John Van Doren, Zoning Administrator, opened the public hearing
Dave See, Senior Planner, introduced Item No. 2 and stated a letter was received from
a neighboring property owner and a copy was provided to the Zoning Administrator. He
indicated that staff would like to add a condition of approval to the draft resolution, and
read the condition into the record, stating "that prior to conveyance of the first
condominium unit the approved final parcel map shall be recorded in the Office of the
County Recorder".
Mr. Van Doren asked if there was anyone who would like to speak to this item.
Dr. Sohail Mahboubian, 5401 E. La Palma Avenue, Anaheim, stated he is the properly
owner of the medical building across the street from the project. Even though they
comply with the parking code, a quarter to a third of their spaces is either vacant or
rented to non-medical and they are still short of parking spaces for their building. He
indicated he is not for or against the project, but wanted to relay concerns regarding the
parking issue.

Mr. Van Doren stated the reduction for the size of the building is to allow for adequate
parking for the subdivision to contain all parking on site.
Mr. See stated it appears the applicant is not present today, and recently staff found out
that the project management is no longer at the firm, so he was not able to contact him
but he called and left a message for the property owner and did send an a-mail, also a
notification was mailed to him, and is unsure why the property owner is not present
today. Regarding the parking, the proposed project complies with the parking
requirements related to medical office use which is a higher parking requirement than a
general office use. The applicant is demolishing a portion of the building in order to
comply wifh parking and a parking waiver is not being requested.
Mr. Van Doren pointed out that the individual who spoke indicated he was not in support
or against the project, and he believes it doesn't require a response from the applicant,
therefore the applicant not being present today will not affect today's actions.
Ted White, Senior Planner, indicated that staff conducts an on-going monitoring of code
requirements and will take the minimum number of parking spaces for medical office
uses in consideration as they are constantly in the process of looking into their code
standards to ensure it meets market demands.
Mr. Van Doren took action to approve the subject request, based on the findings
described in the staff report and resolution prepared and amended by staff.
CONCERNS: That a neighboring property owner spoke at the public hearing with
concerns pertaining to parking issues. The owner also submitted a-mail . , ;
correspondence dated November 10, 2008 indicating concerns
pertaining to parking issues. ,
