REGULAR MEETING OF THE ANAHEIM CITY ZONING ADMINISTRATOR
THURSDAY, OCTOBER 17, 1991, 9:30 A.M.
Procedure to Expedite Meeting:
The proponents for conditional use permit, variance, administrative use permit
and administrative adjustment applications which are not contested will have 5
minutes to present their evidence. In contested applications, the proponents and
opponent will each have 10 minutes to present their case unless additional time
is requested and the complexity of the matter warrants. After the opponent(s)
speak, the proponent will have 5 minutes for rebuttal. Before speaking, please
give your name and address and spell your name.
Staff Reports are part of the evidence received by the Zoning Administrator at
each hearing. Copies are available to the public prior to and at the meeting.
The Zoning Administrator reserves the right to deviate .from the foregoing if, in
the Administrator's opinion, the ends of fairness to all concerned will be
served.
All documents presented to the Zoning Administrator for review in connection with
any hearing, including photographs or other acceptable visual representations of
non-documentary evidence, shall be retained by the City of Anaheim for the public
record and shall be available for public inspection.
The action taken by the Zoning Administrator on this, date regarding conditional
use permits and variances is final unless, within 15 days of the Zoning
Administrator's written decision being placed in the U.S. Mail, an appeal is
filed. Such appeal shall be made at any time following the public hearing and
prior to the conclusion of the appeal period. An appeal shall be made in written
form to the City Clerk, accompanied by an appeal fee equal to one-half the amount
of the original filing fee. The City Clerk, upon filing of such an appeal, will
set said conditional use permit or variance for public hearing before the City
Council at the earliest possible date. You will be notified by the City Clerk of
said hearing.
After the scheduled public hearings, members of the public will be allowed to
speak on items of interest under "Items of Public Interest". Such items must be
within the jurisdiction of the Zoning Administrator. Each speaker will be
allotted a maximum of 3 minutes to speak. Before speaking, please give your name
and address and spell your last name.

MINUTES - OCTOBER 17, 1991
The regular meeting of the Anaheim City Zoning Administrator was called to
order by Annika Santalahti, Zoning Administrator, at 9:30 a.m., October 17,
1991, in the Council Chamber.

Annika Santalahti, Zoning Administrator, explained the procedures for the
meeting and that anyone desiring to speak about matters other than the
agendized items would have the opportunity to be heard at the end of the
meeting.
ITEM NO. 1 - CEQA CATEGORICAL EXEMPTION CLASS 3, VARIANCE NO. 4138
PUBLIC HEARING: OWNERS: Henry and Sandy Jo, 249 East Borromeo, Placentia, CA
92670. AGENT: Inland Design, Inc., 954 West Foothill Blvd. Ste. B, Upland, CA
91786. Subject property is an irregularly-shaped parcel of land consisting of
approximately 0.98 acre located at the southern terminus of Old Ranch Road,
having a frontage of approximately 110 feet on the southeast side of Old Ranch
Road, having a maximum depth of approximately 285 feet, being located
approximately 300 feet south of the centerline of Country Hill Road, and
further described as 530 South Old Ranch Road.
Waiver of maximum structural height to construct a 3-story single-family
residence. Continued from the September 5 and October 3, 1991 public meetings
for the applicant to look at possibly revising the plans closer to Code
standards and to meet with the neighbors regarding that.
Steve Falk, architect for the project, 954 W. Foothill Blvd., Upland 91786,
stated that he noticed in staff report item 7, page 2, it stated they had only
reduced the height by one foot but they have lowered the house from 5 to 7 feet
and part of the house is basement below grade. The ridgeline is anywhere from
25 to 30 feet.
Ms. Santalahti asked, "Are you saying that the maximum ridgeline height is from
25 to 30 feet"?
"Mr. Falk replied "correct". Mr. Falk stated he believed that he had discussed
the method of measuring the height with the Zoning Administrator.
Ms. Santalahti replied that one of the difficulties staff has is that when
incomplete information is given on the plans, staff has is to make the best
guess as to what the height actually is.

Ms. Santalahti stated that what is really helpful to her is to be able to look
at good drawings to clearly understand proposed building heights and that two
types of drawings should be submitted. She said height is measured above
ground level directly down as a plumb bob would drop and it is really helpful
that a roof plan be provided showing all the areas that are over 25 and 30
feet high, and using colors to outline those areas. She said the 2nd kind of
drawing is either sections or elevations showing by color. or clear lines how
building levels change.
Mr. Falk asked,"How should we come back?"
Ms. Santalahti replied she wants a drawing or drawings for the neighbors to
look at, including a roof plan and/or a drawing showing the height from the
ground underneath when the roof height is higher than 25 and 30 feet. She
noted that the percentages of those higher areas should be calculated relative
to the total footprint of the building because Code lets you go from 25 to 30
feet for approximately 10~. The really difficult decisions are the proposals
that are very close to Code, while 43 ft. high proposals are easy to deny.
She asked of Mr. Falk if he can provide a drawing like she's described?
Mr. Falk replied yes, and asked when would be the next meeting be.
Ms. Santalahti replied Nov. 14, 1991.
Mr. Falk asked if there is a letter of .opposition he could have a copy?
Ms. Santalahti replied that any letters that have been received are public
record and a copy would be provided by staff.
Ms. Santalahti asked if there was anyone else who would like to speak. Ms
Santalahti said the public hearing would be continued and she is looking at
continuing the item for four weeks until November 14 for the petitioner to
provide additional information as she has described today so perhaps a person
who is ignorant about drawings can understand what they are looking at. She
continued the petition to November November 14, 1991, and noted this petition
will probably be the first item on the agenda.

There was no one indicating a desire to speak.
Ms. Files stated there will be no meeting on the next scheduled meeting of
October 31, 1991 and the next meeting will be November 14, 1991. She said
staff will place an agenda on the Council Chamber door at that time listing
one administrative adjustment, in other words, there will be an agenda on
October 31st but no public meeting.
ADJOURNMENT•
There being no further business, Ms. Santalahti adjourned the meeting at 9:45
a.m.
