SIGN APPLICAIION - PACIFIC OUTDOOR ADVERTISING CO! Application for erection
of 20 foot high,' free standing sign at 1~50 Lincoln Avenue was held over
from the meeting of October 11, 1960, for further investigation°
Mro Sorsabal reported that the Chief Building Inspector advised
that said sign was not in violation of the Freeway Sign Ordinance.
Said application was reviewed by the City Council and discussion
held regarding the numerous signs of this type in this immediate area, and
Councilman Coons moved that said sign application be denied° Councilman
Chandler seconded the motiono MOTION CARRIED.
SIGN APPLICATION - GOULD & RHONEt ApPlication for permission to erect one 14
foot high projecting lighted sign at 239 Wo Center Street, together with
plan, was submitted and reviewed!by the City Councilo It was noted that
the four foot projection was within the limits allowed in the downtown

Councilman Chandler moved said sign application be granted, as

SIGN APPLICATION - CALIFORNIA NEON PRppUCTS= Application for permission to erect
one 47 foot high"free standing lighted sign at 1122 NCo Los Angeles $treet~
together with plans, was submitted and reviewed by the City Council, and
Councilman Thompson moved said sign application be granted~ subject to the
condition that the sign be set back 47 feet from the centerline of Los
Angeles Street. Councilman Chandler seconded the motion° MOTION CARRIED.
SIGN APPLICATION - TIKI BEERI Appliciation for permission to erect one 7 foot
high lighted roof sign at 910 No! Los Angeles Street, together with plan,
was submitted and reviewed by t~e City Council, and said application was
granted as requested, on motion~by Councilman Coons, seconded by Councilman

Robert W'o Owen, Grace B~pt'ist Church, 2530 Wo La Palma Avenue, for
permission to set up a quonset building which they have purchased, to be used
for Sunday School class rooms~ to care for their need temporarily, was
consideredo
Plans were submitted by a gentleman representing the church.
Plans were reviewed by the City Council and on motion by
Councilman Chandler~ s~conded by Councilman Thompson, said request was
9ranted for a period oF one year~ it being understood that the plans
presented and reviewediby the Council showing the location of the quonset
building on the proper%y, be made a part of this consent. MO/ION CARRIED.
ANAHEIM SYMPHONY ASSOCIATION~ Anaheim Chamber of Commerce Resolution pertaining
to the Anaheim Symphon~ Association was considered by the Council at their
meetinq held October 111, 1960 and held over to this date for further
investigation°
It was the cionsensus of the Council that the Anaheim Symphony
Association~ being an !existing organization and endeavoring to be self
supporting, is performing a valuable service to the community and
assistance in their p~esent financial difficulty is warran%edo Thereupon,
Councilman Chandler mOved that the City Attorney be authorized to prepare
an amendment to the promotional contract with the Chamber of Commerce
or some other legal method, to support them in this initial stage of
organization for this year only, subject 'to~
1o revaluation at a later date.

3o payment subject to presentation of actual expense accounts.
4o at leas% two public concerts be provided at the Greek Theatre

DRIVEWAY APPROACHES - 718 ~.:. CENTER STREET~ Request for two driveway approaches
on corner property at 718 W o Center Street (southeast corner~ Center and
Citron Streets) submitted by William Ho Keele, was presented to the
City Council°
Application~ sketch and plot plans were reviewed and discussion
was held by the Council and Mr. Keele regarding the proposed location
of the driveways in relation to the intersection°
Councilman Coons moved the two driveway requests be granted,
subject to the relocation thereof as follows: (1) The Center Street drive
to be 30 feet long and start 17 feet easterly of the beginning of the
curb return~ (2) The Citron Street drive to be 40 feet south of the end
of the curb return° Councilman Chandler seconded the motion° MOTION

requesting the use of the area b~low the stadium stands on Los Angeles
Street in La Palma Park for the purpose of holding the clinics, was

of the Southern California Veterinary Association and the Orange County

of Ordinance No. 963 which have n~t been complied with, was submitted.
Mrs° Stanton addressed the Council regarding present construction
in the area, fence requirements a~d asked if no entrance on Cemetery Road
would mean no ingress or egress.
To this question, the M~yor replied, yes. Further, that the final
inspection will be held up until ~onditions of Ordinance No. 963 have been
compliedwith.
Interpretation of ornamental fencing was considered and discussion
held hy the City Council.
Councilman Coons moved ~hat Mrs. Stanton's communication of request
be referred'to the City Attorney {or reply and further investigation as to
possible action by the City. Councilman Thompson seconded the motion.

Mr. George O'Brien, resident-~n ~st Santa Aha Street, addressed the Council
regarding reported political activities by certain churches in the City of
Anaheim, advising of his objection to the forth coming church meeting in
La Palms Park and asked that the City have some one at the meeting to see
that it is conducted in a proper manner, as he believes said meeting will be
detrimental to the City of Anaheim°
The Council advised Mr. O'Brien that thew have talked with a re-
presentative o~ the Evangelical A~sociation and have been a~suxe~ that this
is a ~rotestant church rally and Will be conducted accordingly.

Victor Eo Graver, Applicant, addressed the Council, explaining
his plans for a community social function center or town club, comprising
swimming, tennis, pitc~ and putt course and general neighborhood activities,
on a private basis where a membership will be formed after an initiation
fee° Monthly dues wily allow members full facilities of the club. Whether
food and liquor will be sold depends on the dictates of the membership,
however, he felt that ~ood and liquor would he served if they proceed
according to the plans~ He further advised that they were to be
incorporated under the!regulations of the State Recreation Commission.
It was noted on the plot plan that the entrance to the parking
lot w.as .proposed through a piece of property adjacent to the south, the
descr~ptmon of which was not included in the application.
Mx. Grover e~plalned that when the application was filed, he
had an easement over t~is area, and now has acquired the property and
realizes that additional applications will have to be made for this
portion of the proJect, The completed project to encompass between eight
and ten acres.
Further consideration was given to the location of the building,
the proximity of the s~hool with regards to servin~ liquor, and Mx.
Grover stated that he Was aware that the granting of the special use
permit did not grant him the right to have liquor.
The Mayor asked if anyone else wished to address the Council
on this matter, there being no response, declared the hearing closed.
Further discussion was held between the Councilmen, at the
conclusion of which, i~ was moved by Councilman Coons, seconded by
Councilman Chandler, that action by the City Council be deferred to
November 8, 1960, to a~low for presentation of tentative plans of the
proposed building showing the floor plans and indicatin~ specific uses.

The protestants felt t%e signal installation was adequate for
traffic control, however, the signal Only indicates the right to cross and
cannot indicate the safety of such crossing° They reported approximately
129 children use this intersecti~n~ of which~ 83 were third graders or
under and maintain children of t~is age group were not capable of surveying
the sa£ety situation and making %he decisions°
The school schedule wa~ noted~ indicating the times the children
using this intersection needed a~ditional protection.
Traffic conditions wer~ considered, which conditions~ they felt~
would become worse as the City g~ew~ and requested a reduction of the
speed limit on Euclid Avenueo
They considered the right hand turn on red light signal created
considerable danger and recited ~nstances of near tragedy as result there-
£rOmo Also, it was requested th4t money be allocated for crossing guards
and the home owners determine their locations°
It was the opinion of 411 who addressed the Council that
extraordinary circumstances existed at this location that did not exist
at other locations, due to the o~ and off ramp to the freeway, and felt
the continuation of the school c~ossing guard's services was justifiede
The City Council considered the evidence submitted and the various
suggestions offered° Discussion iwas held regarding the educational code and
the responsibility of the school!board with reference to the safety of the
children° The Council recalled a similar situation in the south part of the
City where a crossing guard was not warranted but the parents or school
offered to furnish the guard who!was deputized by the Chief of Police°
At the conclusion of the discussion, it was determined that the
people protesting the removal of !the school crossing guard at this inter-
section be requested to take the!matter up with their school board at the
earliest possible date; it was felt that the authority for this decision
should be where the judgement and responsibility is,and thereupon,
Councilman Thompson moved that t~e services of the school crossing guard
at this location be continued six weeks, to allow sufficient time for action
on this request by the School Board; and further~ that the City Clerk be
instructed to advise the School Board of this matter and request them to
take whatever action seems to be appropriate° Councilman Coons seconded

Engineer to make a study of Eucli~ Avenue between the Santa Aha Freeway
