Dave See, Senior Planner, stated the applicant is still not present and the case planner is making a
phone call to the applicant.
John Van Doren requested a recess to be taken for 5-minutes in order to see if the applicant will be
present for the hearing; following the break Mr. See stated the applicant is unable to attend the hearing
but based on a phone conversation he concurred with the recommendations and condition of approvals
as stated in the staff report and draft resolution.
Mr. See introduced the item and stated a revised map was submitted to staff and a copy forwarded to the
Zoning Administrator. The changes include an increase in parking spaces, and there was discussion
whether the parking could be accommodated in compliance with the previously-approved conditional use
permit and the plan does show 336 parking spaces. There was also discussion about the driveway
easement along the north property line to access to the Target property to the north which is under
construction and 3 parking spaces will be lost when the driveway easement is provided, for a total of 333
parking spaces which would be in compliance with previous approvals. Lastly, staff is recommending that
the northerly driveway along Euclid Street be closed and replaced with landscaping and the revised map
does not show that, therefore staff conditioned for that to concur before the map is recorded.

Development Agreement with CIM.
