Mayor Schutte called th9 meeting to order.
SIGN STANDARDS: Mro Murdoch reported ~n proposed sign standards (copies given each
Councilman) for free standing siggs and signing for planned centers and strip
type developmentso
Mro Reese submitted pho~ographs of various signs, which were re-
viewed by the Council and discussion was held regarding types of signs,
height limitations, setbacks, squ~re footage of surface area, lighted signs,
and application and permit fees.
Councilman Coons moved ~hat the proposed sign standards be referred
to the City Attorney for preparation of necessary ordinance, with the follow-
ing recommendations of the City C~uncil:
Planned-Integrated Centers:
That Number B-laolbe amended to read, ....... one per 600
lineal feet or less of highway frontage for any one
development~" i
That Number B-2 b~ amended to read, "Maximum height of integrated
sign structure! not to exceed the distance from the centerline
of the sign tol the centerline of the street or highway to
which the sign~ is related, however, no sign shall exceed
75 feet in height°"
Specialty Signs~
That Number B-laoi to read, "Maximum one square foot of free
standing sign iarea per foot of lot frontage, not to ex-
ceed 150 square feet."

Further, that there be ia $25°00 permit fee, in addition to the
building permit ~ee and plan check fee, for those special
signs that do no~ conform to these standards and which
must be considered by the City Council°

FREEWAY DIRECTIONAL SIGNS..! Mr. Murdo~h read report from the Traffic Engineer per-
taining to investigation made re~arding the signing of freeways, directing
traffic to and off the freeways, and advising that there are approximately
50 locations which are in need of signs directing traffic to the freeways,
primarily to avoid confusion, which signs would supplement the State signing
and would be some distance from ~he freeways. A map was presented indicating
locations for freeway directional signing.
Councilman Chandler mo~ed that the Council accept the report of
the Traffic Engineer and authorize the City Manager to effectuate the
signin9 program as soon as funds are available. Councilman Coons seconded
the motion° MOTION CARRIED.
"WELCOME SIGNS"~ Discussion was held ~y the City Council regarding the types, size,
materials~ landscaping and possible locations of "Welcome Signs" for the City
of A~heim, and Mr° Murdoch pres~n%ed photographs of various types of signs
used by other cities, and reported on four possible locations for the

erection of said signs°
At the conclusion of the discussion, the Council indicated their
approval of one "Welcome Sign", to be erected~ at the point of La Palma
Park where Los Angeles S~reet and Harbor Boulevard join, said sign to be
of the block wall type wlth the medallion method of signing.
PLAN REVIEW~ Discussion was held by the City Council, City Manager and Director
of Public Works, pertain%ng to the present plan check procedure, land-
scaping enforcement, par~ing requirements at the rear of buildings, and the
establishment of requirement for approval of the landscaping on the
final release form°
APPOINTN~NT - PARK AND RECRE.~ION CON~ISSION~ Recommendation of the City

MINUTES: Minutes of the adjourned re$ular meeting and the regular meeting held
November 15, 1960 were approved, on motion by Councilman Coons, seconded by

hearing was held for the purpose of cOnsidering a chan~e to Title 18,
Chapter 18o64 of the Zoning Code~ by adding a use, to-wit~ "any other uses
no% specifically provided for, or authorized in any other zone or zones
herein#~ and to further consider changes in procedures in said chapter,
and to consider adding other specified uses to said chapter°
Public hearing was continued from the meetings of November 15th
and 22nd, 1960, at the request of the City Attorney°
Mro Turner presented a proposed ordinance, in accordance with
the recommendations of the City Planning Commission, however, advised that
changes were made in two sections therein° Mr° Turner outlined the sections
of the proposed ordinance and advised that the proposed ordinance be referred
to the City Planning Commission for their recommendation and report, due to
the suggested changes°
The Mayor asked if anyone wished to address the Council, there
being no response, declared the hearing closed°
It was moved by Councilman Fry, seconded by Councilman Chandler,
that said proposed ordinance be referred to the City Planning Commission

Mro Cecil DeV~re~ Authorized Agent, submitted maps showing
Parcel A and Parcel B, and advised that this included the entire 10 acre
parcel~ that R=3 zoning had previouslyb~napp~oved for the rear o~ the
property (F~59-60-79 ~ Res of Intent No° 6002)° He explained the entire
proposed development~ advising that they intended to construct one-story,
four=plexes on ~he R-3o Further, that they were in accord with the
dedication requirementsl and street improvements recommended by the City
Planning Commission~ however, requested 15 months time for the completion
of the subdivisiono
Mrs° Calvin Jio Andrews~ 927 Nutwood, addressed the Council,
ndvi$ing that she was Opposed to the C-1 zoning because of increased
traffic, hazardous intersection, the nuisance of delivery trucks, the
close proximity of the school and the future park siteo She referred to
a petition of opposition submitted to the City Planning Commission°
Mro Wayne Bo ]Reedstrum, 517 Soo Falcon, speaking for the residents
of the community in opposition to the C-1 zoning, advised of the commercial
enterprises within one'half mile of the proposed C-1 development and again
called attention to the park site at Nutwood and Ball Road°
Mr. DeVote p~esented a petition containing ten signatures of
residents in the immediate area adjacent to the proposed C-l, approving the
entire development° He further explained the proposed commercial develop-
ment and advised~ in his opinion, this portion of the property was not
~uitable for any type of residential development~ because of the traffic
conditions and the noise from the school playground across the street.
Mro William Molgate~ 906 Soo Nutwood, advised that he lives two
houses from the proposed development, and that he has no objection whatso-
ever to the one-story R-3 units or the proposed commercial zoning.
Mro Ro Eo Os%root, 1885 Wo Ball Road, Applicant, addressed the
Council~ urging the granting of the rezoning application, as requested~
and advised that the school athletic field noises, added to the traffic
noise on Ball Road~ caused the frontage property to. be unsuitable for
rezidential purposes° That the commercial development would'remain under
their control and there would be no commercial enterprise there that
would attract the children from the school across the street.
Betty Tingley advised she lived 5 houses from Ball Road, and
did object to the C-1 :zoning, and at the time she circulated the petition
submitted to the City Planning Commission, everyone on the street also
objected° She further stated that she was not opposed to the proposed
R~3 development~ however~ would rather see garages instead of carports°
Mrs° 3ared, 910 Nutwood, advised that she signed the petition
in opposition of the commercial zoning, however~ after receiving more
information, she now understood the proposed development and was in favor
of the rezoning~ as requested°
The Mayor asked if anyone else wished to address the COuncil,
there being no response, declared the hearing closed.
In answer to Councilman Thompson's question regarding a possible
consideration of restrictive G-1 zoning, Mr° DeVote stated that the
Applicant hoped for a medical-professional development, and that a re-

be entirely acceptable, however) because of the noise, would have to be completely

the Applicant~ addressed!the Council, advising they have been unable to
sell this property for residential purposes because it faces Lincoln
Avenueo He advised %hatlthe requested C-1 zoning was for the purpose
of establishing a doctor, s office~ that adequate off-street parking will
be provided, and, furthe~ that deed restrictions on the property allow
this useo
Mr° Richard TeVlin, adjacent property owner, addressed the
Council, urging denial o~ said application, as in his opinion, to grant
this request would set ai precedent in the area° Further, he explained
that the other lots within the tract were' restricted from this use by
deed restrictions° He referred to Variance Nco 671 requesting a similar
use of the property~ which variance was denied by the City Council°.
Mr° John Harris addressed the Council in opposition to the
rezoning, and advised of the undesirable parking situation that presently
exists in the area~ due 'to the Lincoln Medical Center.

Dr° Carl Reme%in addressed the Council, advising that he did
not feel the granting o{ this request would set a precedent, as there are
only two corner lots in ~the tract that face onto Lincoln Avenue. He
presented a map of the tract and also a sketch showing the proposed
changes to the dwelling to make it an attractive professional office.
Mr° Vince McLaughlin, local realtor representing the Applicant~
urged favorable consideration of said request and advised that due to the
heavy traffic on Lincoln, it was not suitable for residential purposes.

Administrator, Martin Luther Hospital, was submitted and read in full,
respectfully requesting that action on the application for exemption
from City License Tax be~deferred until the proper officers of Martin

in accordance with said request, that action be deferred at this time,
and no further action will be taken until the request is again presented

SCHOOL CROSSING GUARD - EUC,LIp, AND CRESCE.NT ,,Ay, ENUES~ Action was deferred
from the meeting of November 22~ 1960 on petition received requesting the
school crossing guard at the intersection of Euclid and Crescent Avenues
be retained~ to allow for personal inspection of this intersection by the
City Council ~
Each Councilman reported on the results of their personal in-
spection and observations of the intersection°
Mr° Raymond Rogers, 516 Fairhaven Street, addressed the Council
reporting on the investigation made by them of eleven other signalized
intersections; reporting! the number of children and cars crossing at a
given time; pointing out how, in their opinion~ the intersection of Euclid
and Crescent Avenues differs from the otherso
Consideration was again given to the question of responsibility
and under whose jurisdiction this matter would come, that of the City, or
the School District°
At the conclusion of the discussion, Councilman Chandler stated
that he felt the people were entitled to a definite decision of the City
Council~ and thereupon moved that the previous action taken by the City
Council be rescinded, and that the Crossing Guard remain at the intersection°
Councilman Schutte seconded the motion.
Councilman Thempson felt that the matter had not been fully
explored, and that the best interest of the people would be served if
the responsibility could be definitely established under the law~ and
thereupon moved that the motion before them be amended, and that the

LIBRARY SITE: Communication dated November 23, 1960, from Mrs° N~rtha G.
Raymond, Secretary, Anaheim Public Library Board of Trustees, was submitted
and read requesting the City Council to formally designate the corner of
Broadway and Harbor Boulevard as the site for the new central library.
Discussion was held, and the City Council unanimously agreed
to an expressed statement of policy~ that thelocation of the library build2
lng on the city-owned property at Broadway and Harbor Boulevard, would in no
way indicate any desire, or trend, in the minds of the Council as to the
placement of any other civic facility.
Councilman Coons moved to concur with the Library Board's request,
and designated that por.tion required to make an adequate development, the
northerly 300 feet of the land owned by the City of Anaheim located at the
corner of Broadway and Harbor Boulevard, as the site for the new central
library. Said plans of development to be submitted for council approval.
Councilman $chutte seconded the motion. MOTION CARRIED.
LIBRARY - ARCHITECT: Communication dated November 23, 1960, from Nits. Martha
Go Raymond,/~ecretary, Anaheim Public Library Board of Trustees, was submitted
and read recommending to the City Council that Ntt. Thomas 3. Russell be
selected as the architect for the Construction of the branch library build-
ing authorized by the municipal bond issue of April 12, 1960.
Councilman Chandler moved to concur with the recommendations of
the Library Board in their decision and selection of Ntt. Thomas J. Russell
as architect for this project. Councilman Coons seconded the motion. MOTION
CARRIED~
R~QUEST - CARNIVAL: Request of A. E. Alevy, Agent for K & K Show of Shows,

for permission to hold a market promotion carnival at Dow"s Market, Brookhurst
and Lincoln Avenues, December 8, 9, 10 and 11, 1960, was submitted.
~4r~ Alevy addressed the Council explaining the activity and the
attractions to be provided, and further advised that the Anaheim Boy Scouts
Troop 16 will receive 5% of the gross receipts, or a minimum of $175.00.
Councilman Coons moved said request be denied. Councilman Chandler
seconded the motion° To this motion, Councilmen Fry and Thompson voted "no".
NDTION CARRIED.
Mr. Alevy again addressed the Council advising of their willingness
to guarantee Troop No. 16, $450.00~ and that the money will be used by the
local boy scouts to further activities in this area.
At the conclusion of further discussion, and additional information,
Councilman Chandler moved that there be an expressed findings, that this is
for the health, safety and welfare of the community, and that the request be
granted, on the expressed condition, that the waiver of license fees and
permit fees be conditioned upon the Applicant giving the Boy Scout Troop 16
of. Anaheim, a contract stating they will pay them 5~ of the g~oss gate
receipts, without deductions of any kind whatsoever, with a minimum payment
of $450.00. Councilman Thompson seconded the motion. To this motion, Council-
man Coons voted 'no". NDTION CARRIED.
SIGN APPLICATION: Request of White Front Stores for permission to erect one,
10" x 20' high, unlighted directional sign at 240 West Katella Avenue was
submitted and granted for a period of one year, on motion by Councilman
Chandler, seconded by Councilman Fry° MO/ION CARRIED.
SIGN APPLICATION: Request of Neville Chemical Corporation for permission
to erect one, 9' x 6" high, free standin9~ lighted sign at 2201 ~ast Cerritos
Street was submitted and granted, providing said sign conforms to adopted

STREET NAME CHANGE - CENTER S~REET: Excerpts of the City Planning Commission
held November 21, 1960, and recommendations pertaining to changing the

Councilman Chandler moved to accept the recommendations of the
City Planning Commission,! changing the name of Center Street,as specified
in the letter, to Lincoln Avenue, except that the time limitation of three
years be removed, and that the secondary name of "Center Street" be re-
tained on all the signs ~or perpetuity, and further that a copy of this
action be forwarded the Orange County Street Naming Committee. Councilman

Title Reports, subject to approval of the City Council, on those parcels
of property that the city is acquiring by condemnation, in the northern
section of the city. Said reports to carry $1,000.00 liability and cost
$30°00 each.
Councilman Chandler moved that the action of the City Attorney be
ratified. Councilman Coons seconded the motion. NDTION CARRIED.
ADJOURNN~NT: Councilman Coons moved to adjourn to December 5, 1960, 4:00 P.M.~
in the office of the City Manager~ and also moved waiver of further notice
of said adjournment. Councilman Chandler seconded the motion. NDTION
