Box 505 Yorba Linda, CA 92686 LOCATION: 303 West Lincoln Avenue CEQA STATUS: Negative Declaration DATE OF PUBLIC HEARING: July 8, 1993 OPPOSITION: No one indicated their presence at the public hearing in opposition to the proposal, and no correspondence in opposition was received. REQUEST: Petitioner requests waiver of the following under authority of Code Section 18.12.060.110 to expand an existing masonic lodge facility: Sections 18.44.066.050 18.06.050.0211 18.06.050.0212 18.06.050.0264 18.06.080 and 18.44.Q66.050 Minimum number of parking spaces. 374 required; 124 proposed) Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal Code Section 18.12.040, to decide the above-referenced petition and a public hearing having been duly noticed for and held on the date set forth above, I do hereby find: 1. That the parking report titled Anaheim Masonic Temple Parking Report, prepared by Daniel Benson & Associates and dated May 26, 1993, justifies the proposed. parking waiver for this specific use, and was approved by the City Traffic Engineering Division; 2. That this variance, granted specifically for a Masonic Lodge and associated uses, will not cause an increase in traffic congestion in the immediate vicinity nor adversely affect any adjoining land uses; and 3. That the granting of the variance under the conditions imposed will not be detrimental to the peace, health, safety or general welfare of the citizens of the City of Anaheim. za4229.wp -page 1 of 3 - ZA 93-44 • • CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the Zoning Administrator has reviewed the proposal for waiver of minimum number of parking spaces to expand an existing masonic lodge facility on anirregularly-shaped parcel of land consisting of approximately 1.9 acres located between Chartres Street and Lincoln Avenue east of Harbor Boulevard, having approximate frontages of 395 feet on the south side of Chartres Street and 430 feet on the north side of Lincoln Avenue, being located approximately 355 feet east of the centerline of Harbor Boulevazd and further described as 303 West Lincoln Avenue; and does hereby approve the Negative Declaration upon finding that she has considered the Negative Declaration together with any comments received during the public review process and further finding on the basis of the initial study and any comments received that there is no substantial evidence that the project will have a significant effect on the environment. Based on the evidence and testimony presented to me, I do hereby determine to approve Vaziance No. 4229, subject to the following conditions: That not more than one (1) masonic lodge group or branch shall regularly meet on the premises at any single time during day or evening hours. 2. That plans shall be submitted to the Ciry Traffic and Transportation Manager for his review and approval, showing conformance with the current versions of Engineering Standard Plan Nos. 436 and 602 pertaining to parking standazds and driveway locations. Subject property shall thereupon be developed and maintained in conformance with said plans. 3. That this parking variance is limited to subject use only: a twenty thousand eight hundred eighty six (20,886) sq.ft. masonic lodge and associated uses. 4. That trash storage .areas shall be provided and maintained in a location acceptable to the Department of Maintenance and in accordance with approved plans on file with said Department. Such information shall be specifically shown on the plans submitted for building permits. 5. That a plan sheet for solid waste storage and collection, and a plan for recycling shall be submitted to the Department of Maintenance for review and approval. 6. That the owner of subject property shall submit a letter requesting termination of Variance No. 108 (permitting a ceramic and gift shop) to the Zoning Division. 7. That subject property shall be developed substantially in accordance with plans and specifications submitted to the City of Anaheim by the petitioner and which plans are on file with the Planning Department marked Exhibit Nos. 1 and 2. 8. That prior to issuance of a building permit or within a period of one (1) year from the date of this decision, whichever occurs first, Condition Nos. 2, 4, 5 and 6, above-mentioned, shall be complied with. Extensions for further time to complete said conditions may be granted in accordance with Section 18.03.090 of the Anaheim Municipal Code. 9. That .prior to final building and zoning inspections, Condition No. 7, above-mentioned, shall be complied with. za4229.wp -page 2 of 3 - ZA 93-44 • • 10. That approval of this application constitutes approval of the proposed request only to the. extent that it complies with the Anaheim Municipal Zoning Code and any other applicable City, State and Federal regulations. Approval does not include any action or findings as to compliance or approval of the request regarding any other applicable ordinance, regulation or requirement.
