The City Counci~ ~ proceeded to canvass the returns of SPecial Election held July 16~ 1954 for the annexation to the city of the territory known as "Orange Avenue Annexation". Mayor Pearson appointed the folliwing Election Officers, comprising members of the Council: Mayor Pearson, Inspector + Councilman~ A. 3. Schutte and Glenn G. Fry, Judges - Councilman~ L. N. Wisser and]Ray Van ~agoner, Clerks. The Council reviewed the semi-official returns received from Election Officers together with Loyalty Oaths and P~yroll~ and then proceeded to canvass the absentee votes. Five (5) voters voted "absentee accounted for. That the City now has u~der operation an approved sanitary sewer system serving the majo~ portion of the developed area of the City. 2. That a portion of Tract iNc. 1245 and Tract No. 1379 have been developed with residential establishments which are, at present, served with individual sewage disposal systems. 3. That the continued use Of individual sewage disposal systems will, result in a condition t~at will endanger the health and safety of the City by the repeated fa~l~re of said systems and the possible con- tamination of the underground water strata. In view of the~existing conditions described above, it is my recommendation as Health Officer of the City of Anaheim, California, that proceedings be instituted for the construction of sanitary sewers to serve a portion of Tract No. 1245 and Tract No. 1379.
