DETERMINATION OF THE ZONING ADMINISTRATOR
Having been :appointed Zoning Administrator by the Planning Director to decide the above-referenced
Administrative Adjustment, and subject petition having been duly noticed and no written objections
having been received, I do hereby find, pursuant to Section 18.12.080:
1. That the request is hereby granted in accordance with Section 18.12.080 of the Anaheim
Municipal Code which permits a maximum 10% deviation from a Zoning Code requirement in
connection with an administrative adjustment, and that the proposal is an 8.5% deviation from
the maximum. permitted lot coverage; and
2. That no written opposition was received.during the ,required 10-day notification period which
ended on April 9, 1996.
Based on the evidence presented to me, I do hereby determine to grant Administrative Adjustment No.
102; subject to the following conditions:
1. That within a period of one (1) year from the date of this decision, subject property shall be
developed substantially in accordance with plans and specifications submitted to the City of
Anaheim by the petitioner and which plans are on file with the Planning Department marked
Exhibit Nos. 1 and 2. Extensions for further time to complete this condition may be granted in
accordance with Section 18.03.090 of the Anaheim Municipal Code.
2. That approval of this application constitutes approval of the proposed request only to the extent
that it complies. with the Anaheim Municipal Zoning Code and. any other applicable City, State
and Federal regulations. Approval does not include any action or findings as to compliance or
approval of the request regarding any other applicable ordinance, regulation or requirement.
This decision is made, signed, and entered into the file this 18th day of April, 1996.

On April 11,.1996, Annika M. Santalahti, Zoning Administrator, considered your request for Special
Circumstances Waiver No. 96-03 to permit issuance of a Special Event Permit for a three (3) day
watercraft competition in the. Santa Ana River Bed on August 16 through 18, 1996, on property located
at 2695 East Katella Avenue (fhe Arrowhead Pond of Anaheim). She made the following firidings:
1. That a letter requesting this special circumstances waiver and describing the proposal was
submitted on February 23, 1996 by United Sports Entertainment Inc.;
2. That approval of special circumstances waivers (allowing modification and/or waiver of
regulations pertaining to special events) is authorized by Subsection 18.02.055.080 "Zoning
Administrator Review (of Special Events Permits)" and Section 18.12.085 "Special Event Permit -
Review" of the Anaheim Municipal Code;
3. That the subject property is zoned PR(FP) (Public Recreation -.Flood Plain Overlay};
4. That the specific request is for waiver of Subsection 18.02.055.050(c) which requires that special
event permits shall be permitted in any. zone in conjunction with any use for which a conditional
use permit has been issued authorizing m use which is permitted as a matter of right in any
commercial zone; .but that subject property is not developed with a .use which is a permitted
rima use in any commercial zone; and
5. That approval of this special circumstances waiver serves the public interest and general welfare.
Under authority of Sections 18.02.055.080 and 18.12.085, and as described in the petitioner's letter dated
..February 23, 1996 and the Staff Report to the Planning Commission, including attachments, dated April
11, .1996, the Zoning Administrator approved Special Circumstances Waiver No. 96-03 for the herein
described special event on August 16 through August i8, 1996, subject to compliance with the following
conditions:
1. That. prior to (or not less than fourteen [14] days prior to the. event), the petitioner shall obtain a
Special Event Permit from the Planning Department.
2. .That this outdoor event and the various activities associated with it shall comply with all the
standards and requirements set forth in Section 18.02.055 Special Event Permit -General of the
Anaheim Municipal Code unless otherwise specifically provided herein, including that the event
shall not be conducted .before? A.M. nor after 10 P.M., in compliance with Subsection
18.02.055.0606;

Circumstances Waiver No. 96-06 to permit issuance of .Special Event Permits to conduct additional
outdoor conferences/events, including tents, in the north parking lot of the Anaheim Marriott Hotel for
various dates in 1996,, on property located at 700 West Convention Way. She made the following
findings:
1. That: a letter requesting this special circumstances waiver and describing the proposal was
submitted on March 14, 1996 by E. F. Snavely, General Manager of the Anaheim Marriott; and
that additional information was'submitted by the. petitioner at the April 25, 1996 public meeting;
2. That the requested waiver is for seven additional outdoor events in .1996, including tents, to
.ensure overall coordination for outdoor activities accessory to the Anaheim Marriott, that these
outdoor events will range from 1 to 8 days each; and that these events will typically include
exhibits, booths, equipment, reception activities, and/or entertainment in conjunction with
activities inside the hotel;
3. That the subject property is located in Specific Plan No. 92-2 "The Anaheim Resort" (SP92-2j;
4. That Sections 18.02.055 and 18.48:070.040.0402 of the, Anaheim Municipal Code permit a
maximum four special event permits per year for temporary outdoor special events for properties
zoned SP92-2; and that Code Section 18.02.55.080 permits the Zoning Administrator to
consider and approve a Special Circumstances Waiver for additional events,
5. That approval of special circumstances waivers (allowing waiver of regulations pertaining to
special events) is authorized by Subsection 18.02.055.080 "Zoning Administrator Review (of
Special Events Permits)" and Section 18.12.085 "Special Event Permit -Review" of the Anaheim
Municipal Code; and

6. That approval of this special circumstances waiver serves the public interest and general welfare;
and that the Code Enforcement Division has not received any complaints regarding any previous
outdoor tents or conferences, nor have any violation notices been issued to the petitioner.
Under authority of Sections 18.02.055.080 and Section 18.12.085, and as described in the petitioner's
:letter dated March 16, 1996, the Staff Report dated April 25, 1996 and the chart submitted at the April 25,
1996 public meeting, the Zoning Administrator approved Special Circumstances Waiver No. 96-06 for a
total of eleven (11) special events to be located in the Anaheim Marriott north parking lot during the
calendar year 1996, subject to compliance with the following conditions:
1. That not less than fourteen (14) days prior to each special event, including tents out-of-doors,
the petitioner shall obtain a Special Event Permit from the Planning Department.
2. That prior to issuance of each Special Event Permit involving placement of any tent in a parking
lot, the petitioner shall obtain the City Traffic and Transportation Manager's approval.
3. That this outdoor event and the various activities associated with it shall comply with all the
standards and requirements set forth in Section 18.02.055 Special Eyent.Permit -General of the
Anaheim Municipal Code unless otherwise specifically provided herein,'including that the event
shall not be conducted before 7 A.M. nor after 10 P.M., in compliance with Subsection
18.02.055.0606.
This decision shall become final unless an appeal to the City Council, in writing, accompanied by an
appeal. fee, is filed with the City Clerk within ten (10) days of the date of this letter or unless members of
the City Council request review of this decision within said 10 days.

Circumstances Waiver No. 96-08 to modify or waive certain regulations concerning a proposed
Special Event Permit on June 1, 1996 through September 1, 1996, on property located at -1221
South Auto Center Drive. She made the following findings:
1. That a letter requesting this special circumstances waiver was submitted on April 30, 1996
by Gordon Brittsan and describes the proposal which consists of sixteen {16) banners
advertising an automobile dealership through the summer.
2. That subject property is zoned ML {Limited, Industriat) and is developed with an automobile
dealership in connection with Conditional Use Permit No. 2636.
3. That approval of a special circumstances waiver (allowing modification and/or waiver of
regulations pertaining to special events) is authorized by Subsection 18.02.055.080
"Zoning Administrator Review (of Special Events Permits)" and Section 18.12.085 "Special
Event Permit -Review" of the Anaheim Municipal Code.
4. That the requested waiver of standards established by the Section .18.02.055 "Special
Event Permit -General" consists of the following:
(i) The underlying use, an automobile dealership, is a conditionally permitted use in the
ML zone not a permitted use (as required by subsection 18.O2.O55.O5O(c]) and
(ii) The proposed special event consists of banners for a period of three (3) months
from June 1, 996 to September 1, 1996 (maximum 36 days permitted annually by
subsections 18.02.055.0607 and 18.02.055.0608).
5. That approval of this special circumstances waiver serves. the public interest and general
welfare because, although the property is not zoned commercially, the General Plan land
use designation is General Commercial (commercial zoning would permit a 36-day special
event permit; and this property is the entry to the City's only auto center and, due to the
difficult access to the center, the display of the banners. would serve the public interest by
directing the public to the center.

the Zoning Administrator approved Special Circumstances Waiver No. 96-08 for the herein
described special event on June 1, 1996 through September 1, 1996, subject to compliance with
the following conditions:
1. That the petitioner shall obtain the necessary special .event permit(s) from the Planning
Department for the entire approved three 13) month period of June 1, 1996 to September
1, 1996.
2. That the special event is limited to a maximum of sixteen (16) advertising banners attached
to light poles on the subject property. The blue and white banners shalt advertise the
automobile dealership and shall be no larger than eleven (11) feet by seven 17) feet in size.
3. That the banners shall be maintained and, if they become worn or tattered, they shall be
replaced immediately or removed.
4. That this outdoor event shall comply with all the standards and requirements set forth in
Section 18.02.055 Special Event Permit -General of the Anaheim Municipal Code unless
otherwise specifically provided herein.
