He advised ~hat of the six proposed standards, they were in accord with Conditions 1, 4 and 5, however, were strongly opposed to Condition No° 3 and recommended that ~he provision for adequate off~street parking be amended to read "adequate traffic control"o He further recommended that an hour limitation for closing, such as 10=00 PoMo~ be consideredo Resolutions from Broadway Village Merchant"s Association and East Anaheim Merchant s Association, dated November 22, 1960, requesting that a committee of COuncil Members be appointed to meet with a committee of business representatives for the purpose of formulating a set of standards for such events, werelsubmit%edo Discussion ~as held by the City Council, and Councilman Fry moved that the Manager's Office meet with the Merchant's Committee and the Chamber of Commerce for the parpose of working out a set of standards to be presented to the COuncil for cohsideration. SIREET WIDENING STUDY - HARBOR BOULEV~.D~ Mr. Piersall, City Engineer', presented a'nd explained ~ proposed study ~o~ the widening of Harbor Boulevard from La Palma Avenue to Vermont Aven~e, which proposal contemplated two traffic lanes in each direction,plus le~t turn pockets and parking~on both sides of the street, and which would require 90 feet fram property line to property line, 70 feet from curb to curb.i He further called attention to the existing setback requirement of 44.75 fe~t from the center line of the street, which has been in effect since 1950. Interested persons came forward and reviewed said study and discussion was held regarding the eliminati!on of parking and reduction of the sidewalk area· Ntro Phillip Quarre, o~ner of property on Harbor Boulevard, south of Center. Street, requested that action on the proposed widening be taken as soon as possible, as they are applying for a building permit to remodel their business buildin9. LAND USE STUDY of Knott Avenue between Lincoln and Orange Avenues, and an overlay, indicating desired amendment to the Master Plan of Zoning~ as prepared by the Planning Staff, was presented and explained by Mr. Reese, Acting ~lanning Director. Also submitted and ready were excerpts of the City Planning Commission meeting held November 21, 1960, concurring with the study as submitted, and instructing the staff to amend the preliminary general planned proposals to indicate the planned commercial development at the intersection of Knott and Lincoln Avenue% and that the area from Lincoln to Orange Avenue be proposed for a medium densit~ residential development, as indicated on the special study. The City Planning Commission, pursuant to their Resolution No. 63, Series 1960-61, recommended said reclassification No. F-60-61-18, be denied. RESOLUTION NO. ~46~: Councilman Chandler stated that the report was re- quested for the specific purpose of deciding what should be in the area. The Plannin9 Department's report indicated a medium density development should be in the area to supplement the C-1 development along Lincoln Avenue~ and thereuponl he offered Resolution No. 6466 and moved for its passage and adoption, denying Reclassification No. F-60-61-18. In the interest of tim~, Councilman Chandler advised he was pre- pared to offer an Ordinance, limiting the P-L to 25 feet, the entire area to be landscaped. Mr. H. E. Freeman, representing Southern Pacific Company, Pacific Electric Railway, and the Northwestern Pacific, addressed the Council, ad- vising that he would concur with~the intention of Councilman Chandler. The Mayor asked if anyone else wished to address the Council, there being no response, declared the hearing closed. QRDINANCE ~0...!526: Councilman Chandler moved that it be the findings of this City Council, that because of the peculiar circumstances on Cerritos Avenue and Lewis Street, being strictly streets of local importance, leading nowhere trafficwise, serving only industrial areas, that there would not be the necessity for as much landscaping in an area such as this, as might be in another area of the City, and thereupon, offered Ordinance No. 1526 for first reading, and moved for its~ passage and adoption, accepting the City Planning Commission's rec0mmenda%ion~ except that the P-L zone be limited to 25 feet; the entire 25 feet to be a landscaped zone on both sides of Cerritos Avenue and Lewis Street. At the conclusion thereof, Councilman Thompson offered Resolution No° 6470 and moved for its passage and adoption, authorizing the preparation of necessary ordinance,changing the zoning as requested, subject to: those pemmissible uses as set forth in Special Use Permit Nco 50, excepting therefrom, Nos. 4, 7, 13, 15, 18, 24, 29 and 33. SCHOOL CROSSING GUARD - EUCLID AND ~C~ESCEN/ AVENUES~ Correspondence from Adelaide Price Po~o'Ao, dated November 16~ 196~', and second petition purportedly con- taining 275 signatures, requesting the school crossing guard at the inter- section of Euclid and Crescent Avenues, be retained, was submit%ed. Correspondence received by the Anaheim City Council from the Superintendent of the Anaheim Elementary School District was submitted and read° Mr. Spencer Cowley, 9292 Palais Road~ President of Homeowner's Protective Association, addressed the Council, advising that a committee had been formed from their organization to make a study of this problem and suggested a construction of a v~aduct over the street, similar to one con- structed in the City of Lon§ Beach to accommodate students at the N~3rk Twain Elementary School~ and also suggested that sidewalks be installed on the Broadway Shopping Center side of the s'treet. LEWIS SUBSTATION~ On the recommendations of the City Manager, it was moved by Councilman Fry, seconded by Councilman Chandler, that the Southeast Sub- station be dsignated as "Lewis Substation". MOTION CARRIED. DOWLING SUBSTATION~ On the recommendations of the City Manager, it was moved by Councilman Fry, seconded by Councilman Chandler, that the Northeast Substation be designated as "Dowlin9 Substation". MOTION CARRIED. METROPOLITAN WATER p!SIRICTi, PROpOSED. WATER LINE~ Mr. Murdoch reported on a water line proposed ~o be built that would run from the lower feeder from Lake Matthews to serve this area. Anaheim's proportionate share being approximately one-half million dollars! the fund to be required in 196.2, however, indication~of the City Council regardin9 this project was requested prior to December 31 of this year. The City Council indicated their interest, however, expressed a desire to discuss this matter with Mr. Charles A. Pearson, Anaheim's representative to the Metropolitan Water District Board of Directors. ADJOURNN~NT~ Councilman Fry moved to adjourn to November 29, 1960, 3~00 P.M., and also moved waiver of further notice of said adjournment. Councilman Chandler seconded the motion.
