REQUEST: Approval of a 3-lot commercial subdivision.
Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal Code
Section 18.12.045, to decide the above-referenced petition and a public hearing having been duly noticed
for and held on the date set forth above, I do hereby find:
1. That the proposed map is consistent with the applicable General Plan;
2. That the design and/or improvement of the proposed subdivision is consistent .with applicable
General Plan;
3. .That the design of the subdivision or the proposed improvements are not likely to cause substantial
environmental damage or substantially and avoidably injure fish or wildlife or their habitat;
4. That the design of the subdivision or the type of improvements is not likely to cause serious public
health problems; and
5. That the design of the subdivision or the type of improvements will not conflict with easement,
acquired by the public at large, for access through or use of property within the proposed
subdivision.

CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS: That the Zoning Administrator has reviewed the
proposal for a three (3) parcel subdivision. on an irregularly-shaped parcel of land consisting of
approximately 43.9 acres bounded on the north by Crescent Avenue, on the east by Loara Street, on the
south by the Santa Ana Freeway (Interstate 5), and on the west by Euclid Street; and that the Planning
Director or his authorized representative has determined that the proposed project falls within the definition
of Categorical Exemptions, Class 15, as defined in the State of California Environmental Impact Report (EIR)
Guidelines and is, therefore, categorically exempt from the. requirement to prepare an EIR.
Based on the evidence and testimony presented to me, I do hereby determine to approve Tentative Parcel
Map No. 93-187, subject to the following conditions:
That prior to final parcel map approval, a restrictive management and maintenance covenant shall
be submitted to the Subdivision Section for review and approval by the Zoning Division and the City
Attorney's Office. The covenant shall include provisions for management of the shopping center
and maintenance of private facilities and a maintenance exhibit. All property within the parcel map
shall be managed as one (1) integral center for purposes of parking, vehicular access and
Circulation, sewer and water system maintenance, signage, architectural control, and general
maintenance. The covenant shall be referenced in all deeds transferring any parcel. The Covenant
shall be recorded with the Orange County Recorder's Office prior to or concurrently with recordation
of the final parcel map.
2. The following easements shall be irrevocably offered for dedication to the City of Anaheim on the
final parcel map or prior to issuance of a building permit, whichever occurs first:
a. Forty five (45) feet from the centerline of Loara Street and corner cutoffs or sufficient
right-of- way as specified in Mitigation Monitoring Report No. 56A, as required by the City
Engineer.
b. Forty five (45) feet from the centerline of Crescent Avenue and corner cutoffs or sufficient
right-of-way as specified in Mitigation Monitoring Report No. 56A, as required by the City
Engineer.
c. Fifty three (53) feet from the centerline of Euclid Street and corner cutoffs or sufficient
right-of-way as specified in Mitigation Monitoring Report No. 56A, as required by the City
Engineer.
3. That subject property shall be developed substantially in accordance with plans and specifications
submitted to the City of Anaheim by the petitioner and which plans are on file with the Planning
Department marked Exhibit No. 1.
4. That prior to final parcel map approval, Condition Nos. 1, 2 and 3, above-mentioned, shall be
complied with.
5. That approval of this application constitutes approval of the proposed request only to the extent that
it complies with the Anaheim Municipal Zoning Code and any other applicable City, State and
Federal regulations. Approval does not include any action or findings as to compliance or approval
of the request regarding any other applicable ordinance, regulation or requirement.

NOTICE: This decision shall become final unless an appeal to the City Council, in writing, accompanied by
an appeal fee, is filed with the City Clerk within 10 days of the date of the signing of this decision or unless
members of the City Council shall request to review this decision within said 10 days.
