THE PUBLIC HEARING WAS OPENED.
Applicant's Testimony:
Steve Brandt of Hok Interiors, representing Wescom Credit Union, 9530 Jefferson Boulevard, stated the
existing credit union office building was built in 1984 and originally had ground floor parking to the north
however the proposed expansion would cause a shortage of 2 parking spaces as 399 spaces were
required but only 397 would be provided. He further expressed that the proposed 15,167 square foot
first-floor addition would have the same function of space for the employees as the original data center.
The proposed 15,167 square footage would extend across the balance of the building to the north side all
the way out to the perimeter which would increase the FAR up to the 52.4 percent ratio.
No opposition was received regarding this item.
THE PUBLIC HEARING WAS CLOSED.
Mr. Sell concurred with staff's recommendations and approved Administrative Adjustment No. 2006-
00286. He stated the decision would be written and signed no later than 7 days from the date of the
meeting and the applicants would receive a copy no later than 15 days following the date of the decision.

Mr. Sell stated that staff's recommendation to approve the applicant's request of a Special Circumstances
Waiver to waive Special Event Permit requirements to permit two banners on the American Sports
Centers building from May 8, 2006 to August 8, 2006 really fitted in well with what the City was trying to
accomplish.
No opposition was received regarding this item.

David See, Senior Planner, introduced Item No. 3 and stated the applicant requested a continuance due
to medical reasons however, a member of the neighborhood was present and wished to speak due to
possible unavailability on May 11, 2006.
THE PUBLIC HEARING WAS OPENED.
Testimony:
John H. Moehring, 2072 S. Flippen Drive, Anaheim, CA 92802, stated that there is a block fence along
Orangewood Avenue, approximately 7 feet in height, which was there when he purchased his home but
there have never been any other fences around properties in the neighborhood. He stated that has
worked for his neighborhood because everyone knows each other and watches out for one another, and
every year they have a block party. Therefore, he is in opposition of the applicant building a block fence
around his property because he believes fences deter people and would serve to segregate the
neighbors from one another thereby rendering them, over time, to be unfamiliar with one another.
Additionally, he stated if one person built a fence around his property it would give precedence for
everyone to start building fences around their properties or otherwise give cause to argue discrimination.
Mark Gordon, City Attorney, stated too often the City hears the argument that it is discrimination;
however, the determining factor for each individual case would be the proof of unusual circumstances that
provoked the need for the request.
Mr. Sell declined to comment due to the applicant's request for continuance however, he suggested if Mr.
Moehring, as well as any of the neighbors, wished to present further testimony in the interim, they could
call or email the new information to the Planning staff.

Della Herrick, Associate Planner, stated that she received numerous phone calls and emails from the
neighbors regarding the applicant's request to build a block fence on his property therefore, she
anticipates a large crowd at the May 11, 2006 meeting.
Mr. See referred to the Zoning Administrator and asked permission to change the venue of the next
meeting from the Pfan-Check Conference Room to the City Council Chambers, and further stated that a
courtesy notice would be mailed out to all of the neighbors, indicating the room change and the correct
phone number in which to contact Ms. Herrick.
1 person spoke in opposition, and the Planning staff received numerous calls and emails in opposition of the
item.
THE PUBLIC HEARING WAS CLOSED.
No decision was made as the item was continued to the May 11, 2006, Zoning Administrator meeting.
