VARIANCE NO. 644: Submitted by J. M. Hammerman, requesting permission to install
a bowling alley at 312 North Los Angeles Street.

The City Planning Commission, pursuant to their Resolution No. 78, granted
said Variance subject to the following conditions:
1. Providing off-street parking on Claudina Street on the property
available.
2. Providing evidence that the Johnson-Gendel Clinic Parking lot will
be available during the evenings and week-ends.
Appeal from action taken by the City Planning Commission was filed by
the following: Emma Backs Jackson and Frances Backs, 225 North Claudina Street;
Alva E. Hargrove and Elizabeth M. Hargrove, 226 North Claudina Street; and
J. Spykerman and Ottilie S. Spykerman.
Public hearinq was ordered to be held on the matter _November 20, 1956,
7:00 O'clock P.M. on motion by Councilman Wisser, seconded by Councilman Coons.

SPECIAL USE PERMIT: FRED L. LIPP - TRAILER PARK, Public hearing was held on ap-
plication for Special Use Permit to establish a Trailer Park, October 23, 1956.
The hearing was closed with action to be taken at a later date.
Mr. Fred L. Lipp addressed the City Council urging the granting of the
Special Use Permit and introduced a property owner and resident adjacent to his
property who also addressed the City Council urging the granting of the Special
Use Permit.

After further discussion, Councilman Pearson moved that the request be
denied for the present time so that the furure development pattern of the area
could be determined prior to granting a use of this type. (No second to the
motion. )

The original Resolution contained the following:
10 That all of subject property be reclassified to R-3, Multiple
Family Residential Zone, with the exception of one row of lots fronting on Citron
Street of a minimum depth of 100 feet, which shall be reclassified to R-l, One
Family Residential Zone,
subject to the following conditions:
1. That the R-l lots shall consist of a minimum area of 7200 square
feet and shall have a minimum depth of 100 feets
20 That subject property shall be developed in accordance with layouts
submitted to the City Council and on file with the City of Anaheim.
3a That curbs, gutters and sidewalks shall be installed on Citron
Street and Vermont Avenue as required by the City Engineer.
40 That the owner of subject property deed to the City of Anaheim a
strip of land 2~ feet in depth along South Citron Street for street widening

The prospective developers stated that they were only interested in
developing that portion of the area zoned R-3 and that it was their intention to
sell that portion of the area zoned R-la Further, it would be to their dis-
advantage to develop and improve the Citron Street frontage.
Mre Murdoch advised that the dedication of land for street widening and
the improvement of Citron Street frontage was tied in with the reclassification
and would have to be complied witho
Mr. Holyoke advised that he was not only concerned with both the im-
provement of Vermont and Citron Streets but that there was also a drainage problem
on Vermont Avenue that would have to be taken care of.
Further discussion was held with reference to a Variance to allow the
lots on Citron Street to be reduced to 6,000 square foot lots, making the lot
size comparable with those across the street and in the immediate vicinity.
The Council advised that a formal application for Variance and necessary
hearing before the City Planning Commission would have to be held before the
minimum lot size could be reducede
Also discussed was thetype of fence or wall to be constructed as
originally incorporated in the conditions set forth in Resolution No. 3532.

ledge of.the contents therein, Councilman Coons moved the reading in full of said

TRAFFIC: The Administrative Officer and Chief of Police were requested to study
the area proposed for one or two hour parking limit, and report their recommendations.

has been issued and that he expected this situation to be taken care of within

RAILROAD CROSSING -- EUCLID AVENUEi A gentlemen from the audience called
attention to the dangerous condition existing at the railroad crossing on
Euclid Avenue north of Katella Avenue, and stated that the prop,rty owners
in the area would be willing to donate the necessary land for the widening of
the str~et at this location so that the trains could be more easily seen.
This proposition was referred to the City Enginea:r for investigation
