SIGN APPLICATION - JOLLY ROGER RFSTAURANT AND INN: Sign application for permis-
sion to erect a non-conforming sign (four-foot projection) at 1813 South
H8rbor Bou]ev8rd together with plans was submitted and reviewed by the City
Council, and discussion held regarding the proposed placement of the sign
in re18tion to the existing drivew8Y.
Mr. Jack Gray, representing Electrical Products Corporation,
presented a large colored rendering of the requested sign, and advised that
the applicants definitely object to the p18cement of the sign on the south
side of the driveway because the adjacent property is potential commercial
property.
Mr. Lindsey, representing Standard Oil Company, W8S present 8nd
revlewed the pJan sJbmitted.
Councilman Chandler moved that the sign application be granted,
eel lothe provision that the street improvements be installed as set
for~n in conditions of approval of Variance No. 1278, or that a renewal
bo~d for the installation of said improvements upon demand by the City be

1901, were submitted and read.
Revlsed pans presented were compared with original plans
preViO\1S y approved, and discussion was held by the City Council. Mr.
Johnson was advised that if he desired to develop in accordance with the
plan submitted this date, a proper application for variance from the Code
::-eqdirements must be ftled and heard before the City Planning Commission.
Mr. Johnson withdrew his request for approval of the revised
pl.ans as submitted this date and retained said plans.

INTERIM BUSINESS LICENgg - 121 NORTH LEMON STREET: Request of West Coast
Trade School for Tnterim Business License at 121 North Lemon Street was
continued from the meeting of November 14, 1961, for further investiga-
tion"
Mr. Thomas Suitt, applicant, advised the only course taught at
the school was IoBoMo Key Punch, that in his opinion, the operation of
the Beauty School in the adjacent building has established the general
use for the area. He further advised that as soon as he obtains the
signature of the owner of the property, he will file 8pplication for a
Conditional Use Permit to allow this business.
Councilman Thompson moved that Interim Business License be
granted West Coast Trade School at 121 North Lemon Street, subject to the
filing of proper application within one week; the time limit on said
Interim Business License to run to the time that said application is
either approved or denied by the City Council. Councilman Fry seconded
the motion" Councilman Chandler voted "No". MOTION CARRIED.
REVISgp PRELIMINARY PLANS - POLICE FACILITIES: Mr. Murdoch presented
Revised Preliminary Plans for the Police Facilities Building as submitted
by Smith, Powell and Morgridge, Architects, in accordance with action
taken by the City CounciJ at their meeting of November 14, 1961.
Sald plans were reviewed by the City Council at the Council
Tabie.
Councilman Coons moved that the Council approve and accept the

ANAHEIM SYMPHQNY_~SSOCIATION: Mr. Murdoch reported on and reviewed possible
methods WhICh coul.d be used if the Council desires to have the Anaheim
Symphony Association under the joint operation of the Association and
the C1 of Anaheim Recreation Department.
FOllr letters of opposltion were submitted and copies were fur-
nished each Councilman.
Discussion was held between the City Council and Mrs. Sun and
Mrs. Brandon, members of the Anaheim Symphony Association.
After the discussion, Councilman Fry moved to recess to 7:15
P.Mo, and further consider this matter during the dinner hour. Councilman
Coons seconded the motion. MOTION CARRIEDo
When the Council reconvened after recess, Councilman Fry stated
that from all the information and reports presented, he felt the Anaheim
Symphony has not been able to thoroughly organize and does need further
assistance this year, and thereupon moved that the City of Anaheim enter
into a contract with the Anaheim Symphony Associ8tion for furnishing music
to the Citizens of Anaheim in the amount of $5,OOO~ under the same terms
and conditions as last year's agreement, said contract to be administered
through the Recreation Department of the City. Councilman Thompson seconded

PLACENTIA AVENUE TO STATE COLLE~ BOULEVARD; On report and recommendation of
Councilman Coons, City of An80eim's representative at the Or8nge County
Street Naming Committee Meeting, Councilman Thompson moved that the City of
Anaheim approve the name change of Cypress Avenue and that portion of
Placentia Avenue which lies south of Cypress Avenue, and within the City of
Anaheim, to State College Boulevard. Councilman Chandler seconded the
motiono MOTION CARRIED.
CONDITIONAL USE PERMIT NOo 172: Submitted by George A. Gade, requesting per-
mission to establish an existing trailer park as a non-conforming use and
permit the expansion of reCreational facilities therein. Property located
at 501. East Orangethorpe Avenue (north side of Orangethorpe Avenue between
Raymond Avenue and Lemon Street).
The City Planning Commission pursuant to their Resolution No.
123, Series 1961-62, granted said Conditional Use Permit subject to the
following conditions:
1. Development substantially in accordance with Exhibit Nos. 1, 2, 3 and 4.
2. Dedication of forty (40) feet from the monumented centerline of Orange-
thorpe Avenue (30 feet existing).
3. Time limitation of one hundred eighty (180) days for the accomplishment
of Item No.2.
Action by the City Council was withheld from their meeting of
November 14, 1961, to allow further investigation regarding dedication
requirements.
Mr. Murdoch reported on study made of the area and the future
street widening pattern and advised that there are existing structures that
:_ie within the requested right-of-way, that he would recommend the action of
the City PLanning Commission stand, however that the City continue to work
with the property owner to effectuate the ultimate street widening program.
Mr. Wiest, Manager of the trailer park, advised that the requested
expanSlon of the recreational facilities was within the trailer park, that
they would continue to work with the City to resolve the street widening
problem s"
No further action was taken by the City Council.
RECLASSIFICATION NOo F-54-55-l2 - ORDINANCE NOo 963: Petition submitted by
Francis W. and Margaret D. Elliott, requesting amendment to Ordinance No.
963 in Reclassification Proceedings No. F-54-55-l2 by eliminating therefrom
Conditions Nos. land 3, was submitted.
On the recommendations of the Assistant City Attorney, Councilman
Fry moved that the applicants be advised that any revision to said Ordinance
wouJ.d require the filing of proper zoning application to be processed before
the City Planning Commission and the City Council. Councilman Coons seconded

APPLICATION FOR PRIVATE PATROL: Application for permit and business license
filed by Nick Harris Detectives, Inc., was submitted.
Councilman Coons moved that said permit be granted in accordance
with the recommendations of the Chief of Police. Councilman Chandler seconded

Mr. Charles E. Griffith, Civil Defense Coordinator, Councilman Thompson
moved that Stanley Weintraub and David Calef be appointed members-at-
large of the Citizens' Civil Defense Committee. Councilman Fry seconded

TRANSFER OF FUNDS= Transfer of funds in the amount of $58,600.00 from the
General Fund to the Bond and Interest Redemption Fund as recommended by
Mr. Woodstra, Accounting Officer, was authorized on motion by Councilman

STATE EMPLOYEES RETIRE~ENT SYSTEM - SURVIVORS v BENEFITS: Mr. Roy Heissner,
Assistant Personnel Director, briefed a written report submitted to each
Councilman, pertaining to the 1957 and 1959 survivor benefits to be
considered for possible inclusion in the City's contract with State
Employees Retirement System0
He explained that the 1957 program pertained to only employees
with twenty years' service who deceased prior to retirement, and the 1959
program included all employees who are members of the system, and wo~ld
protect the wIdow and minor children to age 18, or until the widow
remarrieso He explained the benefits would be similar to Social Security
benefits, a widow with three or more children would receive the basis
death benefit and in addition, $250000 per montho A widow with one or
two children would receive $180 00 per month, and a widow age 62 would
receive $90 00 per month
The Inclusion of these benefIts would be an additional cost to
the City of approximately $50,000000 per year for the 1959 provision, and
approximately $8,300 00 per year for the 1957 provisionc Cost to the
employee would be $2000 per month, and current cost to the City approxi-
mately $5 00 peT month per employeec
He further explained that if the City Council adopts a Resolution
of Intention to include the survivors' benefit in the contract an election
will be held among the employeeso At the time of the election, this
coverage would be optional for those employees already in the system;
however, lf an employee declines thlS coverage there is no method available
at the present time for later incluslono After the election and the amend-
ment to the contract is made, all new employees would automatically be
included 1n this coverageo
The City Council ordered thIS matter held over one week (Novem-
ber 28, 1961) for further study and information from Mra Heissner
pertaining to specific cases where thIS provision would have applied,
