OPPOSITION: No one .indicated their presence at the public .hearing in opposition and no
correspondence in opposition was received.
REQUEST: Approval to create atwo-lot subdivision
Having been'appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal Code
Section 18.12.040, to decide the above-referenced petition and a public hearing having been duly noticed
for and held on the date set forth above, I do hereby find:
That the proposed map is consistent with the applicable General Plan;
2. That the design and/or improvement of the proposed subdivision, as approved, is consistent with
applicable the General Plan;
3. That the design of the subdivision or the proposed improvements are not likely to cause substantial
environmental damage or substantially and avoidably injure fish or wildlife or their habitat;
4. That the design of the subdivision or the type of improvements is not likely to cause serious public
health problems; and
5. That the design of the subdivision or the type of improvements will not conflict with easement,
acquired by the public at large, for access through or use of property within the proposed
subdivision.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS: That the Zoning Administrator has reviewed the
proposal for approval of Tentative Parcel Map No. 91-164 to create atwo-lot subdivision on a rectangularly-
shaped parcel of land consisting of approximately 3.6 acres located at the northwest corner of South Street
and Rose Street, having approximate frontages of 200 feet on the north side of South Street and 797 feet
on the west side of Rose Street; and that the Planning Director or his authorized representative has
determined that the proposed project fails within the definition of Categorical Exemptions, Class 15, as
defined in the State of California Environmental Impact Report (EIR) Guidelines and is, therefore,
categorically exempt from the requirement to prepare an EIR.

Based on the evidence and testimony presented to me, I do hereby determine to approve Tentative Parcel
Map No. 91-164,. subject to the following conditions:
1. That the legal property owner shall irrevocably offer to dedicate to the City of Anaheim the following
easements on the final parcel map, as required by the City Engineer:
a. Twenty seven (27) feet from the centerline of Rose Street:
b. Ten (10) feet from the centerline of the alley along the north property line; and
c. Corner cutoff at the northwest corner of South Street and Rose Street.
2. That curb, gutter, and sidewalk shall be constructed along South Street, as required by the City
Engineer. Prior to final parcel map approval, street improvement plans shall be submitted to the
Subdivision Section and a bond to guarantee completion of said improvements shall be posted in
an amount approved by the City Engineer and in a form approved by the City Attorney.
3. That the legal property owner shall furnish a Subdivision Agreement, in a form approved by the City
Attorney, to the City of Anaheim agreeing to complete the street improvements required as
conditions of the final map, at the legal property owner's expense. Said agreement shall be
submitted to and approved by the City of Anaheim and shall then be recorded concurrently with the
final parcel map.
4. That an improvement certificate shall be placed on the final parcel map to acknowledge that street
improvements along Rose Street and alley improvements along the north property line for the
proposed Parcel No. 2 shall be required prior to further development of the property.
5. That trash storage areas shall be provided and maintained for each parcel in a location acceptable
to the Department of Maintenance and in accordance with approved plans on file with said
Department. Such information shall be specifically shown on the plans submitted for final parcel
map approval.
6. That a Plan Sheet for solid waste storage and collection, and a plan for recycling for each parcel
shall be submitted to the Department of Maintenance for review and approval.
7. That an on-site trash truck turn-around area shall be provided and maintained for each parcel to the
satisfaction of the Department of Maintenance. Said turn-around area shall be specifically shown
on plans submitted for final parcel map approval.
8. That plans shall be submitted to the City Traffic and Transportation Manager for his reviewed and
approval showing conformance with the latest revision of Engineering Standard Plans No.' 436 and
602 pertaining to parking standards and driveway locations. Subject property shall thereupon be
developed and maintained in conformance with said plans. Additionally, the parking {ots shall be
resurfaced and restriped to the satisfaction of City Traffic and Transportation Manager.
9. That fire hydrants shall meet minimum City Fire Department requirements for spacing, distance to
structure, and available fire flow.
10. That Fire Department vehicular access shall be provided and maintained to the satisfaction of the
City Fire Department.
11. That each parcel shall have its own fire service for fire sprinklers supply.
12. That prior to final parcel map approval, Condition. Nos. 1, 2, 3, 4, 5, 6, 7 and 8, above-mentioned,
shall be complied with.

13. That approval of this application constitutes approval of the proposed request only to the extent that
it complies with the Anaheim Municipal Zoning Code and any other applicable City, State and
Federal regulations. Approval does not include any action or findings as to compliance or approval
of the request regarding any other applicable ordinance, regulation or requirement.

an appeal tee, is filed with the City Clerk within 10 davs of the date of the signing of this decision or unless
