The Mayor declared Resolution No. 6025 duly passed and adopted°
VARIANCE NO. 1217~ Submitted by Convention Land U.$oAo, Inco~ and U.S.Ao
Motel Corporation, requestiing permission to construct a multi-story hotel,
approximately 300 rooms~ and a shopping center with facilities for approximately
200 separate stores, on praperty briefly described, as located on the north
side of Katella Avenue~ between West and Walnut Streets, ~outh of the
Disneyland Motel.
Public hearing was held May 3, 1960 and again May 17, 1960, at
which time said hearing was closed and action by the City Council deferred
to this date £or the presentation o£ a letter, outlining in detail specific
plans and intentionsof the Applicant pertaining to this project°
Letter dated May 23, 1960 from James L, ~allon, outlining their
plans of development, was submitted and read (copies o£ said letter were
furnished each Councilman)°
Further consideration was given and discussion was held pertaining
to the proposed operators of the hotel, the financing, having the motion in
writing before action, ame"dment to their stipulation regarding their pre-
sentation of plans as development occurs~ by the addition of the words~ "for
Council approval", thereby providing Council control°
Mr. Murdoch repo=ted that where a proposal is made in a letter
outlining the intentions of the project in question, the Council has granted
the variance subject to the carrying out of the terms and conditions as
outlined in the letter° Roughly, the letter is made a part of the application°
If the letter is su£ficien%ly detaile~ that any violation o£ the expressions
in the letter constitutes a violation of the terms of the variance.
Councilman Chandler moved that action be deferred two weeks
(June 7, 1960) to allow for further study and the working out of exact terms
under which the variance w~uld be granted° Councilman Thompson seconded the
motion° MOTION CARRIED.

TRASH TRANSFHR STATION: Action by th9 City Council ratifying City Planning
Commission's interpretation of provis!.ons regarding M-2 zoning, permitting
trash transfer stations in that zone, ~was held over from the meeting of May 17~
1960 in order to allow the City Council to visit a similar disposal station
in Southgateo
Mr. Koch, Orange County Surve. yor and Road Commissioner, stated he
had nothing more to add; that the City Council has visited the site in
Southgate and reviewed their operations, and requested that a letter received
by him from Dfc Edward Lee Russell, H%alth Officer~ be made a part of the
record o
The letter referred to, date~ May 20, 1960, was submitted and read,
expressing the opinion of the Health Department, that the installation and
operation of this facility at this lo~ation would not create a public health
nuisance. ~
Mr. Phill Iwombly~ Manager o~ Golden Citrus Juices~ Division of Minute
Maid Corporation~. addressed the Counc.[1 in opposition to the location of the
trash transfer station at this site, .being adjacent to their plant~ stating
his reasons thexe£or~ and explaining that their food processing business is
under strict inspection and licensing by the State and Federal Food Administration
authorities~ as well as the Quarterma~.~ter Corps of the Armed Forces, would be
jeopardy, as would customer relations~ He stated their objections were being

entered only after inspection of the Southgate operations by one of their
technical staff members, an~ although realizing this site would be we.il
handled by the County and k~p% as clean as possible, felt that un, er the
circumstances, the oppositiion should be presented as strongly as possible°
ReaLizing the great need df the City and community for such a facility, he
stated it was with extreme relucJ;anc'e they oppose this program° He was
concerned not only with dus~c, but possible flies and insects, and added that
in the event the Council g~.anted this request, every safeguard should be
taken, such as, (1)walls, (2) limitation of non-garbage conditions, (3)all
vehicles be covered, (4) p~ssible coverage of the dumping pits, (5) constant
insect control, (6) grante~ with the approval of State and Federal-Food and
Drug Administration, as we~l as Army Quartermaster Corps°
Mro Walter Chaffe~, Attorney for Golden Citrus 3uices, Inc., reminded
the City Council that the ~atter before them was a general ruling affecting
all M-2 property in the City, thereby allowing trash transfer stations without
any controls whatsoever in iany M-2 zone° He cautioned such a ruling and
suggested the use of the Special Use Permit, which would give the City Council
some control over the activities°
Mr° Turner concurred with Nhro Charley, explaining the matter before
the City Council was the ~tification of the City Planning Commission's
interpretation regarding this use being allowable in the M-2 zone°
The letter from ~r. Twombly to Mro Murdoch, dated May 17, 1960,
was entered into the record.
At the conclusion of the discussion, Councilman Fry moved that'.
decision be postponed for ~wo weeks (June 7, 1960) to allow Mr. Murdoch to

and on motion by Councilman Chandler, ~econded by Councilman Fry, action was
ordered deferred to the next meeting (~ay 31, 1960) to allow further investi-

Mr. Piersall reported that required fees have been paid~ and necessary
bond posted~ that the final map was substantially the same as the tentai~ive
map previously approved, and recommended acceptance of said tract.
Detailed plans were submitted and reviewed by the City Council°
Final map, Tract Nee 3653 was~approved by the City Council, on the
recommendations of the City Engineer, Dn motion by Councilman Fry, seconded
by Councilman Chandler° MOTION CARRIED.
TENTATIVE MAP~ TRACT NO. 3770: Subdivider, Chip Development Company° Tract
located 659 feet west of Placentia Avehue, on the south side of La Palma Avenue

tentative map, his client has sold thi~ property to the Anaheim Union High

to attend State Bar Association meeting in Westwood~ June 17th and 18th, 1960o

PERMISSION TO LEAVE THE STATE! Councilman Fry was granted permission to
leave the State {or approximately 30 days~ on motion by Councilman Chandler,

FIREWORKS REGULATION~ Mr. G~orge Garrison, Commander of V.F.W. addressed the
Council, requestin9 information and interpretation of the newly enacted
ordinance regulating issuanc% of £ireworks permits, and verbally requested
Council approval and permission to establish and operate a fireworks stand
at the northeast corner o£ Nfrth and Palm Streets~ explainin9 they had used
this location for many years in the past°
Said request was franted and approval given to the northwest corner
o£ Palm and North Streets~ on motion by Councilman Chandlery seconded by
Councilman Fry. MOTION CARRIED.
REFUND- TRACT NO. 3446, (GXiffith Brothers) Refund in the amount o£
$3,271.22~ representin9 deposits actually made on said tract, was authorized,
on motion by Councilman Fry, s~conded by Councilman Thompson. MOTION CARRIED.
