PUBLIC HEARING - VARIANCE NO. 1239: Submitted by Al~on J. and Gloria S. Sharkey,
requesting waiver of minimum front yard setback requirements to permit encroachment

at 535 Concord Place (west side of Concord Place, between Gharlestown and Chelsea
Drive ).
The City Planning Commission, pursuan~ ~o %heir Resolution No. 250,
Series 1959-60, granted said variance, subject to the erection of a block wallo
Review of action taken by the City Planning Commission was ordered by
the City Council, and public hearing scheduled to be held this date°
The Mayor asked if anyone wished to address the Council.
Mr. Sharkey addressed the Council, advising that his neighbors on each
side £avored the construction of the wallo He explained that the pool has been
constructed with a chain link fence at the edge of the pool and that the area re-
quested ~o be enclosed by the wall has already been cemented. For safety purposes,
he requested favorable consideration by the Council of his requested variance°
Plans from the file were reviewed by the Council, and discussion held.
The Mayor asked if anyone else wished to address the Council, there
being no response~ declared the hearing closed.
RESOLUTION NO. 6072~ Councilman Chandler offered Resolution No. 6072 and moved
for its passage and adoption, grantin9 variance Nco 1239, allowing a five foot
extension (encroachment) into required front yard setback°

The Mayor declared Resolution Noo 6072 duly passed and adopted°
Later on in the meeting, Mr. Sharkey returned and addressed the
Council, requesting reconsideration of previous Council action, and the City
Clerk was ordered to schedule this matter again for the meeting of June 21, 1960,
in accordance with the verbal request of the Applicant.
PUBLIC HEARING- VARIANCE NO. 1240: Submitted by Peter Aguayo, requesting
waiver of minimum front yard setback requirements to permit encroachment of a
five foot stake fence within ten feet of front property line, prOperty located
at 912 Hampton Street (east side of Hampton Street, between Glenhaven and
Glenoaks Avenues)~
The City Plannin9 Commission, pursuant to their Resolution No. 251,
Series 1959-60, denied said variance.
Appeal from action taken by the City Planning Commission was filed
by the Applicant, and public hearin9 scheduled to be held this date.
Correspondence in opposition to said variance, received from
Smillie Gray, 2536 Glenhaven Street, was submitted.
The Mayor asked if anyone wished to address the Council~
Mrs. Yvonne Aguayo, Applicant, addressed the Council, urging the
granting of said variance, and explaining the layout of their yard and the
proposed plans for construction of a swimming pool and fence.
Plans from the file were reviewed by the City Council°
Mr. Theodore Randolph, 2520 Glenhaven, addressed the Council in
opposition to said variance~ and was of the opinion that to grant this
request would be setting a precedent for waivers of front yard setbacks.
Further, he believed that a stake fence in the front yard would be difficult
to maintain~
Mrs. Aguayo advised that they would be willin9 to construct any
type of fence that would be agreeable to the neighbors.
The Mayor asked if anyone else wished to address the Council,
there being no response, declared the hearin9 closed.
RESOLUTION NO. 6073: Councilman Coons offered Resolution No. 6073 and moved
for its passage and adoption, granting variance No. 1240, allowing for a
maximum five foot encroachment into front yard setback area°

by the City Attorney.

was ill and had been unable to complete the preparation of the rulingo
Councilman Chandler moved the public hearing again be continued for

SIGN APPLICATION .- WESTERN AUTO: Application for one 25 foot high, lighted roof
sign at 1647 Euclid Avenue (northwest Corner of Crescent and Euclid) was submitted
at the meeting of May 24~ 1960 and held over to this date to determine the owner"s
plans for signing the entire shopping center°

development and explained the location, type and proposed height of the requested

that the maximum height to the top of the Western Auto sign shall not exceed

SIGN APPLICATION ,- BOB HART: Application for one 13 foot high double faced
lighted reader panel at 517 West Vermont Avenue, together with sketch, was
submitted at the meeting of May 31, 1960, and action deferred to this date
pending investigation of the use of the property°
Variance No. 1248, submitted by Robert Lo and Ruth M. Hart, requesting
permission to operate a motel on property presently zoned R-3 at 517 West Vermont
Avenue, was submitted.~and discussed°
Councilman Thompson moved that the sign application be granted, as
requested. Councilman Chandler seconded the motion° MOTION CARRIFDo
VARIANCE NO° 1248: Submitted by Robert Lo and Ruth Mo Mart, requestin9 permission
to operate a motel on property presently zoned R-3, located at 517 West Vermont
Avenue (north side of Vermont Avenue, west of Plato Street)°
The City Planning Commission, pursuant to their Resolution No° 269,
Series 1959-60~ granted said variance.
Mr. Hart, Applicant, was present and advised that there are six parking
spaces for the six units°
Discussion was held by the City Council and no further action taken°
SIGN APPLICATION - HERTZ RENT-A-CAR~ Application for one 14 foot high free standing
neon sign at 1150 South Harbor Boulevard, together with plan and rendering, was
submitted~ and reviewed by the City Council°
In accordance with Council policy regarding signs in the Disneyland
area, Councilman Coons moved said application be denied° Councilman Chandler
seconded the motion° MOTION CARRIED.

refund of balance of $300000 bond posted for the performance of street work at
1019, 1021, 1027 and 1029 South Street~ less inspection fees, was submitted°
On the recommendations of the City Engineer, said refund was granted
as requested, on motion by Councilman Coons, seconded by Councilman Chandler.

VARIANCE NO. 1178 - EXTENSION OF TIME: Request of Loren Eo Wagner~ Mira
Flores, InCo, for six months extension of time, from the date of expiration,
on Variance No. 1178, was submitted.
Councilman Chandler moved that six months extension of time from
the expiration date of the original variance~ be 9ranted~ providcn~ all
dedications for street widening purposes as set forth in Resolution No. 5743
have been complied with prior ~0 the original variance expiration date
(July 12~ 1960)~ Councilman Coons seconded the motion. MOIION CARRIED.

corner of South and Sunkist Streets)° Plot and building plans, Tentative
Tract NOo 3438, were submitted and reviewed by the City Council°
A gentleman from the tract builder's office came forward and
discussed the plans with the City Council~ and advised that these proposed
homes were of the same type as constructed in their tract between Santa
Aha and South Streets° It was noted that Tract 3438 i's presently in
County territory~

his request and stated, in his opinion, the rest home would be in Keeping with

Discussion was held to determine the method in which this request
should be handled, at the conclusion of which, Councilman Chandler moved that

The City Engineer reported that a representative of McDaniel Engineering,
engineers for said tract, had advised him by phone of the Subdivider~s request
to have Tract No. 3365 held over until such time as Reclassification Noo
F-59-60-107 is considered by the City Council°
In accordance with the phone irequest received by the City En9ineer,
Councilman Chandler moved that action On Tentative Map, Tract Noo 3365, be
withheld~ said tract to be considered in conjunction with Reclassification
Noo F-59-60-107 on July 5, 1960o CounCilman Coons seconded the motion° MOTION

The City Planning Commission approved said tentative map, subject
to the following conditionsl
1o Eliminate cul-de-sac and extend street northerly to stub off at
the north property line~
2~ Provide full roadway (20") exclusive of sidewalk on west side~
3. Pertinent plot and building plans to be submitted to the City
Council for review°
4~ Require that should this subdivision be developed as more than
one subdivision, each subdivision thereof shall be submitted in tentative form

Mr~ Jack Cochran, representing Sierra Downs #3, Inco, addressed the
Council, advising that they were agreeable to the conditions imposed by the
City Planning Commission, however, this tract is designed to be a lot sale
subdivision and %herefore~ no plans of development would be availableo
Discussion was held in an effort to solve the problems of this project~
at the conclusion thereof, Councilman Coons moved that tentative map, Tract
No. 3816, be approved~ subject ~o the recommendations of the City Plannin9
Commission, and further subject to:
1~ The placement of deed restrictions limiting the size of homes con~
structed therein to 1,500 square feet minimum~ in accordance with suggestion and
consent of Mr. Cochrano
2. An agreement be entered into which will detail and determine the
comple4e costs for the westerly half of the street, which is an obligation of
the present developer, and upon payment of this determined amount by ~he
property owner on the west side o£ Della Lane, a dedication of the one foo~ strip
be made %o the City of Anaheim°
Councilman Thompson seconded the motiono MOTION CARRIED°

REQUKST - ABANDONMENT OF EASEN[ENT: Request of Mr. Lo Da $tenersen for
abandonment of public utility easement at 2165 Crone Avenue (Lot 5, Tract
Nco 2713) to allow construction of a garage, was submitted, and ordered held
over until such time as clearance has been obtained from all City Departments
concerned, on motion by Councilman Chandler, seconded by Cou~ilman Coons.

Senior Youth Fellowship, Seventh-Day Adventist Church, for permission to use

Story Hour Program in West Anaheim, was submitted, and ordered held over for
one week in order to obtain further information, on motion by Councilman Coons,

REQUEST - SIDEWALK WAIVER: Request of First Southern Baptist Church, 1275 Eas~c
Broadway, for waiver of sidewalk requirement (100 feet) was submitted~ and on

at the intersection of Harbor Boulevard and Katella Avenue, and explained that
the State of California will approve funds for the installation of traffic
signals at this intersecti, on, providing the four left turn openings on Harbor
Boulevard are closedo
Mro Bob Martin~ representing Orangewood Development, owners of the
property at the Southeast corner of Harbor and Katella, addressed the Council
in opposition to the closing of the left hand turn pockets,
Mro Ed. Ettinger of Disneyland, Inc., explained their interest was
that in the installation of ~:he ~:raffic signals and cross walks for the
safety of the visitors in this area.
Mro Bob Hobbs, speaking for the Saga Motel and Charterhouse, re-
iterated remarks made by Mr. Ettinger per%ainin9 to the necessity for the
signals and crosswalks.
Mro Lowe, one of the owners of the Whalers Inn, explained the closing
of the left hand turn openings could seriously affect their business°
Further discussion was held and the serious need for these signals
was recognized by the City Council, however, it was their desire that furthe~
exploration be given to either complete removal of, the islands or modification
to the State"s-requirements pertaining to the elimination of the left hand
turn pockets~
The City Engineer was requested to contact the State in an effort
to resolve the problem, and again report to the City Council at their meetin9
of June 21, 1960.

The Mayor declared Resolution Noo 6088 duly passed and adopted°
LOS ANGELES COUNTY FAIR: Communication from Los Angeles County Fair, dated
June 8, 1960, requestin9 permission to have their two shetland pony teams
visit Anaheim, September 1, 1960, advertising the Fair September 16 through
October 2~ 1960, was referred to the Recreation Department for compliance with
request o
1960 OLYMPIC WINIER GAN~$~ Letter from Mr° Walt Disney, transmitting a plaque
picturing Anaheim's snow statue and souvenir brochure of the event, was sub-
mitted and read by Mr o Murdocho
Said plaque and brochure were received with thanks, and ordered
received and filed.
MoW.D. -RESIGNATION OF DIRECTOR: Communication from Mro E, Po Hapgood,
resignin9 the position of Metropolitan Water District Director representing the
City of Anaheim, effective June 15, 1960, was submitted and read°
Councilman Thompson moved said resignation be accepted, with regrets,
and that the City Clerk prepare appropriate resolution for Mr. Hapgood, and
thereupon nominated Mro Charles Ao Pearson, Metropolitan Water District Director
representing the City of Anaheimo Councilman Coons seconded the mo%iono
MOTION CARRIED.
Mayor Schutte appointed Chaso Ao Pearson~ Director of the Metropolitan
Water Distric%~ representing the City of Anaheim° Said appointment was
unanimously ratified by the City Council.
