementine Street in this particular block
are 60 feet wide; and additionally, there are other lots in the area that are
less than 70 feet (which is required by Code) some being as low as 48 feet;
and further that the lot size conforms to the required 7,200 square feet,
actually being 8,000 square feet or larger based on the 135 foot depth of the
property.
This decision shall become final unless an appeal to the City Council, in
writing, accompanied by an appeal fee, is filed with the City Clerk within 15
days of the date of the signing of this decision or unless members of the City
Council shall request to review this decision within said 15 days.
ITEM N0. 2. CEOA CATEGORICAL EXEMPTION CLASS 5, VARIANCE N0. 3967
PUBLIC HEARING: OWNER: DOUGLAS BLACK AND VERONIQUE BLACK, 4958 E. Budlong
Street, Anaheim, CA 92807. Subject property is a rectangularly-shaped parcel
of land consisting of approximately 5,000 square feet having a frontage of
approximately 50 feet on the south side of Budlong Street, having a maximum
depth of approximately 100 feet, being located approximately 100 feet west of
the centerline of Cymbal Way and further described as 4958 East Budlong Street.
Waivers of maximum site coverage and open space, and maximum number of
bedrooms to construct a 196 square-foot room addition to an existing
single-family residence.
No one indicated. their presence regarding this item and no correspondence was
received.
Ms. Santalahti moved on to the other items on the agenda before resuming this
one at the end of the meeting because the applicant was not present, nor were
any people present in opposition to the case. .The applicant was called but no
one answered.

Ms. Santalahti noted this item is Categorically Exempt under Class 5 from the
requirement to process an EIR. Ms. Santalahti approved Variance No. 3967 on
the basis that upon reviewing the aerial maps in this particular area to see
what kind of lot coverage seems to be occurring in the neighborhood, all of
the lots to the west of the property (which area consists of at least 5 if not
6 or 7 lots) have backyards which are approximately 15 feet or so deep. The
proposal will end up with a 12-foot rear yard for a portion of the property,
but otherwise, they have 25 feet. So, from the lot coverage point-of-view,
they are going to have an overall coverage similar to other lots in the area.
What she noticed about the bedroom count in this particular area was there are
existing lots that have already been developed under Code and prior to the
current standard with four bedrooms instead of three as the 5,000 foot size
currently dictates.
This decision shall become final unless an appeal to the City Council, in
writing, accompanied by an appeal fee, is filed with the City Clerk within 15

Council shall request to review this decision within said 15 days.
ITEM N0. 3. CEOA NEGATIVE DECLARATION, VARIANCE N0. 3968
PUBLIC HEARING: OWNER: GEORGE BACH, 2925 Ricker Way, Anaheim, CA 92806.
Subject property is a rectangularly-shaped parcel of land consisting of
approximately 0.3 acre, having a frontage of approximately 106 feet on the
north side of Ricker Way, having a maximum depth of approximately 139 feet,
being located approximately 315 feet west of the centerline of Red Gum Street,
and further described as 2925 Ricker Way.
Waiver of minimum number of parking spaces to make interior improvements to an
existing industrial building.
No one indicated their presence in opposition and no correspondence was
received.
Ms. Santalahti asked the applicant, George Bach, if there were actually
sixteen parking spaces on the property right now and if they were striped in.
Mr. Bach responded yes to both questions.
Ms. Santalahti asked Mr. Bach what kind of business he had at the location.
Mr. Bach responded it was a Soils and Foundation Engineering business with
technicians being out in the field all day.
Ms. Santalahti inquired as to how many employees there were and if there was
more than one shift at the business.

The applicant responded that he had 14 employees, six of whom are in the field
all of the time and two others who spent time in the field and no shifts were
involved.
Ms. Santalahti asked if this use involved storage of unusual vehicles other
than cars on the premises.
The applicant responded that the most unusual vehicle they had was a "drill
rig" which was just a jeep pickup truck with a drill rig on it.

Ms. Santalahti noted a Negative Declaration was prepared on this project, and
acted on staff's recommendation to approve it.
Ms. Santalahti approved Variance No. 3968 on the basis that a parking demand
study was prepared for this specific use and reviewed, approved and accepted
by the City Traffic Engineer as being satisfactory, plus the fact that the
employee count in the particular business, Soils Engineering, makes it a valid
proposal and because of the amount of office use inside. the industrial
building.
This decision shall become final unless an appeal to the City Council, in
writing, accompanied by an appeal fee, is filed with the City Clerk within 15
;days of the date of the signing of this decision or unless members of the City
Council shall request to review this decision within said 15 days.
ITEM N0. 4. CEOA NEGATIVE DECLARATION, VARIANCE N0. 3969
PUBLIC HEARING: OWNER: BRATENT FINANCIAL INC., 3960 E. Thousand Oaks Blvd.,
Suite No. 201, Thousand Oaks, CA 91362. AGENT: BOULEVARD DEVELOPMENT INC.,
ATTN: REZA DADASHIAN; 777 S. Main Street, Suite 106, Orange, CA 92668.
Subject property is approximately 17.3 acres located southwesterly of Nohl
Ranch Road between the intersection of Nohl Ranch Road with Canyon Rim Road
and Serrano Avenue, approximately 2300 feet southeast of the centerline of
Canyon Rim Road (Tentative Tract Map No. 10977).
Waiver of required lot frontage to convert a public street to a private street
for a previously approved 9-residential lot and 1 open space lot,
RS-HS-22000(SC) Zone residential subdivision.
Applicant submitted a letter to the Planning Department requesting this
application be withdrawn.
Ms. Santalahti granted the request for withdrawal of the application and there
will be further action taken on this case unless the applicant wishes to repay
the fees to readvertise the item.

ITEM N0. 5 INFORMATIONAL ITEMS:
A. ADMINISTRATIVE ADJUSTMENT N0. .0033: To construct a 6,383 square-foot
industrial building at 501 S. Rose Street with waiver of minimum number of
parking spaces.
8. ADMINISTRATIVE ADJUSTMENT N0. 0035: To construct 11 industrial buildings
at 1500-1540 S. Lewis Street and 900-1010 E. Cerritos Avenue with waiver of
minimum number of parking spaces.
Ms. Santalahti said they had received no written correspondence on the
Administrative Adjustments and noted the appeal periods ended at 5:00 p.m.
June 28, 1989. She said she would act to approve these items on or before
July 6, 1989.
ITEM N0. 6 ITEMS OF PUBLIC INTEREST:
There was no one indicating a desire to speak.
