MrG McGraw further requested relief for Bryan Industries, as they
have many commercial developments within the City in industrial zones, and
suggested an amendment to the Code to permit continued use of commercial
buildings in the M-l Zone, as they have been constructed; and to consider
it an administrative function to determine what uses would be allowable in
such industrial-zoned areas.
Discussion was held by the City Council, Assistant City Attorney
and Mro Kimeo
At the conclusion of the discussion, Councilman Coons moved that
the verbal request of the applicant's Attorney for reconsideration and
withdrawal of the Council's action regarding Alcoholic Beverage License
at l777-A Lincoln Avenue,be denied, and that the action taken by the City
Council at their meeting of September 12, 1961, and forwarded to the
Alcoholic Beverage Control Board, pertaining to said application, remain
in effectG Councilman Chandler seconded the motion. MOTION CARRIED.
Mro McGraw again questioned what action would be taken in the
future on similar requests for relief regarding uses in existing commer-
cial developments in M-l Zones.
REQUEST TO USE LA PALMA STADIUM - GREEN BAY PACKERS: Request of Chas. H.
Currier, Manager of Disneyland Hotel, on behalf of Mr. Verne C. Lewellen,
Business Manager of the Green Bay Packers football team, for permission
to use La Palma Park Stadium on December 14, 15 and 16, 1961, for a
three-hour period each day commencing at 10:00 A.M. for practice sessions,
was submittedo
Memorandum from Mr. W. B. Stronach, Jr., Director of Parks
and Recreation, recommending approval subject to a fee of $35.00 per
practice session, and the restrictions that no admission fee or special
donation be charged for admittance to any session, and that all sessions
be conducted by daylight hours, was submitted and read by the City
Manager.
Councilman Coons moved that the request of the Green Bay
Packers to use La Palma Stadium for football practice sessions be granted
in accordance with the recommendations of the Park and Recreation Depart-
mentG Councilman Thompson seconded the motion. MOTION CARRIED.
REQUEST - INTERIM BUSINESS LICENSE, 1381 MILLER STREET: Request of Thelma
RG Murphy, Agent for AG A. Edmundson, purchaser of property at 1381
Miller Street, for interim business license to allow a construction
office and storage of equipment used in construction, was submitted.
MrsG Murphy addressed the Council advising that an application
for M-l Zoning on subject property will be filed this date with the
City Planning Commission, and presented a plot plan of the property to
the City Council for review.
Discussion was held by the City Council. Councilman Chandler
moved that a permit for temporary construction office on subject property
be granted for a period of sixty days, with the understanding that in the
event the reclassification applied for is denied, the applicant shall
have no reCOurse to the City Council on the basis of hardship. Councilman
Coons seconded the motiono MOTION CARRIED.
PROPOSED PROGRAM. ANAHEIM CENTRAL LIBRARY: Proposed program and Schematics of
the Anaheim Central Library as prepared by Mr. William G. Griffith,
Library Director, and Joe Jordan, A.I.A., and AssoCo, Architect, were submitted
and received by the City Council, on motion by Councilman Fry, seconded
by Councilman Coons. MOTION CARRIED.

Councilman Chandler suggested that the City Engineer and City
Manager prepare standard sp~cifications for such fall-out shelters that may
be approved and adopted by the City Council.
REQUEST - FALL-OUT SHELTER: Re~est of Dr. Downs, 2058 Chain Street, for per-
mission to erect a fall-out shelter beneath the existing driveway,together
with sketch thereof, was submitted by the City Manager. Dr. Downs was
present and advised that these plans were obtained from the Orange County
Civil Defense Department, that the vents and entranceway will be inside
the patio wall, and will not be visible from the street.
Councilman Coons moved that the request of Dr. Downs be approved
in accordance with the sketch furnished, subject to the approval by the
Building Department of the plans and any engineering requirements.
Councilman Thompson seconded the motion. MOTION CARRIED.
ENTERTAINMENT PERMIT - THE KETTLE RESTAURANT: Application for Entertainment
Permit filed by Frank and Ruth Bila, owners of the Kettle Restaurant at
1776 West Lincoln Avenue, was submitted. Councilman Coons moved said
Entertainment Permit be granted in accordance with recommendations of the
Chief of Police.. Councilman Fry seconded the motion. MOTION CARRIED.
RECLASSIFICATION NOo F-57-58-2l: Request of Marvin Pitts for six month exten-
sion of time to Improvement Bond filed in connection with Reclassification
No. F-57-58-21, was submitted. Mr. Leonard Smith addressed the Council
advising that they planned to commence construction within the next thirty
days.. The City Manager reported that if said Bond period is to be
extended, the Engineering Department has recommended an increase in the
Bond as construction costs have increased since the posting of the
original Bondo
Discussion was held by the City Council, and at the conclusion
thereof, Councilman Chandler moved that the applicant's request for an
extension of time to the Improvement Bond be denied, and that construction
proceed under the existing Bond, inasmuch as construction is to commence
at once. Councilman Coons seconded the motion. MOTION CARRIED.
RECLASSIFICATION NOG 59-60-28 - RfVISED PLANS: Revised plans proposing a
produce center in connection with the White Front Store located on Harbor
Boulevard to be constructed north of the main entrance and fronting on
Harbor Boulevard, were submitted and reviewed by the City Council.
It was noted that said plans proposed a canopy on poststo be
attached to the main building, and would have approximately 3,000 square
feet of floor area; further, that this was a use permitted in a C-2 Zone,
however was not included on the plans originally approved.

CONDITIONAL USE PERMIT NO. 136: Request of Dr. R. E. Hook, Pastor of Grace
Baptist Church, for temporary waiver of Conditions Numbers 5, 6, 8 and 10
of City Planning Commission Resolution No.6, Series 1961-62, to allow
construction of the first unit of the Church, granted by Conditional Use
Permit Noo 136, was continued from the meeting of September 12, 1961, for
a report from the City Attorney's Office.
Ora Hook submitted a Resolution of Agreement by the Grace
Baptist Church dated September 13, 1961, in accordance with the City

This matter was returned to City Council at the request of Mr.
Louis Goodman, owner of property in subject reclassification, for further
clarificatiQn of Conditions Numbers 1 and 2 of Resolution No. 7132 pertain-
ing to engineering requirements and the posting of Improvement Bond, and
to further determine if requirements must be met by all property owners
before further consideration is given to the Ordinance.

of his property be finalize~, as his building will be completed in approxi-
mately thirty daysa He further advised that engineering requirements and
street improvements were pr~sently installed on three of the seven parcels,
and stated any delay after the completion of the building would be a hard-

CLAIM AGAINST THE CITY~ Verified claim filed by the Pacific Telephone and
Telegraph Company in an estimated amount of $500.00 for damages to 455
pair 19 gauge underground cable at the intersection of Lincoln 300 feet
east of Euclid on August 17, 1961, was submitted. Councilman Chandler
moved said claim be denied and referred to the City Attorney and the
City's insurance carriero Councilman Coons seconded the motion. MOTION

CLAIM AGAINST THE CITY: Claim filed by Daniel C. Cathcart, Attorney for Mrs.
Walter G. Mock for damages received in a fall near 1650 South Harbor
Boulevard on June 9, 1961, was submitted.
Councilman Chandler moved said claim be denied and referred to
the City Attorney and the City's insurance carrier. Councilman Coons

,~REQUEST TO WITHHOLD PAYMENT - WO~KORDER NO. 4004f: The City Attorney's Office
-. reported that the claim filed by Saunders Brothers requesting to withhold
payment in the amount of $483058 from Weardco Construction Coo was not in
proper form, and that the claimant was so advised.
LAND-LOCKED PROPERTY - ED STEINBRINK: Councilman Thompson reported on further
observations made regarding the alleviation of a land-lock situation on
property lying between Sycamore and Wilhelmina Streets (Steinbrink
property) 0
Discussion was held, and at the conclusion thereof it was deter-
mined that further investigation by the City Council would be made.
MEMBER - ORANGE COUNTY STREET NAMING COMMITTEE: Mayor Schutte appointed
Councilman Rector Lo Coons member of the Orange County Street Naming
Committee to consider the street name change from Euclid Avenue to
Nicholas Avenue in the City of Anaheimo
Said appointment was ratified by the City Council.
