John Van Doren, Zoning Administrator, opened the public hearing.
Elaine Thienprasiddhi, Associate Planner, introduced Item No. 3, and stated the request was originally
advertised with two waivers, since the request was advertised the applicant has requested to withdraw
waiver (b) pertaining to the trash storage area. Staff believes there are hardships to make the finding for
the variance, as there is steep topography in the front yard setback that are not applicable to other
properties in the area. Staff recommends an added condition of approval regarding landscaping to be
placed in front of the fence to provide a buffer between the right-of-way and the fence.
Mark Gordon, Assistant City Attorney, clarified that according to today's draft resolution the waiver
pertaining to the trash storage area is waiver (a), not waiver (b). Therefore, the applicant has requested to
withdraw waiver (a).
Dave See, Senior Planner, stated that the agenda will be modified to reflect the change pertaining to the
waivers.
Mr. Van Doren thanked Mr. Gordon for the clarification.

Applicant's Statement:
Alex Irshaid, Ramcam Engineering, 670 E. Parkridge Avenue, #101, Corona, CA, stated he represents the
owner of the property Robert Kofdarali. He concurs with staff pertaining to the waivers as indicated.
Mr. Van Doren asked for clarification regarding the fence.
Ms. Thienprasiddhi responded according to the plan the proposed fence will have various setbacks along
the front property line, but a condition has been included in the draft resolution that requires a minimum of
3-feet to the front property line.
Mr. Van Doren asked regardless of proximity if there would be landscaping.
Mr. Irshaid responded yes, in the front and back.
Ms. Thienprasiddhi referred to the draft resolution, Condition No. 1 which states that there would be a
minimum 3-foot wide planter area between the front right-of-way and the wall.
Mr. Van Doren reviewed submitted plans and asked where the trash enclosure would normally be
required.
Mr. Irshaid responded recently they have obtained a permit to construct the stairways and there is about
a 25 foot drop in the front slope, and for them to bring the trash enclosure down it would be difficult;
therefore, he illustrated on the plans where they would be located.
Mr. Van Doren asked where the bins are stored when they are not out for pick-up.
Mr. Irshaid responded in the landscaped/screening area.
Sandip Budhia, Associate Engineer, asked how high is the landscaping.
Mr. Irshaid responded 5 feet, shrubs will be to the height of the fence, and stated he would concur with an
added condition pertaining to this.
Mr. See concurred and recommended adding a new condition of approval to indicate that the applicant
shall provide shrubs to adequately screen the trash bins.
Mr. Van Doren stated that the trash bins cannot be stored in public view, with the exception for pickup.
He would like to prevent future complaints about the trash cans in public view since the applicant has
withdrawn the request to build a trash enclosure.
Mr. Irshaid was in agreement.
During the action taken, Mr. Van Doren stated for clarification that the maximum height is 3 feet and they
are proposing a 2 foot block wall fence with additional 3 feet of wrought iron, for a total of 5. The top 3
feet would be a material that does not obscure any views by the applicant's design and that it be
landscaped front and back.

John Van Doren asked staff to summarize Item No. 4 regarding the recommended action.
Dave See, Senior Planner, introduced Item No. 4, and stated the applicant is requesting atwo-week
continuance to the September 27, 2007 meeting in order to resolve some parking issues and modify the
parking study. Staff concurs with the continuance request.
Mr. Van Doren stated he approves a continuance of the subject request.
