OPPOSITION: One concerned person indicated his presence at the public hearing, and no
correspondence in opposition was received.
REQUEST: Petitioner requests waiver of the following under authority of Code Section
18.12.060.050 to construct a 13-foot high, 46 sq.ft. freestanding monument sign
in an existing industrial. subdivision:
Sections 18.05.093.023 - Permitted location of freestanding siflns.
18.05.098 (minimum 120 feet from adjacent property
and 18.61.067 lines required; 25 feet proposed)
Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim
Municipal Code Section 18.12.040, to decide the above-referenced petition and public hearing
having been duly noticed for and held on the date set forth above, I do hereby find:
1. That there are special circumstances applicable to subject property consisting of location
and surroundings because the proposed sign will be located adjacent to Discovery Lane, a
private street providing access to subject property and other industrial parcels, and there
will be no visibility impact on any adjacent businesses, and .that these circumstances do not
apply to other identically zoned properties in the vicinity;
2. That strict application of the Zoning code deprives subject property of privileges enjoyed by
other properties in identical zoning classification in the vicinity because other parcels
located on similar, although public, street corners can have similar signage without needing
a waiver; and
3. That the request is minimal because the proposed sign will be only the second freestanding
sign located in an existing industrial subdivision on a large 3.2-acre parcel having a total of
about 770 feet of frontage on two public streets with another 340 feet on Discovery Lane.

CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Zoning Administrator has
reviewed the proposal for waiver of permitted location of freestanding signs to construct a
46 sq.ft. freestanding monument sign, on arectangularly-shaped parcel of land consisting of
approximately 3.2 acres located at the northwest corner of Raymond Avenue and Orangefair Lane,
having approximate frontages of 418 feet on the west side of Raymond Avenue and 332 feet on
the north side of Orangefair Lane, and further described as 1501 to 1525 North Raymond Avenue;
and that the Planning Director or his authorized representative has determined that the proposed
project falls within the definition of Categorical Exemptions, Class 11, as defined in the State
Environmental Impact Report Guidelines and is, therefore, categorically exempt from the
requirement to prepare an EIR.
Based on the evidence and testimony presented to me, I do hereby determine to approve Variance
No. 4193, subject to the following conditions:
1. That plans submitted for the sign permit shall show conformance with Engineering Standard
Plan No. 137 pertaining to sight distance visibility in terms of adjacent sidewalks,
driveways, public streets, and private streets.
2. That subject property shall be developed substantially in accordance with plans and
specifications submitted to the City of Anaheim by the petitioner and which plans are on
file with the Planning Department marked Exhibit Nos. 1 and 2.
3. That prior to final building and zoning inspections or within a period of one 11) year from the
date of this decision, whichever occurs first, Condition Nos. 1 and 2, above-mentioned,
shall be complied with. Extensions for further time to complete said conditions may be
granted in accordance with Section 18.03.090 of the Anaheim Municipal Code.
4. .That approval of this application constitutes approval. of the proposed request only to the
extent that it complies with the Anaheim Municipal Zoning Code and any other applicable
City, State and Federal regulations. Approval does not include any action or findings as to
compliance or approval of the request regarding any other applicable ordinance, regulation
or requirement.
This decision is made, signed, and entered into the file this twenty-seventh day of August, 1992.

NOTICE: This decision shall become final unless an appeal to the City Council, in writing,
accompanied by an appeal fee, is filed with the City Clerk within 15 days of the date of the signing
of this decision or unless members of the City Council shall request to review this decision within
said 15 days.
