Kevin Bass, Associate Planner, stated this item was advertised with a categorical exemption, and
that based on some additional information received on the initial study, staff has determined that this
property is within the NCCP Plan and Protection Area for the Natcatcher and Coastal Sage Scmb.
Because of the conditions which would create a mitigated monitoring program, this project needs to
be advertised with a negative declaration.

Kevin Bass, Associate Planner stated that staff would :like to point out that the
letter of continuance was for 2-weeks and yet the staff report/recommendation
was for four weeks, so we would like to change that recommendation to July 1,
1999.
