HEARING DATE: August 26, 1999
OPPOSITION: No one. indicated their presence at the public hearing in opposition to the proposal and
no conespondence was received in opposition.
REQUEST: To establish a 4-lot industrial subdivision in Specific Plan Na 94-1 (SP 94-1 "Northeast
Area's in conjunction with an existing office and industrial complex.
Having been appointed Zoning Administrator by the Planning Director,. pursuant to Anaheim Muniapal
Code Section 18.12.040, to decide the above-referenced petition and a public hearing having been duly
noticed for and held on the date set forth above, I do hereby find:
1. That the proposed tentative parcel map is located in Development Area 1 (Industrial Area) and
Development Area 5 (Commercial Area) of the Northeast Area Specific Plan.
2. That this public hearing was continued from the Zoning Administrator meeting of August 12,
1999.
3. That the proposed map is consistent with the applicable General and Specific Plans.
4. That the design and/or improvement of the proposed subdivision is consistent with the applicable
General and Specific Plans.'
5. That the design of the subdivision or the proposed improvements are not likely to cause
substantial environmental damage or substantially and avoidably injure fish or wildlife or their
habitat.
6. That the design of the subdivision or the type of improvements are not likely to cause serious
public health problems.
7. That the .design of the subdivision or the type of improvements will not conflict with easements,
acquired by the public at large, for access through or use of the property within the proposed
subdivision.

CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS: That the Zoning Administrator has reviewed this
proposal to establish a 4-lot industrial subdivisionin Specific Plan 94-1 (SP94-1 "Northeast Area's in conjunction
with an existing office and. industrial complex on four contiguous and noncontiguous parcels of land totaling 10
acres described as follows:
Parcel No.1 (2910 and 2940 East La Palma Avenue) is a rectangulariy-shaped parcel consisting of 3.8 acres
having a frontage of 675 feet on the south side of La Palma Avenue, a maximum depth of 250 feet and being
located 375 feet east of the centeriine of White Star Avenue; and
Parcel No. 2(1011 and 1015 Armando Street) is a rectangularly-shaped parcel consisting of 1.2 acres located at
the northeast comer of Armando Street and White Star Avenue, having frontages of 190 feet on the east side of
White Star Avenue and 248 feet on the north side of Armando Street; and
Parcel No. 3 (2961, 2971,2981, 2991 and 2995 White Star Avenue) is an irregularly-shaped parcel consisting of
3.7 acres located at the southeast comer of Armando Street and White Star Avenue, having a frontages of 225
feet on the south side of Armando Street and 266 feet on the east side of White Star Avenue, and a maximum
depth of 645 feet; and
Parcel No. 4 (1040 Armando Street) is a rectangulariy-shaped parcel of land consisting of 1.1 acres with a
frontage of 249 feet on the south side of Armando Street at the easterly terminus of Armando Street and a
maximum depth of 200 feet;
and does hereby. approve the Negative Declaration upon finding that she has considered the Negative
Declaration together with any comments received during the public review process and further finding on the
basis of the initial study and any comments received that there is no substantial evidence that the project will have
a significant effect on the environment.
Based. on the evidence and testimony presented to me, I do hereby determine to approve Tentative
Parcel Map No. 99-169, subject to the following conditions:
That. in conjunction with recordation of this parcel map to subdivide ubject property, an unsubordinated
restricted covenantproviding reciprocal access and parking, approved by the City Traffic and
Transportation Manager and the Zoning Division and in a form satisfactory fo the City Attorney, shall be
recorded with the Office of the Orange Counfy Recorder. A copy of the recorded covenant shall then be
submitted to the Zoning Division.. Said covenant shall include provisions to guarantee that the entire
complex shall be managed and maintained as one (1) integral parcel for purposes of parking, vehicular
circulation, signage, maintenance, land usage and architectural control, and that the covenant shall be
referenced in a!I deeds transferring aU or any part of the interest in the property.
2. That CC&Rs for a Master Association for this parcel map shall be submitted to the Subdivision Section of
the. Public Works Department, the Building Division and the Zoning Division for review, -and #o the City
Attorney's office for. review and approval. Said documents shall include provisions for maintenance of
private facilities including compliance with the approved Water Quality Management Plan.
3. That. the City of Anaheim's interpretation of Section 66424 of the Subdivision Map Act is that newly
created parcels of a subdivision shall be be contiguous. Therefore, the applicant shall submit a separate
final parcel map for the noncontiguous parcel adjacent to La Palma Avenue (Parcel 1).
4. That all condominium- units shall be assigned street addresses by the Building Division.
5. That the developer shall construct a sidewalk to City of Anaheim Standards within the public right-of--way
along the. parcel frontage adjacent to La Palma Avenue (Parcel 1). The sidewalk construction shall be
completed after the recordation date of the. Final .Map for Parcel 1.
6. That the developer shall submit a landscaping plan to the Urban Forestry Division of the Community
Services Department for review and approval showing minimum twenty four inch (24'~ box sized trees in
designated areas of the frontage adjacent to La Palma Avenue. Said trees shall be installed within ninety
(90) days after the recordation date of the final maps.

7. That the developer shall submit a Water Quality Management Plan (WQMP) specifically identifying the
.best management practices that will be used on-site to control predictable pollutants from storm water
runoff. The WQMP shall be submitted to the Public Works Department, Development Services Division,
.for review and approval. The approved WQMP shall be incorporated into the CCBR's of the Master
Association.
8. That the legal property owner shall furnish a Subdivision Agreement, in a form approved by the City
Attorney, to the City of Anaheim agreeing to complete the public improvements required as a condition of
.this map at the owner's expense. Said agreement shall be submitted to and approved by the City of
Anaheim and shall be recorded concurrently with the final map.
9. That final parcel maps to record the division of subject property shall be submitted to and approved by the
City of Anaheim and shall then be recorded in the Office of the Orange County Recorder.
10. That all existing utility easements shall be maintained. Easements shall be prepared for secondaries and
services that cross property other than that which the conductors serve.
11. That any required relocation of City electrical facilities shall to be at the developer's expense.
12. That trash storage areas shall be refurbished to-the satisfaction of the Public Works Department, Streets
and Sanitation Division, to comply with approved plans on file with said Department, including that gates
are required on existing trash-enclosures.
13. That no required parking area shall be fenced or otherwise enclosed forstorage or other outdoor uses.
14. That. prior to final parcel map approval,. Condition Nos. 1, 2, 3, 4, 7, 8, 10, 11 and 12. above-mentioned,
-shall be complied with.
15. That approval of this application constitutes approval of the proposed request only to the extent that it
complies with the Anaheim Municipal Code and any other applicable City, State, and Federal regulations.
Approval does not include any action or findings as to compliance or approval of the request regarcling
any other;applicable ordinance, regulation or requirement.
