VARIANCE NO, 518: Submitted by Orco Commercial Properties requesting permission to
erect a Service Station on Lot 2 of Tract NCo 2637 and to uso Lot~ 1, 3, ~, and 5
of said tract for C~i, NEIGHBORHOOD COMMERCIAL USES. Tract No. 2637 is located
on South Los Angeles Street and Winston Road.
The City Planning Commission, pursuant to their Resolution No. 153, granted
said variance subject to the continuance of the wall similar to that used on the
property to the north.
The City Council at their meeting held March 27, 1956 approved the qrant-'
lng of the variance to allow the construction of the Service Station on Lot 2'and
denied the rest of the variance for C-1 zoning.

A representative of the Orco Commercial Properties presented a layout of
the proposed area which was £fled with the variance application and made a part
'thereof.
After further discussion of the proposed plans, Councilman Schutte moved
to rescind the previous action taken by the City Council in approving the variance
for the erection of the ServiCe Station on Lot 2 and denying the C-1 zoning request.
Councilman Wisser seconded th~ motion. MOTION CARRIED.
In rescinding this motion, the Council sustained the action taken by the
City Planning Commission; however, it was considered that the C-1 use should be
applied for by reclassification, and the applicant consented to reapply.

by the Metropolitan Coach Lines for authority to re-route and re-schedule Line No.

RECLASSIFICATION NO. F-55-56-23;_ Submitted by Champion Park requesting R-3 zoning
in Tract No. 1825 and Resolution No. 3177 authorizing the City Attorney to prepare
the necessary ordinance reclassifying this area~ however~ limiting the height of
the buildings to one-story and two-storY, was discussed.
R. W. Mungall, Secretary of the City Planning Commission, was requested
to arrange a joint meeting between the 4evelopers and the adjacent property owners
objecting to the height of the proposed R-3 dwellinqs in order that the developers
could present proposed building plans in an effort {o meet with the approval of
the objecting property owners.
REQUEST, JFWFL TEA CO~PANY: Ntt. E. E. Rounds, representative o£ the Jewel Tea
Company, addressed the Council requestimg a 5-foot waiver of the setback require-
ments for the office portion of their n~w building proposed to be constructed at
the southeast corner o£ Lewis Street an4 Ball Road. The City Council indicated
their approvalI however, they advised t~at a variance application would neces-
sarily have to be applied for and obtained from the City Planning Commission.
_REQUEST FOR REMOVAL OF TREES: Request Submitted by Cone Bros. for the removal of
small trees in the parking area facing Los Angeles Street and fronting their Used
Car Sales Lot, was discussed. Mr. MurdOch, City Administrative Officer, was re-
quested to contact Cone Bros. to determine if they would agree to withhold this
request until the trees become dormant go that they could be removed and replanted
without loss.
PLUMBER BOND: Plumber Bond submitted by Louie Kalak, dba Boulevard Plumbing and
Heating, was ordered received and filed when approYed by the City Attorney~ on
motion by Councilman Van Wagoner, seconded by Councilman Wissero MOTION CARRIED.
PERSONNEL: The City Administrative Officer reported the appointment of Warren G.
Smith, Meter Reader, Said appointment was ratified by the City Council, on

FAITHFUL PERFORMANCE BON~: Faithful Performance Bond submitted by Realty Engineer-

COMPLAINTS RFGARDING SALFS MI~RFPRESFNTATION OF TRACT HOliES WITHIN THF CITY OF
ANAHFIM~ A group of people,. ~epresented by Mrs. 3ohn H. Ojala,. were present and
discussed with the Council the problems of sales misrepresentation to buyers of
tract homes with reference to inflated charges contained in escrow payments, in-
flated insurance premiums, to~ether with misrepresentation of tax payments. The
group appealed to the City Comncil for a solution in regulating the manner in which
homes are offered for sale, by having posted or made available to each prospective
owner all correct data pertaining to the cost of the home. They inquired whether
or not some restriction could be placed on the tract map, making it mandatory that
all information be available to prospective buyers.
/he City Attorney~ Preston Turner, advised that the Council could only,
act on the map to the limits of the Map Act and only require the things that relate
to the approval of the map. Me £ur~her stated that the Council could perhaps con=
trol the manner of sales of txact houses within the City of Anaheim by regulation
of an operation rather than a condition for licensing.
The Council requested that further investigation be made in order to
enforce more rigid regulations on the sale of tract homes. Councilman Schutte
moved that the City Attorney be instructed to prepare a resolution 'to be forwarded
to the District Attorney and Orange County Grand Jury, requesting them to make a
complete investigation of the complaints of misrepresentation regarding the sale of
tract houses within the Cities and County of Orange° Councilman Wisser seconded
the motion. MOTION CARRIED.
AUTHORIZATION FOR PAYMENT OF STREFT IMPROVEMENT= The Administrative Officer~ Keith
A. ~urdoch, advised the Council that at the time the school and park sttewas acquired~
in connection with the John ~arshall School, it was agreed that the subdivider would
be compensated for one=half the cost of installing those portions of the streets
adjacent to the school ground, to be paid jointly by the school district and the
City. Mr. Murdoch submitted a statement £o~ the school and C~ty's portion for the
improvement of Columbine Street, Falmouth Avenue~ Brookhurst Street, and La Palma
Avenue in Tract No. 2093, totaling $10 ~ 889. 58 ~ and recommended the payment of this
amount~ with the recovery of the school's share at a later date. Said payment as
recommended by the Administrative Officer was authorized by the City Council, on
motion by Councilman Van Wagoner, seconded by Councilman Wisser. MOTION CARRIED.
AUTHORIZATION FOR PAYMFN/ OF ~ATER MAINS~ The Administrative Officer submitted a
statement of %he school and City's portion of the cost for installation of water
mains, made by the subdivider~ in Columbine Street and Falmouth Avenue~ Tract No.
2093~ adjacent to %he John Ma~shall School, totaling $2,239.28, with the agree~aent
that the City and school are %o pay 50 per cent of the cost. Mr. Murdoch recon%-
mended payment of the total amount~ with recovery of the school's share at a later

OFF-STREET PARKING~ The Administrative Officer~ Keith A. Mu~x~och, advised that
arrangements have been made for a Joint meeting~ Thursday~ April 5~ 1956~ 7=30
at the Gourmet Restaurant, with the Chamber of Commerce Parking Committee and the
property owners' committee with reference to off=street parking, securing additional
lots, and ~stablishing an assessment district.
PURCHASE O? STRFET SWEEPER~ The Administrative Officer submitted informal bid
proposals for the purchase of a street sweeper for the City of Anaheim, as follows~

Murdoch recommended that the City purchase the Elgin, 4 yd. (Demonstrator). Said
purchase was authorized by the City Council, on motion by Councilman Van Wagoner,
seconded by Councilman Wisser. MOTION CARRIED.

EMPLOYMENT OF PLANNING CONSULTANT~ The~iAdminlstrattve Officer recommended ~the
employment of Simon Eisner as Planning Consultant for the City of Anaheim and
suggested the employment begin on a basis of two days a month. Mr. Murdoch reported
that Mr. Mungall and he had interviewed Mr. Eisner, and he proceeded to brief his
qualifications.

ANNUAL REPORT OF THE CITY ADMINISTRATIVE. OFFICER.... Mr. Murdoch made the following
report %o the City Council showing finanicial condition and capital improvement
program~
"Anaheim, ir growing from a city of about 4½ square miles with a popu-
lation of 14~500 in !950 to its present 16 square miles with a 429200 population,
has accomplished man~, remarkable things without any increase in property taxes.
During the past three years, ~ miles of water lines have been installed.
These lines vary from the 6 inch mains for residential streets, to 16 inch and 18
inch transmission lines which now nearly loop the entire city. All residential
lines with].n new subdivisions are paid for by the developer° Transmission and
feeder lines are financed by the city. The city's three year outlay for water
mains amounts to nearly $1,850~000.

In addition to installing lines, which includes hydrants and other appur=
tenances, Anaheim has constructed a 3 million gallon water storage reservoir on
La Palma Avenue near West Street during this same period~ A second reservoir, with
a capacity of 4 million gallOns~ will be installed this summer on the same site.
Growth has also breught demands on the city electrical distribution system
by means of which wholesale ~dison Company power is distributed to the consumer.
In expanding service facilities for 6400 consumers in 1952 to the present 14~000 con-
sumers, an investment of $1,i50,000 has been made in electric service facilities.
Sewers, though buried out of sight~ are a vital part of the ci'ty's opera-
rich. 85 miles of sewers havre been installed since 3uly 1, 1952. This has meant
an outlay of $671,000. During this same period 90 miles of streets, 145 miles of
curbs, and 138 miles of sidewalk have been constructed° In addition to the costs
borne by new subdivisions, this street work represents an outlay of $530~300.
Other phases of city operation have not been neglected during this period.
/he city has purchased four neighborhood park si'tee of approximately 5 acres each°
These si~tes are all located adjacent to elementary schools. One at the Lincoln
School, another at 3chh Marshall, a third at the new school on Nutwood Avenue near
Orange Street, a fourth at the Palm Lane School. A fifth site, adjacent to the
Theodore Roosevelt School on Vermont Street near Placentia Avenue will be developed
as a neighborhood park with some regional park facilities as well. Negotiations are
in process for an additional three park sites to be purchased prior to subdivision
of the land.
The plunge at City Park was rebuilt last year at a cost of $35,000 to
better serve the swimmers of Anaheim.
Fire protection and prevention is moving along quite rapidly with a 1000
gallon fire pumper added in 1953, another one this year and a third new pumper on
order for 3uly delivery. Fire station No. 2 is nearing completion at the corner
of Brookhurst and Crescent Avenues. No. 3 Station on Huclid Avenue between Cerritos
and Ball Road will be constructed this year~
Although flood control is the responsibility of the Orange County Flood
Control District~ the city has spent over $20,000 in supplemental storm drainage
facilities in the 3 year period. If Flood Control Bonds are not approved by the
voters in 3une, a considerably greater expenditure by the city must be anticipated.
The parking problem has caused considerable actJ. vity in the past three
years. Six additional parking .lots have been purchased at a cost of $129,800. These
lots, together with previously purchased lots will provide public off-street parking
for over 500 cars in the downtown area.
The figures and quantities quoted only represent', the major expenditures
for improvements. Naturally, it has been necessary to keep pace in operational and
maintenance programs as well. Ihls meant additional vehicles, equipment and person~
nel for police service~ refuse collection, street and sewer maintenance, and the
many other services provided by th~ City of Anaheim.
With ail this activity, it se~ms remarkable that Anaheim has been able to
operate within its existing financial structure° Careful financial planning has
made it possible ~to carry on this program without added burden to the property owner.
The city's financial position is now such that the program can continue to develop
on a sound basis without tax increase.
The City Auditor's report of the financial condition of the City as of
February 29th ~hows that 74~ of the estimated $3,138,867 revenue for the General
Fund has been received~ General Fund expenditures up to Pebruary 29th held to 58~%
of the estimate~ /hess percentages compare favorably with but two-thirds of the
fiscal year completed.
],.n addition to the report of this years fiscal operations, a longer range
financial program has been developed for the next three years. There are, of course~
many physical improvements which should be accomplished during this period. It
appears that Anaheim is in an excellent position %o continue its progressive program
without jeopardizing the financial condition. There will be in excess of $500~000
