PUBLIC HEARING DATES: April 20, continued to the meetings of May 4 and 18, 1989.

Having been appointed Zoning Administrator by the Planning. Director, pursuant
to Anaheim Municipal Code Section 18.12.040, to decide the above-referenced
petition and a public hearing having been duly noticed for and held on the
date set forth above, I do hereby find:
1. That the waiver is approved on the basis that the proposed structure is
specifically fora waste water treatment plant which will not be occupied
by employees or customers, that additional off-site parking spaces have
been obtained for use by Details, Inc. as stipulated to by the petitioner
at .the May 18 hearing, that existing fencing/ gates will be removed from
subject property and 2 other adjacent .lots which are a part. of subject
business thereby maximizing the availability of parking spaces on those 3
lots, and that a covenant will be recorded agreeing to remove the
proposed metal .building and reinstate 10 parking spaces on subject
property if and when the waste water treatment plant is no longer needed;
2. That the petitioner stipulated at the May 18 hearing to compliance with
Council Policy 526 "Metal Buildings" and, therefore, the need for a
policy waiver has been eliminated;
3. That the variance will not cause an increase in traffic. congestion in the
immediate vicinity nor adversely affect any adjoining land uses; and
4. That the granting of the variance under the conditions imposed will not
be detrimental to the peace, health, safety or general welfare of the
citizens of the City of Anaheim.
CALIFORNIA ENVIRONMENTAL -0UALITY ACT FINDING:. That the Zoning Administrator
has reviewed the proposal for waiver of minimum number of parking. spaces to
construct a 940 sq.ft. addition to an existing industrial building on an
irregularly-shaped parcel consisting of approximately 0.23 acre having a
frontage of approximately 119 feet, having a maximum depth of approximately 90
feet „being located approximately 352 feet north of the centerline of Coronado
.Street and further described as 1260 North Lance Lane; and does hereby approve
the Negative Declaration upon finding that she has considered the Negative
Declaration together with any comments received during the public review
process and. further. finding on the basis of the initial study and any comments

received that there is no substantial evidence. that the project will have a
significant effect on the environment.
Based on the evidence and. testimony presented to me, I do hereby determine to
approve Variance No. 3937, subject to the following conditions:
1. That the appropriate traffic signal assessment fee shall be paid to the City
of Anaheim in an amount as established by City Council resolution.
2. That a signed (by the Lessor: Nick Vorona and by the Lessee: James I.
Swenson, President of. Details, Inc.) and dated current copy of the Lease
.Agreement and Amendment to the Lease Agreement for four (4) parking spaces at
3021 Coronado Avenue, Unit B, shall be submitted to the Zoning Division.
3. That a parking plan (for Building/Lot Nos. 1, 3 and 4, as shown on Exhibit No.
1) to maximize the number of and availability of parking spaces for employees
shall be submitted- to and approved by the City Traffic. Engineer and an
approved copy shall then be submitted to the Zoning Division. Said plan shall
show removal of all front fences and gates (near Lance Lane and Simon Circle)
which currently restrict access to the parking areas on said lots. Any fences
and/or gates which are needed for the purpose of securing outdoor equipment
may be relocated and retained.
4. That the legal owner of subject property shall record a covenant agreeing to:
(a) Remove the proposed. 940 sq.ft. metal .building from subject property. in
the event .that the specific 'use (currently Details, Inc.., manufacturer of
circuit boards) is discontinued at this location and. the property reverts to
another-.use which does not necessitate retaining the waste water treatment
plant.; and (b) Stripe the parking lot for a minimum of ten (10) parking spaces
to .serve the existing 4,999 sq.ft. industrial building (based on a ratio of 2
.spaces per 1,000 sq.ft, of gross .floor area, which ratio was the industrial
requirement when said building was constructed).
Prior. to recordation with the Office of the Orange County Recorder, said
covenant shall be submitted. to the City Attorney for approval as to form. A
copy of the recorded covenant shall then be submitted to the Zoning Division.
5. That subject property shall be developed substantially in accordance with
plans and specifications on file with the .City of Anaheim marked Exhibit Nos.
1 through 4;"provided, however, that: (a) The the modified parking areas, per
Condition No: 3, above, shall be incorporated into the plans submitted for
building permits; .and (b) The proposed metal building shall comply with
Council Policy No. 526 "Metal Buildings".
6. That .prior to issuance of a building permit or within a period-of one_(1) year
from the date of this decision, whichever occurs first, Condition Nos. 1
through 4, above-mentioned, shal`1 be complied with.. Extensions for further
time to complete said conditions maybe granted in accordance with Section
18.03.090 of the Anaheim Municipal Code.
7. That prior to finale. building and zoning inspections, Cond ion No. 5,
above-mentioned, shall be complied with.
8. That approval of this application constitutes approval of the proposed request
only to the extent that it complies with the Anaheim Municipal Zoning Code and
any other applicable City. regulations. Approval does not include any action
or findings as to compliance or approval of the request regarding any other
applicable ordinance, regulation or requirement.

NOTICE: This decision shall become final unless an appeal to the City
Council, in writing, accompanied by an appeal. fee, is filed with the City
