LOCATION: 215 South Euclid Street: This irregularly-shaped 7.7-acre To expire (9-23-01)
property, located at the southwest corner of Lincoln Avenue
and Eudlid Street, has frontages of 125 feet on the south side
of Lincoln Avenue and 720 feet on the west side of Euclid
Street (Anaheim Chevrolet).
Requests a Special Circumstance Waiver to permit issuance of additional
Special Events Permits for an existing automobile retail dealer in the CL
(Commercial, Limited) Zone.
OPPOSITION: No one indicating their presence either for or against the project.
ACTION: Staff recommends that :any approval include a condition regarding maintaining the
banners in good repair and that any wording on the banner be restricted to the name of
the dealership and/or the "Chevrolet" logo. The finding for approval is related to the
CALTRANS Freeway construction that is taking place in the area:

That extraordinary circumstances apply to this property beyond the control of the property
owner or business owner due to CalTrans construction on Santa Ana (I-5) Freeway on-ramps
and off-ramps in the vicinity of this property. The impacts which affect Lincoln Avenue in the
vicinity of this property include lane closures, traffic congestion, difficult access, and limited
visibility to this site.
Added the following conditions:
(a) That this request is approved for two (2) years until September 23, 2001.
(b) That the petitioner shall obtain a special events permits for temporary signage or any
modification and that the permit shall show specifically the locations and the content text on the
banners.
(c) That the applicant shall maintain ali of the banners in good repair and that any wording on the
banner is restricted to the name of the dealership and/or the "Chevrolet" logo.

LOCATION: 1199 South State College Boulevard: Property is a 0.5 acre
rectangularly-shaped parcel located at the northwest corner of
Ball Road and State College Boulevard, having frontages of 150
feet on the north side of Ball Road and 150 feet on the west side
of State College Boulevard (Mobil Service Station).
Requests a Special Circumstance Waiver to permit issuance of Special Events
Permits for an existing service station with a convenience market in the ML
(Limited, Industrial) Zone.

OPPOSITION: No one inidcated their presence either for or against
PRESENT: Hussein Berri, property owner, 8221 Garden Grove Boulevard, Garden Grove Boulevard
Garden Grove, CA 92844. Mr. Berri sent in a letter requesting special circumstance waiver to
advertise and include banners and flags.
Mr. Berri's request is strictly for banners and flags and would like to have the same rights to
special events permits as the nearby properties that are CL (Commercial, Limited) zoning, i.e.,
service stations at the northeast and southeast comers of the intersection.
Dave See, Associate Planner stated they can have four (4) per year and each permit is good for
nine (9) days per calendar year, January to December, and the numbers start over in January
2000.
ACTION: Approved the Special Circumstance Waiver 99-04 for a period of two (2) years, through
September 23, 2001, for a total of 8 permits. That special events permits shall be obtained as
required by code and any balloons or tethered devices flying above the property are specifically
prohibited.
The approval is conditioned that petitioner shall obtain special event permits for each one. For
the remaining 1999 calendar year, the petitioner can obtain one special event permit, and then 4
for the following 2000 calendar year, and 3 during 2001, for a total of 8 permits during the next
24 months.
