Carpenter Avenue: Property is approximately 10.27 acres, having a frontage of 379 feet on the south side of La Palma Avenue, a frontage of 121 feet on the east terminus of Carpenter Avenue, a maximum depth of 1,175 feet and is located approximately 872 feet east of the centerline of Shepard Street (V1lhite Cap Construction Supply). Waivers of (a) maximum letter height for wall signage and (b) maximum number of permitted wall signs (deleted) to construct two wall signs for an existing construction supply company. David See, Senior Planner, introduced Item No. 1. THE PUBLIC HEARING WAS OPENED. Applicant's Testimony: Chris DeRuyter, of Signage Solutions, 1336 Allec Street, Anaheim, CA, spoke on behalf of the applicant, White Cap Construction Supply, and stated in looking at subject properties and neighboring areas they did adrive-by study so that it would be consistent, and that in reviewing the sign they determined that they have an extremely large building; 235 feet long, 30 feet in height and approximately 7,000 square feet in building frontage (the sign would cover approximately 1.2% building frontage). Therefore in proximity to the building, the sign would be very small. Additionally, he stated, the Whitecap brand and logo is very important and therefore must be printed continuously and with consistency across the country and throughout the projects. Because of the site lines, the trees, and the visibility from Carpenter Avenue, the print would not be legible and you would not see the sign. Therefore, it would not allow Whitecap the same opportunity as the neighboring businesses Page 2 ACZA033006. DOC March 30, 2006 ZONING ADMINISTRATOR ACTION AGENDA and they are already well below what they are allowed to have (less than half of the 250 square feet allowed). Mr. Sell stated after visiting the site he understood what they were referring to as far as making sure they had adequate coverage. Also, in visiting the site he noticed a temporary sign that pointed to Whitecap and stated he presumed they would do away with the sign as well as the banners. Chris Reitzel, of Whitecap Construction Supply, 3120 Airway Avenue, Costa Mesa, CA, responded yes, they intended to remove the temporary sign and the banners. Mr. Sell referred to the fencing surrounding the building and asked the height of the fence. Mr. Reitzel responded, the side from the freeway is slotted and could not be seen and also he has paperwork confirming authorization of the fencing. Mr. Sell asked him to make sure that the fencing was covered with the Planning Department and to provide him with the name of the planner who authorized it. Mr. Reitzel responded that he possessed written paperwork on the fencing and once located he would submit it. He further clarified that the paperwork stated outside storage was okay but he was not allowed racking. Mr. Sell asked that he follow up with Planning to ensure compliance with City ordinances. There was no public audience present at the meeting and no opposition was received regarding this item. THE PUBLIC HEARING WAS CLOSED. Mr. See stated staff recommended approval of Item 1, in part; denying Waiver B since it had been deleted and approving Waiver A. Mr. Sell concurred with staff's recommendations and approved, in part, Categorical Exemption -Class 1 and Variance 2006-04680; denying Waiver B and approving Waiver A. He stated the decision would be written and signed no later than 7 days and the applicants would receive a copy no later than 15 days following the date of the decision. 2.
