DETERMINATION OF THE ZONING ADMINISTRATOR
Having been appointed. Zoning Administrator by the Planning Director to decide the above-referenced
AdministratNe Adjustment, and subject petition having been duly noticed and no written objections having
been received, I do hereby find, pursuant to Section 18.12.080:
1. That the request,. fora 20% deviation from the required side yard setback, is hereby granted in
accordance with Subsection 18.12.080 of the Anaheim Municipal Code which permits a maximum
20°k deviation in connection with an administrative adjustment; and
2. That no written opposition was received during the required 10-day not cation period which ended
on March 11, 1996.
Based on the evidence presented to me, l do hereby determine to grant Administrative Adjustment. No. 0100,
subject o the following conditions:
1. That within a period of one (1) yearfrom the date of this decision, subject property shall be
:developed substantially in accordance with the plan submitted to the City of Anaheim by the
petitioner and which plan is on file with the Planning Department marked Exhibit No.1. Extensions
for further time to complete this condition may be granted in accordance with Section 18.03.090 of
the Anaheim Municipal Code.
2. That approval of this application constitutes approval of the proposed request only to the extent that
it complies with the Anaheim Municipal :Zoning Code and any other applicable City, State and
Federal regulations. Approval does not include any action or findings as to compliance or approval
of the request regarding any .other applicable ordinance, regulation or requirement.
This decision is made, signed, and entered into the. file this 21st day of March, 1996.

On March 28, 1996, Annika M. Santalahti, Zoning Administrator, considered your request for Special
Circumstances Waiver No. 96-04 to permit issuance of Special Event Permits for two 1-day antique and
collectibles charity sales at subject location on Sunday, June 2, 1996 and Sunday, October 6, 1996 in the
Tejas parking lot located at 1551 South Douglass Road. She made the following findings:
That a letter requesting this special circumstances waiver and describing the proposal was
submitted on February 16, 1996 by Ronna Kelly, President of O.C. Register Charities;
2. That approval of special circumstances waivers (allowing modification and/or waiver of regulations
pertaining to special events) is authorised by Subsection 18.02.055.080 "Zoning Administrator
Review (of Special Events Permits)" and Section 18.12.085 "Special Event Permit -Review" of the
Anaheim Municipal Code;
3. That the subject property is zoned Limited. Industrial (ML) and is developed with a parking lot often
used in connection with events at the Arrowhead Pond of Anaheim; and that said parking -lot was
established in connection with Conditional Use Permit No. 3700;
4. That the specific request is for waiver of Subsection 18.02.055.050(c) which requires that special
event permits shall be permitted in any zone in conjunction with any use for which a conditional use
permit has been issued authorizing a use which is permitted as a matter of right in any commercial
zone; but that a parking lot is not a permitted rima use in any commercial zone; and
5. That approval of this special circumstances waiver serves the public interest and general welfare.
Under authority of Sections 18.02.055.080 and Section 18.12.085, as described in the petitioner's letter dated
February 16, 1996 and the Staff Report dated March 27, 1996, and as discussed at the March 28th public
meeting, the Zoning Administrator approved Special Circumstances Waiver No. 96-04 for the herein
described special events on June 2 and October 6, 1996, subject to compliance with the following
conditions:
1. That the Sunday, June 2, 1996 special event is approved for one (1) day only; that set-up shall
commence no earlier than noon on Saturday, June 1, 1996 (except as otherwise specifically
provided. herein); and that clean-up of the subject property shall be completed by midnight, Sunday
June 2, 1996.

2. That the Sunday, October 6, 1996 special event is approved subject to the following:
a. Prior to August 6, 1996, the applicant shall confer with the Anaheim Stadium General
Manager to verify that there will not be any October 6, 1996 events at the stadium which
will conflict. with the subject. special event, and that written verification shall be submitted
to the Planning Department so-indicating; and
b. Said special event is approved for one (1) day only; set-up shall commence no earlier than
noon on Saturday, October 5, 1996 (except as otherwise spec~cally provided herein); and
clean-up of the subject property shall be completed by midnight, Sunday October 6, 1996.
3. That on-site advertising for this event shall be limited to:
(a) One (1 }hot air or similar display balloon (not to exceed fifty [50j feet in height as measured
from the finished grade of the parking lot) which may be displayed for no more than one
(1) week for each special event (from Sunday, May 26 to Sunday, June 2, 1996 and from
Sunday, September 29 to Sunday, October 6, 1996);
(b) Pennants; and/or
(c) Banners no larger than three (3) feet by ten (10) feet.
4. That the property owner or petitioner shall be responsible for paying the full cost associated wfth
the use of Police Department and/or Traffic Management Center staff who may be needed for traffic
control purposes.
5. That this permit is expressly conditioned .upon the petitioner's procuring a minimum of two-
thousand-five-hundred (2,500) parking spaces (and necessary parking lot attendants) from the
Arrowhead Pond of Anaheim during the event periods.
6. That prior to, and not less than fourteen (14) days prior to the events, the petitioner shall obtain
Special Event Permits from the Planning Department.
7. That this outdoor event and the various activities associated with it shall .comply with all the
standards and requirements set forth in Section 18.02.055 Special Event Permit -General of the
Anaheim Municipal Code unless otherwise specifically provided herein, including that the event shall
not be conducted before 7 A.M. nor after 10 P.M., in compliance with Subsection 18.02.055.0606;
This decision shall become final unless an appeal to the City Council, in writing, accompanied by an appeal
fee, is filed with the City Clerk within ten (10) days of the date of this letter or unless members of the City
Council request review of this decision within said 10 days.
