Mayor Schutte cal~ed the meeting to order.
MINUTES: Minutes of the regular meeting held February 23, 1960 were approved
on motion by Councilman Coons, seconded by Councilman Thompson. MOTION CARRIED.
SPECIAL USE PERMIT NO. 63'. Submitted by Mr. and Mrs. Sigurd Johansen, re-
questing permission to expand nursing facilities to include another building to
accommodate more patients, and also, to remodel present buildings, property
located on the east side of Olive Street, between Center Street and Broadway,
at 122 South Olive Street.
The City Plannin9 Commission, pursuant to their Resolution No. 175,
Series 1959-60, granted said Special Use Permit, after finding the use of the
property would require curb, sidewalk and driveway as recommended by the
Engineering Committee in order to preserve the safety and welfare of the citizens
of the City of Anaheim, and subject to the following:
1o Repair curb, sidewalk and driveway as directed by Public Works.
Action was withheld by the City Council at their meeting of
February 23, 1960, in order to obtain additional information as to the
licensing and inspection procedures followed by the State and County regarding
this type of nursin9 facilities.
Mr. Murdoch reported on investi9ation made regardin9 the issuance
of permits and inspection procedures followed by the County and State Department
of Health, and based on said report, no further action was taken by the City
Council.
TRACT NO. 3492: Communication dated February 18, 1960, from Associates
Funding, Inc., requesting that Conditions No. 1 and 2 of the motion approving
revised tentative map, Tract No. 3492, be revised or amended as they have been
unable to reach an.agreement with the owners of the adjacent property (Masonic
Temple) regarding the street pattern and necessary dedication, was submitted
at the meeting held February 23,; 1960 and action by the City Council was deferred
to this date so a representative from the Masonic Temple Board could be present°
Mr. Horace Camp, representing Associates Funding, Inc., pointed out
on the tract map the street pattern required and again explained their reasons
for requesting said amendment.
Mr. Leo Friis, Attorney representin9 the Masonic Lodge, addressed
the Council and advised that the plans of the Masonic Temple Board are now
indefinite due to the fast growth of the community, and the ultimate development
may be larger with more parking required. He requested that Condition No. 5
of Rogolution No. 5596 in R~cla~gification No. F-5~-60-18, bo oliminat@d, and
that the original plan of the subdividers of Tract No. 3492 for a cul-de-sac
street, be approved. He further advised that they had no objections to the
9rantin9 of Mr. Camp's request.
Mr. Camp advised that they preferred to dead end the street with alleys
running each way, instead of making it a cul-de-sac street. That to grant the
request of Associates Funding would not change the street pattern within the
tract; that they were not asking for relief from street improvements°
Councilman Thompson moved that revised tentative map, Tract Noo 3492,
be approved with the conditions that there be a 20 foot alley on the north and
an 18 foot alley on the east side of the property, and further, that Condition
No. 1 of the prior approval of said map, be eliminated. Councilman Fry seconded

the motion° Councilman Coons voted "no". MOTION CARRIED.
RECLASSIFICAIION NO. F-59-60-18: Discussion was held regarding the verbal request
of Mr. Friis for the removal of Condition No. 5, Resolution of Intention No. 5596,
and Mr. Friis further requested that Council action on ~said matter be continued
for one w~ek. (See previous discussion relative~ to Tract No. 3499)
Councilman Fzy moved that the matter of eliminating Condition No. 5
from Resolution No° 5596 be continued for one week (March 8, 1960). Councilman
Thompson seconded the motion. MOTION CARRI£D.
(Councilman Coons left the meeting at 8:30
RECLASSIFICATION NO. F-58-59-100: communication dated February 23, 1960, from
Dr. Asa Bo Carmichael, requesting amendment to deed restrictions in Reclassification
Nco F-58-59-100, to allow additional Commercial uses on the property, was
submitted and discussed.
It was noted that said limitation., as to the commercial uses on the
property was also a condition of Ordinance No. 1375, rezoning the property in
question°
Councilman Pearson moved that the Applicant be notified that said
request for amendment to the deed restrictions will necessitate a public hearing
before the City Planning Commission and the City Council, which will require the
filing of a new application and the payment of the filing fee° Councilman Fry
seconded the motiono MOTION CARRIRD.
RECLASSIFICA/ION NO. F-56-57-46~ Communication from Euclid Shopping Center,
dated February 24, 1960, requesting removal of Condition No. 2 of Deed Restrictions
filed in Reclassification No. F-56-57-46, to allow construction of a sheet metal
building, was submitted and discussed.
Councilman Pearson moved that Condition No. 2 o£ said Deed Restrictions
"Al
be amended to read, 1 buildings shall be masonry, arckitectural steel or
similar fire resistant materials". Councilman Fry seconded ~he motion. MOTION
CARRIED.
RECLASSIFICATION NO. F-59-60-40: Communication dated February 25, 1960, from
Wo V~elsh Morningstar, Attorney for Tom and Louise Simon, requesting reconsideration
of reclassification application No. F-59-60-40, which was denied by Resolution
Nco 5657 on December 1, 1959, and setting forth their reasons for said request~
was submitted.
Mr. Morningstar addressed the Council, reit.erating the items contained
in his communication, and advising that they now have additional pertinent information
pertaining to said zoning matter.
Councilman Pearson moved that the Council take no action on said request.
There being no second to said motion, Councilman Pearson withdrew the motion°
Discussion was held by the City Council regarding the previous hearing,
a% the conclusion of whioh~ Councilman Thompson moved that said request be granted
and public hearing scheduled to be held March 22, 1960, in order that additional
information may be presented~ and further~ that the Applicant be required to pay
one-half the normal £iling fee charged, to help defray additional costs to the
City for advertising~ mailing and posting~ in the amount of $25.00. Councilman
Fry seconded the mo~ion. MOTION CARRIED.

COUNTY USE VARIANCE NO. 4459~ . County Use Variance No. 4459, Applicant, Eugene T.
Metz, requesting permission to construct a veterinary hospital on property
located on the north side o£ Lincoln Avenue, approximately 660' east o£ Gilbert
Street, was brought before the City Council for their consideration.
RESOLUTION NO. 58461 Councilman Pearson offered Resolution No. 5846 and moved
for its passage and adoption~ urging the County Board of Supervisors to deny
County Use Variance No. 4459, on the grounds that the property in question is

located adjacent to school property, that there is a R-1 zone in the immediate
vicinity, it is not a proper use of the area because it is not compatible with
projected uses around it, and initiation of annexation proceedings, annexing
the area in .question to the City of Anaheim, has been commenced.

through twenty~six, and dated February 29, 1960, be accepted in lieu of
original presentation~ subject to all of the requirements of the Planning
and Zoning Departmen%o Councilman Fry seconded the motion° MOTION CARRIED.
