The ZoningAdministrator wanted the following.entered into the record. That from the last . .
. meeting of October.3, 2402, Melanie Adams; As§ociata Engineer with Public works stated that the
issues cegarding the sewer blockage have been complied with.
Modifications to conditions:
No..15, prior~to final building and zoning inspections or with a period of 6 months from the. date of--
this.decision:
Anninka Santalahti stated that the reason for the continuance from.October 3, meeting was
' specifically to verify with Code Enforcement Staff that there were no outstanding issues that
should appropriately be taken care of.before the:Zoning Administrator makes a decision. .
Code. Enforcement Representative, .was present for any questions.
David.See, Senior Planner: stated that the issues are more building permit oriented, water line
' ~ . ~. 'tank, canopy, which.can.be.handied by a building permit, instead of a zoning variance.
There is a. portion of the fence that needs to be relocated as well as an access gate which is to .
close.' The required setback.is 5 ft. from the property line and the right-of-way width Is 6-ft., the
fence needs to be 11 ft: back from the curb. The part of the fence that needs to be adjusted is
. ~ c{osest to the cul-d-sac, about 7-linear ft. of the fence. -
David See, Senior Planner stated that the applicant has maxed out on variances and that there
are 2-waivers being requested, a 3rd cannot be requested, and currentiy.undertbe view of the
Planning Commission.
The Zoning Administrator hereby finds the following:
1:That waiver (a), minimum number of parking spaces, is hereby approved based on the
analysis in the submitted parking demand study which concludes that the nature and operation of
this industrial use will not cause fewer off-street parking spaces to be provided. for such use than ..
the number of space$ necessary to accommodate ati vehicles attributable to the use under the .. ~~
normal and reasonably foreseeab{e conditions; and that the City Traffic and Transportation .
Manager.has reviewed the parking study and concurs with the conclusions based on the .nature
of this specific industrial use. ~ .
2. That the parking waiver, under the conditions imposed, will not increase the demand
and competition for parking spaces upon the public streets in the immediate vicinity of the
proposed use, nor will it increase traffic congestion within the. off~street parking areas provided for
the condtional use of the property; and that the conditional use specifically consists of accessory
outdoor storage and equipment located where parking spaces could otherwise be located.
3. That the parking waiver, under the conditions imposed, will not increase the demand
and competition for parking spaces upon adjacent private property in the immediate vicinity of the
use.
4: That the parking waiver, under the conditions imposed, will not impede vehicular
ingress to or egress from adjacent properties upon the public streets (n the. immediate vicinity of
the proposed use. .

conditions:
• 1: That the property owner shall pay the cost of Code Enforcement inspections conducted on a : . .

3. . That a landscaping and irrigation plan for subject property shalt be submitted to the Zoning
Division for review.and approval. The landscaping plan shall show the following: ~ .
(a) A two (2) foot wide landscaped planter with dinging vines adjacent to the chain link
fencing (required under Condition No. 2) to further screen the equipment from the
public rights-of--way.
(b) Twenty four (24) inch box "evergreen" Vee(s) spaced at maximum twenty (20) foot.:
centers shall be planted in the front setback along Knollwood Circle. The petitioner,
shall confer with city staff to determine the most practical location(s) and the number of
tree(s).
(c)' Additional landscaping within the .existing landscaped planter at the southeast comer of
the building at 1365-1385 Knollwood Circle: .
(d) Planting of vines along the combination block wall and wrought iron fence along
. Knoliwood Circle to discourage graffiti.
Any decision made by the Zoning Division regarding said landscaping and irrigation plans..: ~,
may be appealed to the Zoning Administrator and/or City Council.. Within a period of three
(3) months after the plans are approved, the landscaping and irrigation facilities shall be
installed and thereafter maintained in accordance with city requirements.
~• 4. That the outdoor equipment shall be painted to match, or otherwise be compatible with, the' i
. exterior of the building in order to de-emphasize the size and mass of, the equipment.
