OPPOSITION: No one indicated their presence at the public hearing in opposition to the proposal and
no correspondence was received in opposition.
REQUEST: To establish a 5-lot industrial subdivision.
Having been appointed Zoning Administrator by the Planning Director, pursuant to Anaheim Municipal
Code Section 18.12.040 (Authority and Duties), to decide the above-referenced petition and a public
hearing having been duly noticed for and held on the date set forth above, I do hereby find:
That the proposed map is consistent with the Anaheim General Plan.
2. That the design and/or improvement of the proposed subdivision is consistent with the
Anaheim General Plan.
3. That the design of the subdivision or the proposed improvements are not likely to cause
substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat.
4. That the design of the subdivision or the type of improvements are not likely to cause
serious public health problems.
5. That the design of the subdivision or the type of improvements will not conflict with
easements, acquired by the public at large, for access through or use of the property within the proposed
subdivision.
6. That the size and shape of the property is adequate to ensure that the proposed parcels
will conform to the development standards of the underlying industrial zone; and that the proposed
industrial subdivision complies with the Land Use Element of the Anaheim general Plan, which
designates this property for General Industrial land uses.
That the proposed subdivision will not have a negative impact on the surrounding industrial
land uses.
8. That the design of the subdivision will not conflict with easements for access through or use
of property within the proposed subdivision.

CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS: That the Zoning Administrator has-
reviewed the proposal to establish a 5-lot industrial subdivision in the ML (limited Industrial) Zone on an
irregularly-shaped 3.6-acre property located on both sides of Kimberly Avenue on the west side of
Raymond Avenue, having a combined frontage of 240 feet on the west side of Raymond Avenue and a
maximum depth of 632 feet, and being further described as 1831 -1835 North Raymond Avenue and
1100 - 1115 East Kimberly Avenue; and does hereby approve the Negative Declaration upon finding that
she has considered the Negative Declaration together with any comments received during the public
review process and further finding on the basis of the initial study and any comments received that there
is no substantial evidence that the project will have a significant effect on the environment.
Based on the evidence and testimony presented to me, I do hereby determine to approve Tentative
Parcel Map No. 2003-264, subject to the following conditions:
That approval of this parcel map is granted subject to compliance with Condition Nos. 5, 6, 7, 9 and
10 of Decision No. ZA 2004-011, approved in connection with Variance No. 2004-04603 (which was
approved concurrently with this tentative map).
2. That a final map to record the division of subject property shall be submitted to the City of Anaheim
and the Orange County Surveyor for review and approval. Following approval, the final parcel map
shall be recorded in the Office of the Orange County Recorder.
3. That an unsubordinated restricted covenant to guarantee that the entire complex shall be managed
and maintained as one (1) integral parcel for purposes of vehicle circulation, signage, landscaping,
maintenance, land use and architectural control, shall be submitted to the Zoning Division for review
and approval, iri a form satisfactory to the City Attorney. Following approval the covenant shall be
recorded with the Office of the Orange County Recorder. A copy of the recorded covenant shall
- then be submitted to the Zoning Division.
4. That the property owner shall irrevocably offer to dedicate the City of Anaheim an easement for
corner cutoffs at the intersection of Kimberly Avenue and Raymond Avenue. Said dedication shall
be shown on the final parcel map,
That the developer shall submit street improvement plans to the Public Works Department,
Development Services Division, to construct a sidewalk and landscaped parkway along Raymond
Avenue and Kimberly Avenue in accordance with Public Works Department Standard Detail No.
160. The parkway landscaping and irrigation between the sidewalk and the curb shall be installed
with the parkway irrigation being tied into the on-site irrigation system and being maintained by the
property owner. A bond to guarantee said improvements shall be posted with the City of Anaheim in
an amount approved by the City Engineer and a form approved by the City Attorney prior to final
map approval. The developer shall obtain aRight-of-Way Construction Permit from the
Development Services Division for all work performed in the public right-of-way. The improvements
shall be constructed prior to final map approval. _
6. That if this project has landscaping areas exceeding two thousand five hundred (2,500) square feet
including the parkways, a separate irrigation meter shall be installed in compliance with Chapter
10.19 (Landscape Water Efficiency) of the Anaheim Municipal Code and Ordinance No. 5349.
7. That individual water service andlor fire line connections will be required for each parcel in
accordance with Rule 18 of the City of Anaheim's Water Rates, Rules and Regulations.
8. That all requests for new water services or fire lines, as well as any modifications, relocations. or
abandonment of existing water services and fire lines, shall be coordinated through the Water
Engineering Division of the Anaheim Public Utilities Department.
9. That prior to final parcel map approval, Condition Nos. 1, 3, 4, 5, 6, 7 and 8, above-mentioned, shall
be complied with.

10. That approval of this application constitutes approval of the proposed request only to the extent that
it complies with the Anaheim Municipal Zoning. Code and any other applicable City, State and
Federal regulations. Approval does not include any action or findings as to compliance or approval
of the request regarding any other applicable ordinance, regulation or requirement.

by an appeal fee, is filed with the City Clerk within 10 days of the date of the signing of this decision or
