LOCATION: An approximately 10.87-acre parcel generally consisting of those properties located on the
east and west sides of Citron Street between Rotnneya Drive to the north and La Palma
.Avenue to the south and also including those properties located on the north and south sides
of Hall Avenue, Juliatma Avenue, Bywood Avenue and Victor Avenue extending
approximately 325 feet east of the centerline of Citron Street.
CEQA STATUS: Categorical Exemption, Class No. 15
HEARING DATE: September 12, 1996
OPPOSITION: No one indicated their presence at the public hearing in opposition and no correspondence in
opposition was received; but that two residents spoke at public hearing concerning their
opposition to the proposed gates across Citron Street south of Romneya Drive.
REQUEST: To establish a 2-lot RM-1200 zoned subdivision
Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal Code
Section 18.12.040, to decide the above-referenced petition and a public hearing having been duly noticed for
and held on the date set forth above, I do hereby find:
L That the subject property is developed with apartments;
2. That the proposed map is consistent with the City General Plan;
3. That the design and/or improvement of the. proposed subdivision is consistent with applicable General
Plan;
That the design of the subdivision or the proposed improvements .are not likely to cause substantial
environmental damage or substantially and avoidably injure fish or wildlife or their habitat;
5. That the design of the subdivision or the type of improvements are not likely to cause serious public
health problems;
6. That the design of the subdivision or the type of improvements will not conflict with easements,
acquired by the public at large, for access through or use of the property within the proposed
subdivision; and

7. That the proposed gates across Citron Street will be addressed in connection with a City Council public
hearing and are not approved in connection with this proposed parcel map.
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS: That the Planning Director or his
authorized representative has determined that the proposed project is Categorically Exempt, Class 15, under
Section of the State of California Environmental Quality Act Guidelines.)
Based on the evidence and testimony presented to me, I do hereby determine to approve Tentative Parcel Map
No. 96-146, subject to the following conditions:
1. .That approval of this application constitutes approval of the proposed request only to the extent that it
complies with the Anaheim Municipal Zoning Code and any other applicable City, State and Federal
regulations. Approval does not include any action or findings as to compliance or approval of the
request regarding any other applicable ordinance, regulation or requirement.
2. That prior to installation of entry gates or reconstruction of Citroa Street, Bywood Avenue, Julianne
Street, Victor Avenue or Hall Avenue, the proposed abandonment must be approved by the City
Council.
3. That prior to reconstruction of Citron Street, Bywood Avenue, .Julianne Street, Victor Avenue or Hall
Avenue, a drainage study shall be submitted to the Public Works Department, Development Services
Division for review and approval.

NOTICE: This decision shall become final unless an appeal to the City Council, in writing, accompanied by an
appeal fee, is filed with the City Clerk within 10 davs of the date of the signing of this decision or unless
members of the City Council shall request to review this decision within said 10 days.
