OPPOSITION: No one indicated their presence at the public hearing in opposition to the proposal, and
no correspondence in opposition was received.
REQUEST: Petitioner requests waiver of the following under authority of Code Section
18.12.060.110 to retain an existing industrial building:

Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal
Code Section 18.12.040, to decide the above-referenced petition and a public hearing having been duly
noticed for and held on the date set forth above, I do hereby find:
1. That subject vaziance was filed for the purpose of eliminating an existing reciprocal parking
agreement, thereby resulting in a parking waiver on subject property which is developed with an
industrial building;
2. That the parking analysis prepazed by LSA Associates Inc., Transportation Engineering, and
dated May 25, 1993, justifies the proposed parking waiver for subject property, and was
approved by the City Traffic Engineering Division;
3. That the variance will not cause an increase in traffic congestion in the immediate vicinity nor
adversely affect any adjoining land uses; and
4. That the granting of the variance under the conditions imposed will not be detrimental to the
peace, health, safety or general welfaze of the citizens of the City of Anaheim.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Zoning Administrator has
reviewed the proposal for waiver of minimum number of parking spaces to retain an existing industrial
building on arectangularly-shaped parcel of land consisting of approximately 0.94 acre located at the

northeast corner of Sabina Street and La Palma Avenue, having approximate- frontages of 202 feet on the
east side of Sabina Street and 185 feet on the north side of La Palma Avenue, and further described as
511 East La Palma Avenue; and does hereby approve the Negative Declaration upon finding that she has
considered the Negative Declazation together with any comments received during the public review
process and further fording on the basis of the initial study and any comments received that there is no
substantial evidence that the project will have a significant effect on the environment.
Based on the evidence and testimony presented to me, I do hereby determine to approve Vaziance No.
4228, subject to the following conditions:
1. That plans shall be submitted to the Ciry Traffic and Transportation Manager for his review and
approval showing conformance with the current versions of Engineering Standard Plan Nos. 436
and 602 pertaining to pazking standazds and driveway locations. Subject property shall
thereupon be developed and maintained in conformance with said plans.
2. That trash storage areas shall be provided and maintained in location(s) acceptable to the
Department of Maintenance and in accordance with approved plans on file with said Department.
Such information shall be specifically shown on the plans submitted for building permits.
3. That a plan sheet for solid waste storage and collection, and a plan for recycling shall be
submitted to the Department of Maintenance for review and approval.
4. That subject property shall be developed substantially in accordance with plans and specifications
submitted to the City of Anaheim by the petitioner and which plans are on file with the Planning
Department marked Exhibit No. 1.
5. That Condition Nos. 1, 2, 3 and 4, above-mentioned, shall be completed within a period of sixty
(60) days from the date of this decision.
6.. That approval of this application constitutes approval of the proposed request only to the extent
that it complies with the Anaheim Municipal Zoning Code and any other applicable City, State
and Federal regulations. Approval does not include any action or findings as to compliance or
approval of the request regarding any other applicable ordinance, regulation or requirement.

accompanied by an appeal fee,. is filed with the Ciry Clerk within 1515 davs of the date of the signing of
