Mayor Krein called the meeting to order.
MINUTES: Minutes of the Anaheim City Council meeting held September 7, 1965,
were approved, on motion by Councilman Pebley, seconded by Councilman
Dutton~ MOTION CARRIED.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to
waive the reading in full of all ordinances and resolutions~ and that
consent to the waiver of reading is hereby given by all Councilmen~
unless after reading of the title~ specific request is made by a Council-
man for the reading of such ordinance or resolution. Councilman Pebley
seconded the motion° MO/ION UNANIMOUSLY CARRIED.
REQUEST - A~ENDNtENT TO ANAHEIM MUNICIPAL CODE: Communication dated September
la, 1965, was submitted from 3ames M. Gegan, requesting consideration of
amendment to the Anaheim Municipal Code to allow activities such as
fortune telling, hypnotism, etc., to be conducted as a form of enter-
tainment in a bonafide place of business upon obtaining an entertainment
permit therefor.
The City Attorney briefed provisions of the Anaheim Municipal
Code and reported that no objections to the performance of these
activities as "entertainment" have been received from any city department.
In answer 'to Mayor Kzein:~s question~ Mr. Gegan addressed the
Council further explaining hypnotism as a form of entertainment.
ORDINANCE NO. 2193: On the recommendations of the City Attorney~
Councilman Dutton offered Ordinance No. 2193 for first reading.
AN ORDINANCE OF THE CITY OF ANAHEIM A~ENDING TITLE 4, CHAPTER 4.40
OF THE ANAHEIM MUNICIPAL CODE BY ADDING THERETO SECTION 4.40.040.

PROCLAMATION - LET'S WELCOME THE ANGELS NIf~T: At the request of the Anaheim
3unior Chamber of Commerce, September 22, 1965, was proclaimed "Let's
Welcome the Angels Night" by Mayor Krein~ in recognition of the California
Angels' last baseball game of the season 'at Chavez Ravine.
Said proclamation was read in full, and was unanimously ra-
tified by the City Council, on motion by Councilman Schutte, seconded
by Councilman Dutton. MOTION CARRIED.
CITY PLANNING COMMISSION ITEMS: Actions taken by the City Planning Commission
at their meeting held August 30, 1965, pertaining to the following
applications, were submitted for City Council information and con-
sideration.
VARIANCE NO. 1727: Submitted by Clarence and Dagmar Young, requesting
waiver of minimum required rear yard setback, property located at 2460
West Valdina Avenue.
The City Planning Commission pursuant to Resolution No. 1753~
Series 1965-66, granted said variance~ subjec% to conditions.

VARIANCE NO. 1729: Submitted by Hook, Gillman & Erickson, requesting waivers
of: (1) maximum number of free-standing signs, and (2) minimum distance .
between free-standin9 signs; property located at 1780-1786 West Lincoln

City Planning Commission pursuant to Resolution No. 1754, Series
1965-66, granted said variance, subject to conditions.
CONDITIONAL USE PERMIT NO. 745: Submitted by Lewis Walter requesting per-
mission to establish a restaurant and commercial shops in conjunction with
a wax museum approved by Conditional Use Permit No. 6741 property located
at 1850 South Harbor Boulevard.
City Planning Commission pursuant to Resolution No. 1750, Series
1965-66, granted said conditional use permit, subject to conditions.
CONDITIONAL USE PERMIT NO. 749: Submitted by 'Chrysler Motors Corporation
requesting permission to establish used car sales and new car storage,
including all uses incidental thereto, and to permit encroachment into
the P-L, Parking-Landscaping zone for such sales and storage; property
located at the southeast corner of Anaheim Boulevard and Clifton Avenue.
City Planning Commission pursuant to Resolution No. 1751, Series
1965-66, granted said conditional use permit, subject to conditions.
CONDITIONAL USE PER~IT NO. 612~ Submitted by Robert B. and Mary Lou
Burrows requesting permission to establish a church with educational
buildings~ property located on the north side of Orange Avenue, approxi-
mately 126 feet west of Farm Street.
The City Planning Commission, by minute motion, granted a 180
day extension of time for completion of conditions of Conditional Use Permit
No. 612.
CONDITIONAL USE PERMIT NO. 654: Submitted by Richard G. and Marguerite E.
Mitchell requesting permission to establish a coin-operated car wash at
110 North East.. Street.
180 day extension of time for completion of remaining conditions
of Conditional Use Permit~-No. 654 was granted by the City Planning Com-
mission.
The foregoing actions were reviewed by the City Council, and no
further action taken on the above numbered'-conditional use permits and
variance applications.
VARIANCE NO. 1728: Submitted by 3ohn T. $haefer requesting waivers of:
(]) minimum front yard setback, (2) rear yard setback, (3) floor area,
and (4) maximum permitted lot coverage; property located at 1326 Belmont
Avenue.
The City Planning Commission pursuant to Resolution No. 1749,
Series 1965-66, granted said variance, subject to conditions.
Associate Planner Ronald Thompson reported that subsequent to
the City Planning Commission's action on subject variance, it was found
that an existing dwelling on a parcel adjacent to the west encroaches .
approximately seven feet on to subject property; and it was the opinion
of the Development Services Department that a new application would be
necessary, since the variance could not be utilized as granted.
Councilman Chandler instructed the City Clerk to schedule
Variance No. 1728 for public hearing before the City Council, if a review
is found to be in order by the City Attorney.
ORANGE COUN/Y STREET NAMING COMMITTEE: Excerpt from the minutes of the City
Planning Commission meeting held August 30, 1965, was submitted concerning
proposed street naming of the frontage road between Lincoln Avenue and
Collins Avenue, and extending southerly from Collins Avenue that portion

of Santiago Boulevard to Wanda Road, in the City of Orange.
Location of the roads~involved were noted on the General Plan
map posted on the west wall of the CoUncil Chamber, and Mr. Thompson
reported that the City Planning COmmission agreed to concur with the
wishes of the City of Orange~ so long as the street name change would not
apply to the extension of said street north of Lincoln Avenue in the City
of Anaheim. Further, the City of Orange is currently studying the pro-
posal and has not taken official action.
The foregoing issue was ordered taken under advisement, pending
action thereon by the City of Orange.
RESOLUTION NO. 65R-707 - AWARD OF 30B NO. 1293= In accordance with the re-
commendations of the City Engineer, Councilman Pebley offered Resolution

The Mayor declared Resolution No. 65R-709 duly passed and adopted.
CANCELLATION OF COUNTY TAXES:' On motion by COuncilman Schutte, seconded by
Councilman Dutton, the Orange County Board of SuPervisors was requested
to cancel county taxes on property acquired by the City of Anaheim for
municipal purposes, pursuant to Resolution No. 65R-667, formerly assessed
to~Lusk Corporation, deed recorded September 13, 1965, as Document No.
8593, in Book 7663 at Page 667, Official Records of Orange County~
California. MOTION CARRIED.
PURCHASE OF EQUIPMENT: The As¢istant City Manager reported on the necessary
purchase of a 40-foot long steel dispatching panel board for use in con-
nection with the telemetering system at'the new Lewis Sub-Station Electric
and Water System Dispatching Center building~ advising that the one
manufacturer, Power Dispatchers Equipment Company, Milwaukee, Wisconsin,
has submitted a quotation for said equipment in the amount of $5,076.00~
including fabrication, shipping charges, installation, and tax. He
thereupon recommended the purchase be authorized at this time.
(Councilman Schutte left the meeting~ 2:45 P.M.)
On the recommendations of the Assistant City Manager and the
Public Utilities Director, Councilman Chandler moved it be the finding
of the City Council that the purchase and installation of the steel
dispatching panel board is an extension of the electrical system,
and that the advertising for bids thereon would be of no used since
this is a manufactured item by a single company~ and further moved that
the bid of Power Dispatchers Equipment Company, Milwaukee, Wisconsin~
be accepted and purchase authorized in the amount of $5,076.00 including
tax. Councilman Dutton seconded the motion. MOTION CARRIED.
ALCOHOLIC BEVERAGE LICENSE APPLICATION: Application submitted by John J. Cote,
President, for New Off-Sale Beer and Wine license for Tic Toc Markets,
1849 West Katella Avenue (R-A zone), was presented by the City Manager
to the City Council for their information.
On motion by Councilman Dutton~ seconded by Councilman Pebley,
the City Attorney was authorized to file conditional protest with the
Alcoholic Beverage Control Board against said application~ on the basis
of improper zoning. MOTION CARRIED.
P~SOLUTION NO. 65R-710: On the recommendation of the City Attorney, Councilman
Pebley offered Resolution No. 65R-710 for adoption.

HOTEL-MOTEL TAX - UNDERPAYMENT: Mr. Geisler reported that in auditing the
hotel-motel tax receipts, an underpayment was noted from the Twilight
Motel, 1050 West Katella Avenue, for the period of July through September
1964, in the total amount of $456.11. Investigation has indicated that
the underpayment was an error in filing the report.
Attention was called to the fact that since the hotel-motel tax
is a portion of the business license, there is a penalty provision of ten
per cent per month; however the Anaheim Municipal Code provides for ad-
justments of the penalty provision by the License Collector subject %o City

Council approval. He reported that the Finance Director recommends that the
business be charged ten per cent penalty, plus interest from the time the
was paid, resulting in a total settlement of $531.19.
' Councilman Chandler moved that the City Council concur with the
recommendations of the Finance Director, and accept settlement of said
hotel-motel tax in the 'total amount of $531.19. Councilman Dutton seconded
the motion. MO/ION CARRIED
LIBRARY BOARD OF TRUSTEES: Councilman Dutton submitted the name of Mrs. Barbara
McEntee for consideration to fill the vacancy on the Library Board of Trustees
-created by the resignation of Mr. Arthur Gray.
STADIUM FACILITIES TOUR: Councilman Chandler moved that any member of the City
Council who so desires, be authorized to accompany Stadium Manager Tom
Liegler and Assistant City Manager Robert Davis, 'September 23 to 28, 1965,
on an information tour of concession operations, scoreboard operations,
speaker systems, etc., at stadiums located in Baltimore, Maryland, New York,
Chicago, Illinois, and St. Louis, Missouri.. Councilman Dutton seconded the
motion. MOTION CARRIED.
ADJOURNMENT: Councilman Pebley moved to adjourn. Councilman Chandler seconded
the motion. MOTION CARRIED.
