Resolution-ZA 1989-411 ~: • • DECISION OF THE ZONING ADMINISTRATOR - ZA 89-41 PETITION: VARIANCE NO. 3963 DATE OF PUBLIC HEARING:-..June 15, 1989 CEQA STATUS: NEGATIVE DECLARATION OPPOSITION: No one indicated their presence at the public hearing in opposition; and no correspondence in opposition was received. COLEMAN ALPINE SERVICES 1315 East St. Andrew Place #G, Santa Ana, CA 92705 LOCATION: 2916, 2926, 2936 and 2946 Coronado Street REQUEST: Petitioner requests waiver of the following under authority of Code Section 18.21.060.030 to establish a 4-lot industrial subdivision: SECTION 18.01.130 - Revuired lot frontage. (frontage on a public street or alley required; 2 lots with no frontage proposed) Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal Code Section 18..12.040, to decide the above-referenced petition and a public hearing having been duly noticed for and held on the date set forth above, I do hereby find: 1. That subject request is minimal because adequate and safe vehicular access will be provided by a recorded reciprocal vehicular access and parking agreement, as approved by the City of Anaheim; 2. That there are special circumstances applicable to the property such as size, shape, topography, location or surroundings, which do not apply to other identically zoned properties in the vicinity; and 3. That strict application of the Zoning Code deprives the property of privileges enjoyed by other properties in identical zoning classification in the vicinity. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Zoning Administrator has reviewed the proposal for waiver of required lot frontage to establish a 4-lot industrial subdivision on a rectangularly-shaped parcel of land consisting of approximately 1.5 acres, having a frontage of approximately 249 feet on the south side of .Coronado Street, being located approximately 210 feet west of the centerline of Red Gum Street and further described as 2916 through 2946 Coronado Street; and does hereby approve .the Negative Declaration upon finding that she has considered the Negative Declaration together with any comments received during the public review process and further finding on the basis of the initial study and any comments received that there is no substantial evidence that the project will have a significant effect on the environment. 0295g 1 ZA 89-41 • • Page 2 Variance No. 3963 Based on the evidence and testimony presented to me, I do hereby determine to approve Variance No. 3963, subject to the following conditions: 1. That a reciprocal access and parking agreement, in a form satisfactory to and approved by the City Attorney, shall be recorded with the Office of the Orange County Recorder. A copy of the recorded agreement shall then be submitted to the Zoning Division. 2. That a parcel map to record the division of subject property shall be submitted to and approved by the City of Anaheim and then be recorded in the Office of the Orange County Recorder. 3. That all lots within subject subdivision authorized by this decision shall be served by underground utilities. 4. That all meters shall be located at the public street. 5. That prior to approval of Parcel Map No. 89-251 or concurrently with said approval, the legal owner of subject property shall dedicate to the City of Anaheim a five (5) foot public utility easement as required by the Electrical Engineering Division. 6. That prior to commencement of structural framing, on-site fire hydrants shall be installed and charged as required and approved by the City Fire Department. 7. That fire sprinklers shall be installed as required by the City Fire Department. 8. That each building must have separate fire water service (back-flow preventor). 9. That subject property shall be developed substantially in accordance with plans and specifications on file with the City of Anaheim marked Exhibit Nos. land 2. 10. That prior to approval of a final parcel map or within a period of one (1) year from the date of this decision, whichever occurs first, Condition Nos. 1, 2 and 5, above-mentioned, .shall be complied with.. Extensions for further time to complete said conditions may be granted in accordance with Section 18.03.090 of the_Anaheim Municipal Code. 11. That prior to final building and zoning inspections,. Condition Nos. 3, 4, 7, 8 and 9, above-mentioned, shall be complied with. 12.
