RESOLUTION NO. PC2004-22
A RESOLUTION OF THE ANAHEIM CITY PLANNING COMMISSION
INITIATING PROCEEDINGS AND APPLICATIONS
FOR RECLASSIFICATION NO. 2004-00117,
AMENDMENT NO. 5 TO THE ANAHEIM RESORT SPECIFIC PLAN NO. 92-2
AND AMENDMENT NO. 2 TO THE NORTHEAST AREA SPECIFIC PLAN NO. 94-1
WHEREAS, the City of Anaheim ("City') has initiated planning efforts to comprehensively
update the City General Plan and Zoning Code (Title 18 of the Anaheim Municipal Code); and
W HEREAS, under authority of Code Section 18.03.050.030 (Petitions - Authorization), the
Planning Commission is authorized to initiate applications and proceedings for Reclassifications and
Specific Plan amendments; and
WHEREAS, Planning Department staff has requested that the Planning Commission, by
Resolution, initiate applications and proceedings for Reclassification No. 2004-00117, Amendment No. 5
to the Anaheim Resort Specific Plan No. 92-2 and Amendment No. 2 to the Northeast Area Specific Plan
No. 94-1 for study and consideration; and
WHEREAS, the area proposed to be subject to Reclassification No. 2004-00117,
Amendment No. 5 to The Anaheim Resort Specific Plan No. 92-2 and Amendment No. 2 to The
Northeast Area Specific Plan No. 94-1, encompasses the properties described in Exhibit A to this
Resolution and the proposed zoning designations for the subject properties are described in Exhibit B to
this Resolution (said Exhibits are incorporated herein as if set forth in full text); and
WHEREAS, the City Planning Commission did hold a public meeting at the Civic Center in
the City of Anaheim on March 8, 2004, at 1:30 p.m. to consider evidence for and against the subject
initiation request and to investigate and make recommendations in connection therewith.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: The Planning Director's
authorized representative has determined that the subject request falls within the definition of Categorical
Exemptions, Sections 15061(b)(3) and 1562, as defined in the State of California Environmental Impact
Report ("EIR") Guidelines and is, therefore, categorically exempt from the requirement to prepare an EIR
(Section 15061(b)(3) states that CEQA applies only to projects which have the potential for causing a
significant effect on the environmental and Section 1562 exempts projects involving only feasibility or
planning studies for possible future action) since the subject action is to initiate a planning and feasibility
study to evaluate the appropriateness of the proposed zoning reclassifications and specific plan
amendments and will not, in itself, cause a significant effect on the environment and, further, that the
proposed zoning reclassifications and specific plan amendments will be considered by the Planning
Commission and City Council at a later date and an Environmental Impact Report (EIR No. 330) is being
prepared in conjunction with the General Plan/Zoning Code Update Program which will address
environmental impacts associated with the updated General Plan and Zoning Code and associated
implementation actions, including the subject zoning reclassifications and specific plan amendments.
NOW, THEREFORE BE IT RESOLVED that the Anaheim City Planning Commission does
hereby initiate the applications and proceedings for Reclassification No. 2004-00117, Amendment No. 5
to the Anaheim Resort Specific Plan No. 92-2 and Amendment No. 2 to the Northeast Area Specific Plan
No. 94-1 for study and consideration to determine whether approval of the proposed reclassifications and
the specific amendments would be in the public interest and would serve the purposes of implementing
the General Plan and enabling orderly development.
BE IT FURTHER RESOLVED that the City reserves the right to approve, deny, or make
any changes to Reclassification No. 2004-00117, Amendment No. 5 to the Anaheim Resort Specific Plan
No. 92-2 and Amendment No. 2 to the Northeast Area Specific Plan No. 94-1.

SITE LOCATION AND DESCRIPTION
The subject reclassifications and specific plan amendments encompass the following properties
which are described below and depicted on Attachment Nos. 1 through 6.
(A) Reclassification No. 2004-00117 - The subject properties are located in four (4) separate
study areas as described below;
1) Approximately 591 acres located in The Platinum Triangle, generally bounded by the
Southern California Edison easement to the north, the Santa Ana River to the east, the
city limits to the south and the Santa Ana (I-5) Freeway to the west (see Attachment
No. 1);
2) Approximately 21 acres located in the Central Anaheim Area bounded by La Palma
Avenue to the north, Harbor Boulevard to the west, Sycamore Street to the south, and
the Atchison, Topeka and Santa Fe (ATSF) Railroad right-of-way to the east (see
Attachment No. 2);
3) Approximately 40 acres, including the 20-acre Kwikset site and adjacent industrial
properties, generally bounded by Santa Ana Street to the north, the ATSF Railroad
right-of-way to the east, South Street to the south, and Olive Street to the west (see
Attachment No. 3); and,
4) Approximately 663 acres encompassed by the Cypress Canyon Specific Plan No. 90-
3 Area, generally bounded by the Cleveland National Forest to the east, the Riverside
(SR-91) Freeway to the north, unincorporated open space within the City's Sphere-of-
Influence to the south, and the Mountain Park Specific Plan area to the west (see
Attachment No. 4).
(B) Amendment No. 5 to the Anaheim Resort Specific Plan No. 92-2 - The Anaheim Resort
Specific Plan encompasses approximately 555 acres generally located adjacent to and
southwest of Interstate 5 between Ball Road and Orangewood Avenue within The Anaheim
Resort. The proposed amendment area is located immediately south of the existing
Specific Plan boundaries and encompasses approximately 26 acres along the east and west
sides of Harbor Boulevard between Orangewood Avenue and the southern City limits (see
Attachment No. 5).
(C) Amendment No. 2 to the Northeast Area Specific Plan No. 94-1 - The Northeast Area
Specific Plan consists of approximately 2,645 acres generally located in the Santa Ana
Canyon, bounded by the City of Placentia to the north, the Orange (SR-57) Freeway to the
west, the Riverside (SR-91) Freeway and Santa Ana River to the south, and Imperial
Highway to the east. The proposed amendment would encompass approximately 60 acres
located within the Specific Plan area (see Attachment No. 6).
