LOCATION: An irregularly shaped parcel consisting of approximately 31 acres generally bounded by
Lincoln Avenue on the north, Anaheim Boulevard on the east, Broadway on the south and
Harbor Boulevard on the west (The Koll Anaheim Center in the Downtown -
Redevelopment Project Area Alpha)
CEQA STATUS: Categorical Exemption, Class 15
HEARING DATE: August 18, 1994
OPPOSITION: No one indicated their presence at the public hearing in opposition and no
correspondence in opposition was received.
RE(~UEST: For approval of revision to Tentative Parcel Map No. 90-125 to permit 15 CL "Commercial,
Limited" zoned parcels.
Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal Code
Section 18.12.040, to decide the above-referenced petition and a public hearing having been duly noticed
for and held on the date set forth above, I do hereby find:
1. That on May 14, 1990, the City Engineer approved subject parcel map for a total of 14 lots on 20.15
acres;
2. That the applicant submitted a ..revised map to increase the total number of lots to 15 and to
increase the land area to 20.9 acres;
3. That the proposed map, as revised, is consistent with the applicable General Plan;
4. That the design and/or improvement of the proposed subdivision is consistent with applicable
General Plan;
3. That the design of the subdivision or the proposed improvements are not likely to cause substantial
environmental damage or substantially and avoidably injure fish or wildlife or their habitat;
4. That the design of the subdivision or the type of improvements is not likely to cause serious public
health problems; and
5. That the design of the subdivision. or the type of improvements will not conflict with easement,
acquired by the public at large, for access through or use of property within the proposed
subdivision.

CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS: That the Zoning Administrator has reviewed the
proposed revision to subject tentative parcel map located on an irregularly-shaped parcel consisting of
approximately 20.9 acres, generally bounded by Lincoln Avenue on the north, Anaheim Boulevard on the
east, Broadway on the south and Harbor Boulevard on the west, and also known as The Koll Anaheim
Center in the Downtown -Redevelopment Project Area Alpha; and that the Planning Director or his
authorized representative has determined that the proposed project is Categorically Exempt, Class 15,
under Section 15315 of the State of California Environmental Quality Act Guidelines.
.Based on the evidence and testimony presented to me, I do hereby determine to approve Tentative Parcel
Map No. 90-125-Revised subject to the following conditions:
1. That subject property shall be developed substantially in accordance with plans and specifications
submitted to the City of Anaheim by the petitioner and which plans are on file with the Planning
Department marked Revised Exhibit No. 1.
2. That approval of this application constitutes approval of the proposed request only to the extent that
it complies with the Anaheim Municipal Zoning Code and any other applicable City, State and
Federal .regulations. Approval does not include any action or findings as to compliance or approval
of the request regarding any other applicable ordinance, regulation or requirement.
3 That the legal owner of subject property shall irrevocably offer to dedicate to the City of Anaheim
additional lands along Harbor Boulevard, Helena Street, Lincoln Avenue, Clementine Street, Lemon
Street, Oak Street, Anaheim Boulevard and Broadway for street widening purposes as shown on
the tentative parcel map and as required by the City Engineer. Dedications shall be phased to
occur with the filing of the final map(s) and in accordance with an approved phasing plan.
4. That all engineering requirements of the City of Anaheim along Helena Street, Clementine Street,
.Oak Street, Lemon Street, Anaheim Boulevard, Broadway and Harbor Place (private),. including
preparation of improvement plans and installation of all improvements such as curbs and gutters,
sidewalks, water facilities, street grading and pavement, :sewer and drainage facilities, or other
.appurtenant work shall be complied with as required by the City Engineer and in accordance with
specifications on file in the Office of the City Engineer; and that security in the form of a bond,
certificate of deposit, letter of credit, or cash, in an amount and form satisfactory to the City of
Anaheim, shall be posted with the City to guarantee the satisfactory completion of said
improvements. Said security shall be posted with the City prior to issuance of a building permit,
in accordance with a phasing plan to be reviewed and approved by the City Engineer. Said phasing
plan shall be approved prior to issuance of the first building permit.
5. That the legal property owner shall furnish to the City of Anaheim an agreement in a form to be
approved by the City Anaheim agreeing to complete the public improvements required as conditions
of this map at the legal property owner's expense and agreeing to comply with the requirements
set forth in Condition Nos. 3 and 4, above. Said agreement shall be recorded concurrently with the
final parcel map and is not to be subordinate to any recorded encumbrance against the property.
6. That the legal owner of subject property shall dedicate to the City of Anaheim public utility
easements for the existing vaults on Clementine Street. Dedications shall be phased to occur with
the filing of the final map(s).
7. That the existing dedicated streets which do not need to be retained by the proposed development
shall be abandoned.
8. The appropriate traffic signal assessment fee shall be paid to the City of Anaheim in an amount as
established by City Council resolution.

9. That grading and drainage of subject property shall conform to Chapter 17.04 "Grading,
Excavations, Filis and Water Courses" of the Anaheim Municipal Code.
10. That a final. parcel map to record the division of subject property shall be submitted to and
approved by the City of Anaheim and then be recorded in the Office of the Orange County
Recorder.
11. That street lighting facilities along all public and prroate streets shall be installed as required by the
Utilities General Manager in accordance with specifications on file in the Office of the Utilities
General Manager; or that security in the form of a bond, certificate of deposft, letter of credit, or
cash, in an amount and form satisfactory to the City of Anaheim, shall be posted with the City to
guarantee the satisfactory completion of the above-mentioned improvements. Said security shall
be posted with the City of Anaheim prior to issuance of building permit. The above-required
improvements shall be installed prior to occupancy.
12. That all lots within subject subdivision authorized by this decision shall be served by underground
utilities.
13. That the legal owner shall dedicate to the City of Anaheim public utility easements along/across the
parcels for transformers, switches and related facilities as required by the Utilities General Manager.
14. That ail existing driveways along any of the streets which are not required by the proposed
development shall be removed and replaced with standard curb and gutter, sidewalk and
landscaping.

an appeal fee,. is filed with the City Clerk within 10 davs of the date of the signing of this decision or unless
