approximately 19 acres, having a frontage of 655 feet o~ the
south side of Miraloma Avenue, a maximum depth of 1,300
feet, and is located 1,007 feet east of the centerline of Miller
J Street.
Request to subdivide a 19-acre parcel developed with an office building and a

John Van Doren, Zoning Administrator, opened the public hearing.
Dave See, Senior Planner, introduced Item No. 3 and stated that Planning and Public Work's staff has
coordinated with the applicant regarding modifications to the draft respiution. He indicated that there is
construction proposed on the property but it is related to parking lot improvements, and unrelated to the
proposed subdivision. There are draft conditions related to grading and water quality management
activities which staff believes ca~ be handled through the grading permit process, therefore staff

recommends approval of the request with modifications to the draft resolution, Exhibit "B", deleting
Condition Nos. 2, 5, 6 a~d 9.
Mr. Uan Dore~ asked whether the same zoning would apply to both parcels once the property is
subdivided.
Mr. See responded yes, Parcel 1 is an o~ce building, and Parcel 2 is a warehouse building, however it is
in Development Area 2 of Specific Plan 94-1 and the zone permits both uses by right.
Mr. Van Doren asked the applica~t if they wished to speak; there was no response by the applicant. He
then asked if there was anyone who would like to speak to this item; seeing none, he closed the public
hearing.
Mr. Van Doren took action to approve the subject request with the modifications to the draft resolution,
Exhibit "B", as described by staff.

John Van Doren, Zoni~g Administrator, opened the public hearing.
Elaine Thienprasiddhi, Associate Planner, introduced Item No. 4 and stated staff believes that a hardship
exists for the property that does not apply to other properties in the same zone due to the widening of the
freeway in front of the site. The building is approximately 16 feet from the property line and it is not
possible to locate a security fence that would effectively separate the building from the street and comply
with setback and height requirements. Further, the proposed landscaping improvements would help to
create an attractive buffer between the fence and the street. Staff recommends approval of the request.
Mr. Van Doren asked Mrs. Thienprasiddhi to address the justificakion for the waiver of maximum height of
a fence; Mrs. Thienprasiddhi responded staff believes that the fence height and distance from the street go
hand and hand. In order to be a security fence staff believes the height of 5 feet for the fence and 6 feet for
the pilasters is appropriate.
Mr. Van Doren asked the appiicant if they wished to speak.
Phillip Schwartze, applicant, referred to the staff report, Attachment No. 2 which they submitted to staff and
he believes they have covered the reasons for their particuiar request. They are looking at it as a security
fe~ce, recognizing that many of the people are there at night, many of them are young women since it is a
nursing college and they believe it is appropriate to have that fence in that location. The piiasters would fit in
aesthetically with the fence and building.

Mr. Van Doren stated it is important to note that the design will allow for adequate viewing for public
safety agencies while providing a measure of security for the students.
Mr. Van Doren asked if there was anyone else who would like to speak to this item; seeing none, he
closed the public hearing. He then took action to approve the subject request.
