OPPOSITION: No one indicated their presence at the public hearing in opposition and no
correspondence in opposition was received.
REQUEST: To establish five (5) industrial parcels with waiver of required lot frontage for three (3)
parcels.
Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal Code
Section 18.12.040, to decide the above-referenced petition and a public hearing having been duly noticed
for and held on the date set forth above, I do hereby find:
1. That the proposed map is consistent with the applicable General Plan;
2. That the design and improvement of the proposed subdivision is consistent with applicable General
Plan;
3. That the design of the .subdivision id not likely to cause substantial environmental damage or
substantially and avoidably injure fish or wildlife or their habitat;
4. That the design of the subdivision and the type of improvements are not likely to cause serious
public health problems; and
5. That the design of the subdivision and the type of improvements will not conflict with easements,
acquired by the public at large, for access through or use of property within the. proposed
subdivision.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS: That the Zoning Administrator has reviewed the
proposal for five industrial parcels, with waiver of required lot frontage for three (3) parcels, located on
approximately 20.0 acres, with an approximate frontage of 826 feet on the north side of La Palma Avenue,
having a maximum depth of approximately 811 feet, being located approximately 580 feet west of the
centerline of Imperial Highway, and further described as 5507-5615 East La Palma Avenue; and does hereby
approve the Negative Declaration upon finding that she has considered the Negative Declaration together
with any comments received during the public review process and further finding on the basis of the initial
study and any comments received that there is no substantial evidence that the project will have a significant
effect on the environment.

Based on the evidence and testimony presented to me, I do hereby determine to approve Tentative Parcel
Map No. 95-118, subject to the following conditions:
1. That trash storage areas shall be provided and maintained in a location(s) acceptable to the
Department of Maintenance and in accordance with approved plans on file with said Department.
2. That a plan sheet for solid waste storage and collection and a plan for recycling shall be submitted
to the Department of Maintenance for review and approval.
3. That an on-site trash truck turn-around area shall be provided and maintained to the satisfaction of
the Department of Maintenance.
4. That all lots within subject subdivision shall be served with underground utilities in accordance with
the Electrical Rates, Rules and Regulations and the City of Anaheim Underground Policy. Any fees
are payable to Electrical Engineering as determined by said rates, rules and regulations.
5. That the legal owner of subject property shall provide the City of Anaheim with a public utility
easement(s) along the new property lines for existing electrical facilities, as maybe required by the
Public Utilities Department. Said easement shall be submitted to the City of Anaheim prior to final
map approval.
6. That an improvement certificate shall be placed on the final parcel map to give notice to current and
future property owners that sidewalks shall be installed along La Palma Avenue prior to issuance
of a building permit or other development of any parcel, as may be required by the Public Works-
Engineering Department.
7. That prior to final parcel map approval, unsubordinated covenants, conditions and restrictions (CC
& R's) for ingress and egress rights and for the dedication of Parcel No. 1 parking spaces for the
exclusive use of .Parcel No. 5 shall be approved by the City Attorney's Office and Public
Works-Engineering Department. Said. documents, as approved, shall be filed and recorded in the
Office of the Orange County Recorder.
8.. That subject property shall be developed substantially in accordance with plans and specifications
submitted to the. City of Anaheim by the petitioner and which plans are on file with the Planning
Department marked Exhibit No. 1; provided, however, that, as approved by the Building Division,
either:
(a) .The property lines for Parcel Nos. 2 and 4 shall be relocated to provide the minimum
required distances from buildings; or
(b) An agreement, to permanently maintain the minimum required structural setback around
those buildings, shall be approved by the Building Division and the City Attorney, and
shall then be recorded with the Office of the Orange County Recorder. Said required
structural setback shall be shown on the final parcel map and shall be included in the CC
& R's.
9. That prior to final parcel map approval, Condition Nos. 1, 2, 3, 4, 5, 6, 7 and 8, above-mentioned,
shall be complied with.
10. That approval of this application constitutes approval of the proposed request only to the extent that
it complies with the Anaheim Municipal Zoning Code and any other applicable City, State and
Federal regulations. Approval does not include any action or findings as to compliance or approval
of the request regarding any other applicable ordinance, regulation or requirement.

On Apri127, 1995, the Zoning Administrator considered your request for Special
Circumstance Waiver No. 95-2 to permit a 1-day antique and collectibles show for charity
purposes on June 4, 1995 on property located at 1551 South Douglass Road. The Zoning
Administrator made the following findings:
1. That a letter requesting this special circumstance waiver was submitted on April 19,
-1995;
2. That approval of special circumstance waivers is authorized by Subsection
18.02.055.080 "Zoning Administrator Review (of Special Events Permits)" of the
Anaheim Municipal Code;
3. That the modifications (to the standards established by the Section 18.02.055 "Special
Event Permit -General) .approved in connection with this special circumstances
waiver, will serve the public interest, safety and. general welfare; and that
extraordinary circumstances are present and consist of this being aone-day only
event, the event will take place on a Sunday, off-site parking will be procured on the
nearby Arena property, and no sporting or other event is taking place at the Arena
on the same date as this antique and collectibles show;
4. That, in addition to booths for the sale. of antiques and collectibles, the petitioner
testified that this event will include food concessions, a hot air or similar display
balloon, pennants and banners; and that professional parking, and pedestrian and
vehicular traffic management will be provided by the petitioner to control circulation
on the subject property and in the surrounding area;
5. That approval is for 1 day only and that any similar future requests will be
independently received and decided; and

6. That prior to the event date, the petitioner will attend a meeting with the Anaheim
Traffic Control Center and Police Department to plan for various operational
aspects of the event; and that following this event, another meeting will be
scheduled to review and consider the impacts and effects caused by the event.
Under authority of Section 18.02.055.080 ,the Zoning Administrator approved Special
Circumstances Waiver No. 95-2 subject to compliance with the following conditions which
the petitioner agreed to at the Apri127, 1995 public meeting:
1. That this event is approved for one (1) day only (Sunday, June 4, 1995); that set-up
shall commence no earlier than noon on Saturday, June 3, 1995 (except as otherwise
specifically provided herein); and that clean-up of the subject property shall be
completed by midnight, Sunday, June 4, 1995.
2. That on-site advertising for this event shall be limited to:
(a) One (1) hot air or similar display balloon (not to exceed fifty [SOJ feet in
height as measured from the finished grade of the parking lot) which may be
displayed for no more than one (1) week from Sunday, May 28, 1995 to
Sunday, 3une 4, 1995;
(b) Pennants; and
(c) Banners no larger than three (~) feet by ten (10) feet.
3. That the property owner or petitioner shall be responsible for paying the full cost
associated with the use of Police Department and/or Traffic Management Center
staff who may be needed for traffic control purposes.
4. That this permit is expressly conditioned upon the petitioner's procuring a minimum
of two thousand five hundred (2,500) parking spaces (and necessary parking lot
attendants) from the Anaheim Arena .during this event period; and that prior to
May 15, 1995, the applicant shall provide a copy of the agreement providing said
parking to the Planning Department, Zoning Division.
5. That prior to May 15, 1995, the petitioner shall request and attend a meeting with
the Traffic Control Center (including staff from the Traffic Engineering Division of
the Public Works -Engineering Department, Police Department, and Code
Enforcement Division of the Planning Department).
6. That this event is approved in connection with the petitioner's obtaining a Special
Events Permit; and that this event and the various activities associated with it shall
comply with all the standards and requirements set forth in Section 18.02.055
"Special Event Permit -General" of the Anaheim Municipal Code unless otherwise
specifically provided herein.

On May 11, 1995, Annika M. Santalahti, Zoning Administrator, considered your request for
Special Circumstances Waiver No. 95-3 to permit a parking lot sale from 3une 15 through
June 25, 1995 on property located at 1601. East Cerritos Avenue. She made the following
findings:
1. That a letter requesting this special circumstances waiver and describing the proposal
was submitted on May 1, 1995;
2. That approval of special circumstances waivers is authorized by Subsection 18.02.055.080
"Zoning Administrator Review (of Special Events Permits)" and Section 18.12.085
"Special Event Permit -Review" of the Anaheim Municipal Code;
3. That the modifications to the standards established by the Section 18.02.055 "Special
Event Permit -General and approved in connection with this special circumstances
waiver, will serve the public interest, safety andgeneral welfare; and that extraordinary
circumstances are present and consist of this being a 10-day event in an industrial zone
in connection with a permitted industrial use. (furniture distribution center), that the
majority of the sales activities are expected to take place on two weekends (June 15
through 18 and June 24 through 25), that the underlying property is large and has
adequate space for customer parking. and vehicular circulation, and that the City Traffic
and Transportation Manager has reviewed and approved the proposal and the submitted
site plan (labeled Exhibit 1); and
4. That the applicant has indicated that, in connection with this parking lot sale, there will
be two tents and on-site advertising including a hot air or similar display balloon, and
that on-site traffic control and 24-hour security will be provided;

feet in height as measured from the finished grade of the parking lot) maybe displayed
on the two (2) weekends only:
(a) Thursday, June 15 through Sunday, June 18, 1995, and
(b) Saturday, June 24 through Sunday, June 25, 1995.
3. That the applicant shall provide on-site traffic control when customers are present and
24-hour security;
4. That prior to installation of the two proposed .tents, the applicant .shall obtain the
appropriate permit(s) from the Fire Department and the Building Division, Planning
Department, as required.
5. That this event is approved in connection with the petitioner's obtaining a Special
Events Permit; and that this event and the various activities associated with it shall
comply with all the standards and requirements set forth in Section 18.02.055 "Special
Event Permit -General" of the Anaheim Municipal Code unless otherwise specifically
provided .herein.
This decision shall become final unless an appeal to the City Council, in writing, accompanied
