OF THE ZONING ADMINISTRATOR
APPROVING VARIANCE NO. 4172
DATE OF PUBLIC HEARING: February 20, 1992, continued to the meeting of
March 5, 1992.

LOCATION: 500 South Anaheim Hills Road
OPPOSITION: No one indicated their presence at the public hearing in
opposition and no correspondence in opposition was received.
REQUEST: Petitioner requests waivers of the following under authority of Code
Section 18.12.060..020 to construct a 54 sq.ft foot freestanding
monument sign:
(a) SECTIONS 18.05.091.010 - Shopping center identification.
18.44.067 (Center name only permitted;
and 18.84.062.040 center name and four tenant names
proposed)
(b) SECTIONS 18.05.091.014 - Maximum Sian area.
18.44.067 (20 sq.ft. permitted;
and 18.84.062.040 54 sq.ft. proposed)
Having been appointed Zoning Administrator by the Planning Director, pursuant
to Anaheim Municipal Code Section 18.12.040, to decide the above-referenced
petition and a public hearing having been duly noticed for and held on the date
set forth above, I do hereby find:
1. That there are special circumstances applicable to the property consisting
of size, topography and surroundings, which do not apply to other
identically zoned properties in the vicinity;
2. That the large slope along Nohl Ranch Road, the substantial grade
difference between subject property and the adjacent streets, as well as
the long street frontages, make it impossible to see the existing monument
sign on Anaheim Hills Road .from Nohl Ranch Road;
3. That the large size and long frontages of subject property and the
substantial grade differences make it difficult to see any building wall
signs (which identify available medical services) from Nohl Ranch Road, a
primary means of access through Anaheim Hills;

3. That, because of the underlying topography, there is only one driveway
entrance to subject property (from Anaheim Hill Road) and the proposed
monument sign will serve to identify the medical center to passing
traffic on Nohl Ranch Road; and
4. That strict application of the Zoning Code deprives the property of
privileges enjoyed by other properties in identical zoning
classification in the vicinity because underlying topographical
.differences between subject property and the adjacent streets make it
.difficult to see on-site signage.
CALIFORNIA ENVIRONMENTAL QIIALITY ACT FINDING: That the Zoning
Administrator has reviewed the proposal to waiver of permitted shopping
center identification and maximum sign area. to construct a 54 sq.ft.
freestanding monument sign on an irregularly shaped parcel of land
consisting of approximately 5.14 acres located at the southeast corner of
Anaheim Hills Road and Nohl Ranch Road, having a approximate frontages of
884 feet on the east side of Anaheim Hills Road and 742 feet on the south
side of Nohl Ranch Road, and further described as 500 South Anaheim Hills
Road; and that the Planning Director or his authorized representative has
determined that the proposed project falls within the definition of
Categorical Exemptions, Class 11, as defined in the State EIR Guidelines
and is, therefore, categorically exempt from the requirement to prepare an
EIR.
Based on the evidence and testimony presented to me, I do hereby determine
to APPROVE Variance No. 4172, subject to the following conditions:
1. That plans shall be submitted to the City Traffic and Transportation
Manager for his review and approval to show conformance with
Engineering Standard No. 137 pertaining to sight distance visibility.
2. That the proposed sign shall be located eight (8) feet behind the
public right-of-way and/or outside any public utility easements, as
required by the City Traffic and Transportation Manager and the Public
Utilities Department.
3. That subject property shall be developed substantially in accordance
with plans and specifications submitted to the City of Anaheim by the
petitioner and which plans are on file with the Planning Department
marked. Revision No. 1 of Exhibit No. 1; provided, however, that the
sign design shall include the following limitations:
(a) The sign display shall be limited to medical center
identification, tenant identifications and street address only;
(b) The size and scale of the lettering on the sign shall be the same
(or very similar);
(c} The size of each "panel" shall be the same (or very similar); and
(d) The colors on the "panels" shall consist of a dark (burgundy or a
similar dark earthen color) background with white (or a similar
light neutral color) lettering.

4. That prior to issuance of a sign permit or within a period of one {1) year
from the date of this decision, whichever occurs first, Condition No. 1,
above-mentioned, shall be complied with. Extensions for further time to
complete said conditions may be granted in accordance with Section
18.03.090 of the Anaheim Municipal Code.
5. That prior to final inspection of the proposed sign, Condition Nos. 2 and
3, above-mentioned, shall be complied with.
6. That approval of this application constitutes approval of the proposed
request only to the extent that it complies with the Anaheim Municipal
Zoning Code and any other applicable City, State and Federal regulations.
Approval does not include any .action or findings as to compliance or
approval of the request regarding any other applicable ordinance,
regulation or requirement.
This decision is made, signed, and entered into the file this twelfth day of
March, 1992.

NOTICE: This decision shall become final unless an appeal to the City Council,
in writing, accompanied by an appeal fee, is filed with the City Clerk within
15 davs of the date of the signing of this decision or unless members of the
City Council shall request to review this decision within said 15 days.
DECLARATION OF SERVICE BY MAIL: I do hereby declare under penalty of perjury
that on the date set forth below, I did deposit, in the United States Mail, a
