Petitioner requests waiver of the following under authority of
Section 18.12.060.110 to construct offices (2,382 sq. ft.) and a
second floor mezzanine (912 sq. ft.) in an existing industrial
building:

Having been appointed Zoning Administrator by the Planning Director, pursuant
to Anaheim Municipal Code Section 18.12.040, to decide the above-referenced
petition and a .public hearing having been duly noticed for and held on the
date set forth above, I do hereby find:
1. That this parking variance is granted-on the basis that the applicant
submitted a parking analysis, titled "Parking Variance for 1125 Stanford
Court, .Anaheim CA" dated May 10, 1990, which analysis was. determined to
be adequate by the. City Traffic Engineer for the following specific
combination of uses in subject premises (a field service computer repair
business):

And, further, .that the on-site staff consists of 15 employees as
follows: 14 full-time and 1 part-time employees, of which 8 are field
engineers who come to office to pick up and deliver equipment and parts,
and 2 are outside salespersons who are in the office approximately l day
per week;
2. .That the parking. variance will not cause an increase in traffic
congestion in the immediate vicinity nor adversely affect any adjoining
land uses; and

3." That the granting of the parking variance under the conditions imposed,
i£'any will not be detrimental `to the; peace, health,-safety or general
.welfare of the citizens of the. City of Anaheim.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Zoning Administrator
has reviewed the proposal for waiver of minimum number of parking spaces to
construct a 3,294 sq.ft. expansion to an .existing industrial building on a
irregularly-shaped parcel of land _consisting of approximately 0.4 acres,
having a frontage of approximately 60 feet on the north side of Stanford
Court, having a maximum depth of approximately 171 feet, .located approximately
.160-feet east of the centerline of Santa Cruz Street and further described as
1125 East Stanford Court (Building #3); and. does hereby approve the Negative
Declaration upon finding that-'she has considered the Negative Declaration
together with any comments received during the. public review ..process and
further finding on he basis of the initial'. study .and any comments received
that there is no substantial evidence that the project will have a significant
effect on the environment.
Based on the evidence and testimony presented to me, I do hereby determine to
.approve Variance No. 4069, subject to the following conditions:
1. (a) That prior to commencement. of the ..activity authorized under this
resolution, or -prior to issuance of a building permit, or within a
period of ninety (90} days from the date of this decision, whichever
occurs first, and if it is determined by the Planning Department .that
the proposed. parking.. waiver (necessitated by the interior conversion
of .existing industrial space to ..convert 2,382 sq. ft, of industrial
space to offices and to add a 912 sq., ft. second. floor mezzanine
storage loft to an existing industrial business [field service
computer repair]) makes this proposal subject to the. provisions of
Development Agreement No. 83-01 .between he City of Anaheim and
Anaheim Stadium Associates, then the legal owner(s) of subject
property shall .execute and record an unsubordinated covenant in a
form approved by the. City Attorney's Office wherein such owner(s)
agree not_ to contest the formation of any assessment :district(s)
which may hereafter be formed pursuant to the provisions, of
Development Agreement No. 83-01, which district(s) could include such
legal property owner's property. A copy of the recorded .covenant
shall .then be submitted to the Zoning Division.
OR
(b) Lf it is determined by the Planning Department that this proposal, as
described in the preceding paragraph, is not subject to the
provisions- of Development Agreement No. 83-01, then this. .condition
shall not be applicable..
2. That subject property shall be developed substantially in accordance with
plans and :specifications submitted to the City of Anaheim by the
petitioner and which plans are on file with the Planning Department marked
Exhibit Nos. 1, 2 and 3.

3. That prior to issuance of a building permit or within a period of one (1)
year from the date of this decision, whichever occurs first, .Condition
Nos. 1, above-mentioned, shall be complied with. Extensions for further
time to complete said conditions may be granted in accordance with Section
18.03.090 of the Anaheim Municipal Code.
4. That prior to final building and zoning inspections, Condition No. 2,
above-mentioned, shall be complied with.
5: That approval of this application constitutes approval of the proposed
request only to the .extent that it complies with the Anaheim Municipal
.Zoning Code and any other applicable City, State and Federal regulations.
Approval does not include any action or findings as to compliance or
approval of the request regarding any other. applicable ordinance,
.regulation or requirement.
This decision is made, signed, .and entered into the file this nineteenth day
