DETERMINATION OF THE ZONING ADMINISTRATOR
Having been appointed Zoning Administrator by the Planning Director to decide
the 'above-referenced Administrative Adjustment, and said Administrative
Adjustment having been duly noticed and no .written objections having been
received, I do .hereby find, pursuant to Section 18.12.080:
1. That the requested administrative adjustment is minimal, amounting to a
3.6~ deviation from the minimum number of parking spaces. required by
Code, and is less than the permitted maximum l0~ deviation.
2. That the parking. analysis, as documented in a letter submitted by the
applicant, Khatcho Bartoumian, and dated April 5, 1990, was approved by
the City Traffic Engineer on the basis of the peak business hour (7 pm)
of subject restaurant (Ararat), the limited business hours (8:00 am to
3:00 pm) and the maximum number of employees (4) of the caterer and the
peak business hours. (8 pm to l am) of the bar, and for the specific
combination of uses in subject retail center:
USE FLOOR AREA
Office 900`sq.ft.
Caterer 1,800 sq.ft.
Bar 1,380 sq.ft.
Ararat Restaurant 2,196 sq.ft.
3. That no written opposition was received during the required public
notification period.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Zoning Administrator
has .reviewed the proposal for waiver of minimum number of parking spaces to
expand- an existing restaurant;. and that the Planning Director or his
authorized representative has determined that the proposed project falls
within. the definition of Categorical Exemption,. Class 5, hs defined in the
State EIR Guidelines and is, therefore, categorically exempt from the
requirement to prepare an EIR.

Based on the evidence presented to me, I do hereby determine to grant
Administrative Adjustment: No. 49, subject to the following condition:
1. That subject.. property shall be developed substantially in accordance with
plans and specifications submitted to the City of Anaheim by the
petitioner and which plans are on file with the Planning Department
marked Exhibit Nos. 1 and 2.
This decision is made, signed and entered into the file this twenty fourth day
of May, 1990.

NOTICE.: This. decision shall become- final. unless an appeal to the City
Council, in writing,. accompanied by an appeal fee,. is filed with the City
Clerk within 15 days of the date of .the signing of this decision or unless
