REQUEST: Waivers of minimum number of parking spaces to construct a
4-story, 100-unit hotel.
Having.been appointed Zoning Administrator, pursuant to Anaheim Municipal Code
Section 18`.12.060, to decide the above-referenced petition and a public
hearing having been duly noticed for and-held on the date set forth above, I
do hereby find, that:
1. That the parking waiver will not cause an increase in traffic congestion
in the immediate vicinity nor adversely affect any ,adjoining land uses
and granting of the parking waiver under the conditions imposed, if any,
will not be detrimental to the peace,'health, safety and general welfare
of the citizens of the City of Anaheim...
2. .That the request is minimal and further on the basis that guests do
arrive by airplane and bus, thereby eliminating the need.for a parking
space for a private vehicle.
ENVIRONMENTAL IMPACT STATUS: That the Zoning Administrator as reveiewed the
proposal to construct a 4-story, 100-room hotel with waiver of minium number
of parking spaces on an irregularly-shaped parcel of land consisting of
approximately 1,08 acres, having a'frontage of approximately 215 feet on the
north side of Katella Avenue, approximately 345 feet west of the centerline of
Harbor Boulevard, and further described as 631 West Katella. Avenue; and doe s
hereby approve .the Negative Declaration upon finding that she has considered
the 'Negative Declaration together with .any comments received during the public
review process and 'further finding on the basis of the .Initial Study and any
comments received hat there is no substantial evidence that the project will
have a-significant effect 'on the environment.
Based on the evidence and testimony presented to me, I do hereby determine to
approve Variance No. 3704, `In Part, subject to the following conditions:
1. That prior to issuance of a building permit, the appropriate
traffic signal assessment fee shall be paid o the. City of Anaheim
in an amount as determined by the City Council.

2., That the owner of subject property. shall .irrevocably offer to dedicate to
the City of Anaheim an additional. strip of land along Katella Avenue,
:measured westerly from the ultimate right-of-way line of the intersection
of Katella Avenue and Harbor Boulevard, and varying in width from 12 feet
for the first 300 feet and then transitioning from 12 feet to 0 feet for
the next 300 feet. In the event that General Plan Amendment No. 210
pertaining to Critical Intersections is not adopted by the City Council,
this condition shall be considered null and void.
3. That as required by the City Engineer, the owner/developer of subject
property shall make a cash payment to the City of Anaheim for the cost of
-the removal of existing street improvements along Katella Avenue and
reconstruction/construction of full street improvements at the ultimate
location. Said payment shall be made prior to issuance of a building
permit.
4. That drainage o£ subject property shall be disposed of in a manner
satisfactory to the City Engineer..
5. That subject property shall be served by underground utilities.
6. That the owner of subject property shall pay to the City of Anaheim a fee
-for tree. planting purposes along Katella Avenue in an amount as
determined by the City Council.
7. That the owner of subject property shall pay to the City of Anaheim a fee
for street lighting along Katella Avenue in an amount as determined by
the City Council.
8. -That the proposal .shall comply with all signing. requirements of the CR
Zone, unless a variance allowing sign waivers is approved by .the. City
Council, Planning Commission or Zoning Administrator.
9. That trash storage areas shall be provided and maintained in accordance
wth,approved plans on .file with the Street Maintenance and Sanitation
Division.
10. That. the owner of subject property shall submit a letter requesting
termination of Variance Nos. 886 and 950 and Conditional Use Permit No.
787 to the Zoning Division..
11. That fire sprinklers shall be installed as required by the City Fire
Marshall.
12. That any sign(s) placed in close proximity to the driveway entrance(s)
shall be reviewed and approved by the City Traffic Engineer to assure.
adequate vehicular/pedestrian visibility.
13. That as required by the City Traffic Engineer, the owner/developer shall
modify the median island on Katella Avenue in order to preclude left
turns into subject property.

14. That all driveways shall be constructed toaccommodate ten (10) foot
radius curb returns as required by the City'Traffic Engineer.
_, 15. That in the event a parcel map is not recorded combining the 2 existing
lots, the property owner/developer shall furnish the Zoning Division with
a copy of 'a recorded covenant and agreement in a form approved by the
City Attorney agreeing to hold subject property as one parcel.
16. That prior to commencement of structural framing, fire hydrants shall be
- installed and charged as required and determined to be necessary by the
Chief of the Fire Department.
17. That all air conditioning facilities and other roof. and ground mounted
equipment shall be, properly shielded from view.
18. That subject property shall be developed substantially in accordance with
plans and specifications on file-with the City of,Anaheim marked Exhibit
Nos. 1 through 7.
- 19. That prior to issuance of a building permit, or within a period of one
year from the date of .this resolution, whichever occurs first, Condition
Nos. 1, 2, 3, 6, 7, 10, 12 and. 15, above-mentioned, .shall be complied
with. Extensions for further time to complete 'said conditions may be
granted in accordance with Section 18.03.090 of the Anaheim Municipal
Code.
20. That prior to final'building and zoning inspections, Condition Nos. 4, 5,
9,' 11, 13,"14, 17, and 18, above-mentioned, shall `be complied with.
