Discussion was held by the City Council, and it was noted that at

BE IT FURTHER RESOLVED that the City Council of the City of Anaheim
adopts the principles and recommendations that the whole word "Christ" be
used when specifying Christmas; and that the terminology "X-mas" not be u5ed
when referring to the Christmas season.
BE IT FURTHER RESOLVED that this resolution in its entirety be
spread upon the minutes of the City Council as of thi5 date.

REPORT; Mro John Dawson, Assistant City Attorney, advised that it was the
opinion of the City Attorney's office that the City Council would be
authorized to make grants to the Anaheim Symphony under the Music and
Promotion Section of the Government Code, when 5uch music organizations
are under the control of and part of the City organization. In other words,
the Park and Recreation Department for the City would have strictest control
for the best interest of the general public the material of the programs,
etco
That at the time he advised Mrs. Sun of the Anaheim Symphony of
this opinion, she indicated that it was not their desire to be part of the
City department, but indicatedthat they would be delighted to go back to
the former arrangement of last year, where the City in return for their
donation, received two free concertso
Discussion was held by the City Council and at th~ conclusion
thereof, Councilman Fry moved that action on 5aid matter be postponed for
one week (November 21, 1961) to give the City Manager an opportunity for

ANAHEIM MUNICIPAL CODE - TEMPORARY BUSINESSES: City Planning Commission Reso-
lution Noo 130, Serie5 1961-62, was submitted recommending an amendment to
the Anaheim Municipal Code to provide for the regulation of certain tem-
porary uses not presently included, similar to the provisions regulating
the Fourth of July Fireworks Stands (Christmas Trees -- etc.,)

:instructed to prepare an amendment to the Anaheim Municipal Code to
accomplish regulation of temporary uses in accordance with City Planning

RESIGNATION - CITY PLANNING COMMISSIONER: Letter of resignation was submitted
by Commissioner Lee Morriso
Councilman Coons moved that said resignation be accepted with
regret, and that a Certificate of Merit be issued for his services rendered
the City of Anaheim since June, 1956, as member of the City Planning Com-
mission. Councilman Thompson seconded the motion. MOTION CARRIED.
CONTINUED PUBLIC HEARING, RECLASSIFICATION NO. 60-61-104: Initiated by the
City Planning Commission to consider change of zone from R-A to M-l and
P-L. Property owned by Mr. Neuman Ho Sanford, and located on the south
side of La Palma Avenue between Grove and Dowling Streets.,
The City Planning Commission pursuant to Resolution No. 281,
Series 1960-61, recommended said reclassification subject to the following
conditions:
1. Dedication of 53 feet from the monumented centerline of La Palma Avenue
(20 feet existing).
2. Preparation of street improvement plans and installation of all improve-
ments, in accordance with approved plans on file in the office of the
City Engineer, at time of development.
3. Payment of $2000 per front foot for street lighting purposes at time of
development or in5tallation of street lights at time of development as
approved by the Director of Public Utilities.
4. Time limitation of ninety (90) days for the accomplishment of Item No.
1 or in accordance with the time limitation stipulated by the City
Council.
5~ Provision of a fifty (50) foot landscaped strip abutting the planned
highway right-of-way line of subject property, except for access drives
or walks. Plans for said landscaping and water 5upply 5Y5tem 5hall be
subject to the approval of the Superintendent of Parkway Maintenance.

Mr. Stewart Ogborn, 1424 Markev Street, addressed the Council
explaining in detail the activities of the Pop Warner Football Association,
the Little League Baseball Leagues, and the newly formed Youth Activities
Committee, and outlined the yearly expenses involved in the operation of
said youth activitie5, advi5ing that the average cost per league this past
year was about $~,OOO., He further advised of the electrical bill received
by the Pop Warner League for use of lights at the eity ~~rksand request~d
that said bill in the approximate amount of $500. be cancelled by the City
with the exception of the custodian fees.
Mr. Ogborn further requested that the City consider an allotment
in their next year's budget to aid in 5aid youth activities, and also
requested that the City assist in locating a field for the leagues themselves
to develop and improve at no C05t to the City.
Mayor S~hutte advi5ed Mr. Ogborn that this program has been given
study and request~d that a list of their requirements needed to conduct the
successful operation of youth activities as outlined be furnished the City
for further study and consideration by the Council.

The City Planning Commission pursuant to their Resolution No.
266, Series 1960-61, recommended said reclassification be denied.
Public Hearings were closed on said applications and Council
action deferred to this date to allow for further study and recommenda-
tion pertaining to conditions recommended by the City Planning Commission,
in connection with their Exhibit Noo 5.
Mro Murdoch reported on the suggested workable conditions as
prepared by Joe Geisler, Assistant City Attorney and himself, pertaining
to Precise Plan Exhibit No.5, as requested by the Council, and advised
that if it is the desire of the Council to allow the conversion of subject
properties along La Palma Avenue to commercial uses, they would recommend
it be done in two stages, particularly because these applications involve
some development of properties other than on the properties owned by those
who would have the commercial uses; therefore, some of the recommended
conditions would apply to the Resolution of Intention and would have to be
completed before any reclassification on any parcels could take place.
Subsequently, plans on a given parcel or series of parcels would be sub-
mitted for review by the Council, and if the Council determined the
plans were compatible to the area the zoning could then be completed.

Mro Clyde Crouse, 509 North Redwood Drive, questioned when the
single-story apartment development would take place.
Mr. Bush advised that the R-3 would be developed within the year
1962, as one-story apartments, and there would be probably four dwelling
units on each lot.
Mr. Richard I9ram~ 316 Tower Place, member of the Anaheim Sunkist
Civic Association, referred +0 the large number of interested person5 pre5-
ent who objected to portion5 of the requested rezoning. He advised that
they have seen no house plans for the R-I development, as only the 5treet
plan5 have been pre5ented, and they felt that with the proposed street
layout, the applicants would come in within a short period of time and ask
for more apartments, and referred to the present over-crowded conditions of
Sunkist School. Regarding the service station on the corner, he suggested
a better use of the property would be for a church, a mortuary, or a loca-
tion for the East Anaheim Library Branch. Regarding the C-l portion on
Placentia Avenue, he advised that they have no opjections to good, solid,
new C-l construction; that in his opinion, he felt that their main objec-
tion was that the R-l development will not develop as R-l, but that it will
be requested for R-3 zoning in the future.
Mr. Ho S. Lear, one of the developer5, advised that before con-
sidering any type of development, the developer must feel that it is
economical and fe$sible, and he assured the objectors that the R-l would
definitely be developed with $22,000. to $25,000" homes.,
Mrs. Mary Nicolai, 509 Whittier Street, addressed the Council
in opposition to the proposed R-3 development on La Palma Avenue.
The Mayor asked if anyone else wished to address the Council,
there being no response, declared the hearing closed.
Discussion was held by the City Council, and questions asked the
developers regarding the proposed development and a chain of title regarding
the two R-A parcels on Placentia Avenue which were originally withheld from
the Prudential Homes subdivision.
Mr. William Lynch, 2323 Paradise Road, representing Prudential
Homes, further advised regarding the Escrow on the property, and advised
that the property is now owned by ten corporations of the twenty corpora-
tions that Prudential Homes consist of, and that Mr. Lear, Mr. Bush and
Mr. Shohaggen are buying the property.
RESOLUTION NO. 7357 - RECLASSIFICATION NO,,, 61....62-36: Councilman Fry
offered Resolution No. 7357 for passage and adoption, authorizing the
preparation of necessary Ordinance changing the zone as requested, subject

RECLASSIFICATION NO. 60-61-96: Submitted by George Reish requesting a
change of zone from R-l to C-l on property located on the southeast
corner of Placentia Avenue and Underhill Avenue, and further described as
2004 Underhill Avenue.
The City Planning Commission pursuant to their Resolution No.
266, Series 1960-61, recommended said reclassification be denied.,
Public Hearings were closed on said applications and Council
action deferred to this date to allow for further study and recommenda-
tion pertaining to conditions recommended by the City Planning Commission,
in connection with their Exhibit Noo 5.
Mr. Murdoch reported on the sugge5ted workable conditions as
prepared by Joe Geisler, Assistant City Attorney and himself, pertaining
to Precise Plan Exhibit No.5, as requested by the Council, and advised
that if it is the desire of the Council to allow the conversion of subject
properties along La Palma Avenue to commercial uses, they would recommend
it be done in two stages, particularly because these applications involve
some development of properties other than on the properties owned by those
who would have the commercial uses; therefore, some of the recommended
conditions would apply to the Resolution of Intention and would have to be
completed before any reclassification on any parcel5 could take place.
Subsequently, plans on a given parcel or series of parcels would be sub-
mitted for review by the Council, and if the Council determined the
plans were compatible to the area the zoning could then be completed.,

Mr. Stewart Ogborn, 1424 Markev Street, addressed the Council
explaining in detail the activities of the Pop Warner Football A5sociation,
the Little League Ba5eball Leagues, and the newly formed Youth Activities
Committee, and outlined the yearly expenses involved in the operation of
said youth activitie5, advising that the average cost per league this past
year was about $5,000. He further advised of the electrical bill received
by the Pop Warner League for use of lights at the dity ~~rksand request~d
that said bill in the approximate amount of $500. be cancelled by the City
with the exception of the custodian fees.,
Mr. Ogborn further requested that the City consider an allotment
in their next yearts budget to aid in 5aid youth activities, and also
requested that the City assist in locating a field for the leagues themselves
to develop and improve at no C05t to the City.
Mayor Schutte advised Mr. Ogborn that this program has been given
study and requested that a list of their requirements needed to conduct the
successful operation of youth activities as outlined be furnished the City
for further study and consideration by the Council.
RECESS: Councilman Chandler moved for a ten-minute recess. Councilman Coons

porary uses not presently included, similar to the provisions regulating
the Fourth of July Fireworks Stands (Christmas Trees -- etc.,)

instructed to prepare an amendment to the Anaheim Municipal Code to
accomplish regulation of temporary uses in accordance with City Planning

The City Planning Commission pursuant to Resolution No. 281,
Series 1960-61, recommended said reclassification subject to the following

2., Preparation of street improvement plans and installation of all improve-
ments, in accordance with approved plans on file in the office of the
City Engineer, at time of development.,
3. Payment of $2.00 per front foot for street lighting purposes at time of

authorized to make grants to the Anaheim Symphony under the Music and
Promotion Section of the Government Code, when such music organizations

the Park and Recreation Department for the City would have strictest control
