CONSTRUCTION OF STeEL-DECK ~
GR' ND STAND~ LA PALMA PARK: Mr. Turner, City Attorney,
advised the Council of the in ormation he had obtained from the Bank of America
relative to this contract. Telegram from the Pittsburgh-Des Moines Steel Company,
signed by %~. DeKlotz, was submitted and read~ revising the next to the last para-
graph of the letter dated February 28~ 19D6 wherein the company would retain title
to the unpaid portion of the grand stand. Mr. Turner further advised that he
doubted whether the City could legally enter into a contract under these conditiOns.
Further discussion was held as to the amount of interest saved by cash
payment by khe City for the construction of this project. It was determined that
approximately $4,000.00 could be saved if the City could advance the entire con-
tract price at this time and %hat the schools' proportionate share would be paid
back to the City within the next few years.
Mr. Turner advised that there were two things the City could do on this
matter: First~ they could rescind this resolution accepting the bid and reject
all bids and readvertise for new bids. Second~ they could rescind this resolution
and reject the bid and find tha't it would be to the best interest of the City to
buy on the open market.
The Administrative Officer, Keith A. Murdoch~ advised that a cash payment
was available only if property to be purchased adjacent to school sites could be
purchased from the General Fund.
The Mayor asked the representative of the Pittsburgh-Des Moines Steel
Company if his company would be willing to go along on the contract as originally
advertised if the Bank of America would underwrite the project. The representa-
tive assured the City that the company would approve of this~ however~ the matter
should be determined as quickly as possible as the steel for this project had been
already scheduled.
After further discus$ion~ the Council had to first determine if the Bank
of America could negotiate with the Pittsburgh-Des Moines Steel Company~ and, if
not~ then the Council should ~escind their action and buy on the open market.

CONSTRUCTION OF STEEL-DECK GRAND STAND~ ~A PALMA PARK: Discussion was held with
reference to th~ Bank of America financing the Pi ttsburgh~Des Moines Steel Company
for the construction of the steel~deck grand stand at La Palina Park and whether the
City could th~n revert ~o the original c~ntrac% on the basis of deferred payments~
20 per cent down and the balance over a 4-year period. The Councll was advised
that both the Pittsburgh-Des Moines Steel Company and 'the Bank of America verbally
approved the proposed contract; however, the Bank of America would need to know if
sufficient funds were available.
Mr. Turner advised the Council that he believed it was necessary to
rescind the contract with the Elementary School District and the Hiqh School
District in order to eliminate any possible objection to the contra~t. The City
should set uDa Special Fund and deposit in 'that fund the revenue derived from the
school district for the use of the facilities and also the revenue derived from the
sale of tickets. In checking this fund~ it was learned that the revenue to be
derived would be more than adequate to meet the annual payments of the grand s~and.
/his matter was discussed with Mr. Grover~ representative of the school district;
and although he could not speak for the school boards, he fel~ there would be no
objection to the proposed revised agreement inasmuch as the amount of payment by
the school districts would remain the same.
Mr. Turner advised that, presently, the schools ~hare the expense of the
parks and recreation Cacilities on a percentage basis~ and the City has paid its
part of that program from the General Fund. It hasn't been a special fund to
which we could tie this contract. ~e would determine what the school percentage
would be and then agree to pay that amount for %he use o£ the facilities for the
year. The City would put it in a special fund to pay off this contract.
PLANNING AND ZONING~ Councilman Van Wagoner brought up the matter of over-all
planning and zoning with reference to the employment of a consultant or recognized
advisor to assist the City Planning Commission on over-all planning and processing
of variances and reclassifications. He moved that the Administrative Officer be
instructed to investigate this matter and make recommendation to the City Council
for an appointment. Councilman Wisser seconded the motion. MO/ION CARRIED.
HOUSING PROJECTS; Councilman Schutte brought up the subject of sales made to
veterans with the promise that their payments would include their total taxes~ etc.
Mayor Pearson felt this misrepresentation was a matter for the Better Business
Bureau or the Chamber of Commerce.
