APPROVING TENTATIVE PARCEL MAP NO. 2000-243

LOCATION: 140 South Harding Avenue
This property is rectangularly shaped and consists of 0.32 acre located between
Harding Avenue and Grand Avenue, having frontages of 50 feet on the east side of
Harding Avenue and 50 feet on the west side of Grand Avenue, having a maximum
depth of 280 feet, and being located 140 feet north of the centerline of Del Monte Drive.
HEARING DATE: February 8, 2001
OPPOSITION: No one indicated their presence at the public hearing in opposition to the proposal and
no correspondence in opposition was received.
REQUEST: To establish atwo-lot single-family residential subdivision in the RS-7200 (Residential,
Single Family) Zone to construct two single family residences.
Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal
Code Section 18.12.040, to decide the above-referenced petition and a public hearing having been duly
noticed for and held on the date set forth above, I do hereby find:
1. That the subject property is currently vacant and is a "through" lot with frontages on both
Harding Avenue and Grand Avenue.
2. That this parcel map proposes a subdivision which is consistent with the applicable
General Plan Low Density Residential land use designation.
3. That the proposed density is within the permitted density range as described in the Land Use
Element of the City of Anaheim General Plan.
4. That the proposed subdivision will not adversely affect adjoining land uses and the growth and
development of the area.
5. That the size and shape of the site is adequate to allow full future development of the subdivision
in a manner not detrimental to the area.
6. That the traffic generated by the proposed subdivision will not impose an undue burden on the
adjacent streets and highways.
7. That the design of the subdivision and the planned improvements will not conflict with easements
acquired by the public at large for access through or use of the property within the proposed subdivision.
8. That granting of this tentative parcel map will not be detrimental to the peace, health,
safety or general welfare of the citizens of Anaheim.

CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS: That the Zoning Administrator has
reviewed the proposal to establish a 2-lot "RS-7200° Residential, Single Family zoned subdivision under
authority of Code Section 18.12.045 on a rectangularly-shaped 0.32-acre property having frontages of 50
feet on the east side of Harding Avenue and 50 feet on the west side of Grand Avenue, with a maximum
depth of 280 feet, being located 140 feet north of the centerline of Del Monte Drive, and further described
as 140 South Harding Avenue; and does hereby approve the Negative Declaration together with any
comments received during the public review process and further finding on the basis of the initial study
and any comments received that there is no substantial evidence that the project will have a significant
effect on the environment.
Based on the evidence and testimony presented to me, I do hereby determine to approve Tentative
Parcel Map No. 2000-243, subject to the following conditions:
1. That approval of this parcel map is granted subject to the approval of Variance No. 2001-04422, now
pending.
2. That the legal property owner shall irrevocably offer to dedicate to the City of Anaheim on the final
parcel map, an easement thirty (30) feet from the centerline of Harding Avenue and thirty (30) feet
from the centerline of Grand Avenue.
3. That prior to final parcel map approval, Condition No. 1above-mentioned, shall be complied with.
4. That approval of this application constitutes approval of the proposed request only to the extent that it
complies with the Anaheim Municipal Zoning Code and any other applicable City, State and Federal
regulations. Approval does not inGude any action or findings as to compliance or approval of the
request regarding any other applicable ordinance, regulation or requirement.

NOTICE: This decision shall become final unless an appeal to the City Council, in writing, accompanied
by an appeal fee, is filed with the City Clerk within 10 days of the date of the signing of this decision or
unless members of the City Council shall request to review this decision within said 10 days.
