ORDINANCE NO. 1056s RECLASSIfiCATION NO. F=55~56~24: Submitted by Loren E. Wagoner
requesting ~-1 zoning on property described briefly as the west side of Manchester,
between ~4idway Drive and Cerritos Avenue,
Revisions to conditions as outlined in Resolution No. 3187 were discussed
by Mr. Murdoch and are substantially as follows=
1. That a masonry wall of 6 feet minimum height be constructed
along the north boundary of subject property, and of a lesser
height to the approach of the street~ to be approved by the
City.
2. That said wall shall be erected before any other construction
on the project is done.
3. At such time as existing screen planting within seventy-five
(75) feet of the west boundary of this property is removed,
new screen planting or a solid screen fence or wall, robe
approved by the City~ shall be installed upon request by the
City, along that portion of the west boundary line which
would otherwise be exposed. This provision shall not apply
to any portion of the west boundary which adjoins property
zoned NM1.
The Mayor asked if anyone in the audience wished to address the Council
on this matter and further asked if the revised resolution was satisfactory to all
parties. '

PUBLIC HEARING: ABANDONMENT PROCE~DING~_ : , Pursuant to Ordinance No. 1049 duly
published in the Anaheim Bulletin March 6, 1956 and posted legal notices, Public
Hearing was ordered to be held on the proposed vacation and abandonment of an
easement for alley purposes within Tract No. 11.
The Mayor asked if anyone wished to address the Council on the matter.

Tract No. 796, located on the south side of Orange Avenue approximately 686 feet
west of Gilbert Street, being a parcel of property 135 feet by 230 feet.
The City Planning Commission, pursuant to their Resolution No. 139~
granted said variance subject %o limiting the pharmacy requested to prescriptions
only, with no merchar:dise of any kind for sale.
Appeal fror:~ action taken by the City Planning Commission was filed by

Mro L~ J. Wilson a~ressed 'the Council objecting to the granting of the
variance and stated, his reasons which were substantially the same as the reasons
contained in the letter submitted by Mro List who appealed %he action taken by the
City Planoing CommissiOno
Mr. Paul O"Netl submitted a petition signed by 11 residents of the area
protesting the granting of th~ variance and stating their reasons~
Mro Ackermann addreissed the Council urging the granting of the variance
and called attention to the p~tli!, ti on he obtained containing 28 signatures favoring
the variance which was filed With the City Planning Commission. He further called
attention to the existing electrical contracting business %o the west and to the
size of the lo% and the fact t. hat he has been unable to sell the lot because of its
size, price~ and location. He stated that this would not increase traffic and that
traffic would necessarily be increased anyway by the cons%ruction of the three new
schools presently contemplatedo Mro Ackermann advised %he Council that there was a
present need for this medical center amd the fac't that additional medical centers
would be required to take care of the F,.resent development in West Anaheim°

PUBLIC HEARING.. VARIANC£ NO.. 507.. Submitted by Superior Homes~ Inc. requesting a
waiver of the 70-foot frontage requirements in Iract No. 1979 which is located on
the north side of Cerritos Avenue, between Euclid Avenue and Ninth Street°
/he City Planning Commlssion~ pursuant to their Resolution No. 141, granted
said variance.
In order to review the size of lots and houses contemplated to be con-
structed on Cerrttos Avenue as a protection %o the homes already established in this
area, review of action taken by the City Planning Commission was ordered by the
City Councilo
Discussion was held by %he Council and also Mr. Shapiro, develope~ of %he
tract~ in an effort to change those lots on Cerri~os Avenue ~o a larger
thereby protecting the larger home sites to the west of %his tract. The subdivision
was processed by %he County and ~he area annexed ~o the City of Anaheim p~lo~ to
the completion of the subdiviSlon~ further~ the City of Anaheim has installed sewers
and sewer connections as e×ls~ed in the map approved by the County~ therefore, any
change to the map at th~.s date would be costly as the subdividers already have ob-
tained their Certificate of Reasonable Value. Further~ the improvement of Cerritos
Avenue is now in process. Mr. Pearson was of the opinion that the lots and homes
in the area should be larger.

scaping zone shall be 20 feet from the property line and the building setback line
shall be 50 feet from the property line.
The City Planning Commission originally recommended a P=L zone of 60 feet
and the City Council referred the proposed reclassification back to the City Plan-
ning Commission for review and a possible reduction of this zone~
The Mayor asked if anyone wished ~to address the Council on the matter.
No one present objected to the proposed reclassification~ and no written
protests were received in the office of the City Cterk~ thereupon~ the Mayor de=

PUBLIC HEARING: CODE CHANGES REGARDING P=L ZONE~ Pursuant to the City Planning
Commission's Resolution No. 144, the following recommendations regarding the pro-
posed change to Section 9200.21 were submitted and read:
Section 9200.21. P=L~ PARKING~LANDSCAPING ZONE.
A. USE~
This zone shall be used in connection with newly
established ~1, Light Manufacturing Zones or
Heavy Manufacturing ZOnes.
a. No buildings shall be erected in this zone
except an entrance or watchman's shelter.
b. The building setback line shall be 50 feet
from the property line with a minimum of
20 feet used for landscaping with lawn and/or
flowers~ shrubs, etc.
Note: In cases where the installation of
sidewalks has been waived, the land=
scaping must be extended to the rear
of the curb.

2. In issuing a ~Use and Occupancy Permit" the
applicant shall agree to develop and maintain
such landscaped areas.

setback line shall remain at 50 feet from the
property line,
4o Any perr~On, firm or corporation violating any of
these p~ovisions, by not developing the zone as

guilty Of a misdemeanor and upon conviction
thereof shall be punishable by a fine of not

every 100 feet or less.

Mr. Murdoch suggested the code be changed as recommended by the City Planning Com-
mission, with a slight change of wording as follows:

VARIANCE REQUEST FOR ~RECTION OF TF~PORARY DIRECTIONAL SIGNS~ Mr. James Scott
addressed the Council with reference to'the erection of two' (2) temporary direc-
tional signs advertising the sale of houses and lots of a tract located east of
Haster~ between Orangewood and Simmons. Subdivider, Homer Toberman. The requested
locations for the signs are the northeast and southeast corners of Harbor Boulevard
at Orangewood. Mr. Scott stated that an application for variance to allow the
erection of these two (2) signs had been applied for and refused inasmuch as the
tract to be advertised is not within the City Limits of Anaheim. He called atten-
tion to the unusual circumstances regarding this tract and the necessary adverti-s-
in9 at this location in order to bring prospective buyers to the area, as all
other traveled arteries to this location are presently under construction or sec-
ondary roadso The City Council considered the circumstances and approved the
refiling of the variance application°
PERSONNEL: Mr. Murdoch, City Administrative Officer, reported the appointments
of Gerry Donald Doyle, Plant Operator and Ned 3o Snyder, Apprentice Draftsman.
Said appointments were ratified by the City Council, on motion by Councilman

CORRESPONDENCE: Communication from Walter Gooden was submitted and read, requesting
permission to build a 12 by 16 foot addition to present temporary building located
at 1222 West Lincoln. On motion by Councilman Schutte, seconded by Councilman
Wisser, permission was granted to build the additional room~ however, the use of this
temporary building is to be limited to a period of five (5) years unless an extension
of time is requested and granted by the City Council. MOTION CARRIED.
S/REET LIGHTS~ TRACTS NOS. 2197 AND 1825~ The R. and W. Construction Company re-
quested a waiver of the requirements for street lights in Tract No. 2197, as street
lights were not a requirement of the City of Anaheim at the time this tract was
approved and, therefore, were not included in their financial arrangements or re-
quired bond. Mr. Murdoch, Administrative Offtcer~ advised the Council that a similar
request would be forthcoming from the developers of Tract No. 1825 for the same.
reasons, those being that financial commitments were completed prior to the adoption
of the ordinance requiring the installation of street lights and also that the final
map was approved by the City Council and all bonds filed. Thereupon, Mr. N~rdoch
recommended the waiver of this requirement in both tracts. On motion by Councilman
Wisser, seconded by Councilman Fry~ the requirement for installation of street lights
in Tracts Nos. 2197 and 1825 were waived~ due %o the fact that final approval of the
maps and financial commitments were completed prior to the adoption of the ordinance
requiring this improvement. MOTION CARRIED.
