On motion by Councilman Coons, seconded by Councilman Schutte, all bids
were referred to the Director of Public Utilities for tabulation and report.
MOTION CARRIED.
After tabulation, George F. Oelkers, Director of Public Utilities,
recommended that the contract for furnishing both pipe and fittings be awarded
to the Pacific States Cast Iron Pipe Company in view of the delivery date on the
fittings, and further, advised that all bids included a $6800 per ton maximum
escalator clause with the exception of the bid for fittings as submitted by the
American Cast Iron Pipe Company, however, the Pacific States Cast Iron Pipe
Company verbally advised him that their bid for fittings was a firm bi~which
statement is to be confirmed in writing.

PUBLIC HEARING - AMENDED RECLASSIFICATION NO. F-55-56=4l: Submitted by Ida L~
Rhoades, requesting C-3 and R-3 zoning on property located on the south side of
Lincoln Avenue, approximately 330 feet east of Euclid Avenue.
R-3 zoning was previously requested for this entire parcel of property
and as a result of a survey made by the Real Estate Research Corporation,
application was amended to request the north 250 feet of the property be zoned
C-3, the balance zoned R-3.
The City Planning Commission, pursuant to their Resolution Noo 246,
recommended said amended reclassification be approved for approximately the
front 270 feet to C-3, Heavy Commercial, for the erection of a motel, and the
rear portion of the property be reclassified to R~3, Multiple Family Residential,
subject to the deeding to the City of Anaheim of 30 feet along the south side
of the property for street purposeso

HANG BANNERS - PACIFIC TELEPHONE AND TELEGRAPH COMPANY: On motion by Councilman
SChutte, seconded by Councilman Coons, request of the Pacific Telephone and Telegraph
Company to hang banners between the two telephone buildings in the 200 Block, North
Lemon Street, was granted. MOTION CARRIED.
ADVERTISING: Request of Floyd French to pass out cards in the neighborhood,
advertising the opening of French's Barber Shop at 1673 Katella Avenue, was
granted by the City Council in accordance with the provisions of the Anaheim
Municipal Code, on motion by Councilman SChutte, seconded by Councilman Coons.

REQUEST FOR RE-HEARING - HOUSE MOVING, HOMER C. GUTTRIDGE: Request from Homer Co
Guttridge for re-hearing on the matter of moving a duplex and garage from the
location of Bdll Road and Harbor Boulevard to the corner of North Street and Paulina
Street was submi tted and read. Said request was previ ously denied by the Ci ty
Council at the May 14, 1957 meeting, and again denied by the City Council on
motion by Councilman Schutte, seconded by Councilman Coons, because it was felt
that this house was not the proper building to move onto tm.s location, and further,
that the neighbor across the street from the proposed location, still objected to
the moving in of this unito MOTION CARRIED.
REQUEST FOR REFUND: Request of Dream Homes, Inco for refund of filing fee in the
amount of $50000, paid on Application No. F~56-57-50, which application was requested
to be withdrawn, was submitted and read.
Councilman Coons moved that the request be denied, due to the fact that
action was taken by the City and expenses of advertising and processing the
reclassification were incurredo C04ncilman Schutte seconded the motion" MOTION
CARRIED.
ANDY ANAHEIM SIGNS. Request of the Anaheim Chamber of Commerce to use the caricature
"Andy Anaheim" as a symbol of the City in areas where it can be used, such as, trash
containers and school crossing signs, was submitted and discussed, and ordered held
over for further study and consideration"
RESURFACING TENNIS COURTS. Communication from the Anaheim Tennis Club regarding
and requesting the resurfacing of tennis courts in the City Park, was submitted
and read.
The Administrative Officer reported that this improvement was included
in those requesting for consideration with reference to bUdgeting, and the entire
improvement to cost aporoximately $20,000GOO which would include the lighting systemo

IMPROVEMENT - TRACT NO. 3223: Located, East sIde of P.lacentia Avenue, north
of Winston Road..
The Administrative Officer, reported that Mr. Bargsten has requested
rather than making a payment at the time of submission of the final tract map and
in place of the $6000..00 cash payment for sewer charge and the $5000QOO water
main charge, that these amounts be included in the necessary bond amount, and
then paid as the lots or development takes place within the tract, much in the
same way as the City allows, in ~ome instances, on custom built residential
subdivisionsu He further advised the Council that this would be a departure
from anything done up to this date and that the entire sewer and water mains
would have to be put in before there could be any activity in the tract~
Councilman Coons moved that the request of Mr@ Bargsten be denied
because it is contradictory to the established policy of the cityo Councilman

FIRE INSURANCE RECOMMENDATION: Recommendations of the Anaheim Insurance Agents
Association by William Walker, as furnished each Councilman, were discussed.
Said recommendations were approved and new additional insurable
values in the amount of $479,184800 ordered to be included in said coverage,
totaling, $1,657,747~OO, on motion by Councilman Fry, seconded by Councilman
Schutte.. MOTION CARRIED.
YELLOW CAB SERVICE OF ANAHEIM - CITY CAB COMPANY: Request of Co Eo Briley and
E$ Ao Slagle for meter rate increase, was submitted and reado .Public hearinq
was ordered to be held on this matter, July 16. 1957. 7:00 o9clock PoMo, on
motion by Councilman Coons, seconded by Councilman Fryo MOTION CARRIED.
REQUEST OF YELLOW CAB SERVICE OF ANAHEIM AND CITY CAB COMPANY to use the bus
stops on Center Street between Palm and Olive Streets, and on Los Angeles
Street between Cypress and Broadway, on a trial basis as taxicab stands, was
submitted and reado The Council ruled that the taxis must be in attendance
so that when a bus approaches they are out of the parking zone in time for the
bus to make its stop; further, that there must be no double parking, and with
this understanding, gra1ted permission to jointly use the bus stops on a trial
basis for a period of three months (October 1, 1957) on motion by Councilman
SChutte, seconded by CounCilman Coonso MOTION CARRIED.
LIMOUSINE SERVICE ~ REQUEST OF YELLOW CAB SERVICE OF ANAHEIM AND CITY CAB
~OMPANY for two permits to operate a limousine service in addition to, and in
conjunction with the existing cab service, was submitted and reado It was
moved by Councilman Schutte, seconded by Councilman Fry, that the permits be
granted, subject to compliance of the Anaheim Municipal Code covering such
vehicles, and further, that the rate as established in said request be
approved ($1.00 minimum fare; 50~ per mile; and $5000 per hour waiting time)~

VARIANCE NO. 758: Submitted by C.. H. Eagon and T~ Mo Eagon, requesting per-
mission to convert the present dwelling located at 501 North Lemon Street

Located at the northwest corner of Ninth Street and Katella Avenue. (106 lots)
The City Planning Commission approved said Tentative Map, subject to
the following conditions:
10 The payment of $25.00 per lot for the acquisition of Park and
Recreation sites.
20 That the location of the present irrigation lines be left as at
presently located with no interruption of service to the properties now being
served at the west, north and southo
3. That the subdivider erect a solid 6 foot masonry wall on the
south side of Mro Douglas's property and on the east side of Mro Vandenberg's
property with a chain link fence extending northward along the west side of the

Communication from Mro George Vandenberg requesting a cement block

Discussion was held regarding the requested fences and Mro Vandenberg
advised that he preferred the concrete block wall, however, he didn't want to
put the subdivider to additional expense and would be willing to compromise for
a six foot cyclone fence0 Mro Vdndenberg also called attention to a pipeline
that goes through the subdivision to his property on which he has a deed of
easement and which line will be needed and used for several years to come; that
the line might possibly have to be relocatedo
City Engineer, George Eo Holyoke, advised Mro Vandenberg that engineering
department takes into consideration all existing easements and this condition
could be met by meeting the established engineering requ~rements.
With refe~ence to the existing poultry ranch to the north, Mro
Vandenberg advised that this poultry ranch has been in business since 1935,
they meet all the health standards of the County and is very much in evidence
to the prospective purchasers of homes in this subdivisiono
Councilman Coons moved that the tentative map of Tract Noo 2903 be
approved in accordance with the recommendations of the City Planning Commissiono

Discussion was held regarding the responsibility for maintenance and
upkeep of that area designated for a park site, as shown in the center of the Tract,
and Councilman Schutte moved that the revised tentative map of Tract Noo 3266 be
approved, subject to the recommendations of the City Planning Commission and further
to the working out of sati.sfactory arrangements for the improvement and upkeep of
the park area.. Councilman Fry seconded the motiono MOTION CARRIED.
ANAHEIM CIVIC COORDINATING COUNCIL: Mro Charles Ao Merchant, Mr@ Jack Budd and
Mr. James Abrecht, principal of the Loara School, submitted a request representi~
members of the Loara PTA, Lincoln Park Civic Association, Clara Barton PTA,
Sherwood Forest Civic Association, James Madison PIA, Midwood Manor Property Owners
Association, and Katella PIA, requesting the Council appoint a Icivic fact finding
committee composed of members from the above organizations, to investigate the
current conditions of park and recreation areas, lands and facilities, and the
availability of proposed park lands, facilities and civic activity facilities, and,
(1) Render a report to the City Council and the citizens of Anaheim with reference
to conditions found; (2) r~commend immediate alleviation plans possible with
existing resourceso
The City Council felt that this should be a committee organized on a
City wide basis and deferred any appointment of the committee until all areas of
the City can be encompassed in this committee, however, requested that the various
groups be prepared to recommend a member for appointment..
pURCHASE - COMPOSING MACHINE: Purchase of Vari-Typer Machine and 4 sets of Form
Types, as requested by Beatrice M@ Miller, Finance Director, for the sum of
$2,848656, was authorized by the City Council on motion by Councilman Fry,
seconded by Councilman Coonso MOTION CARRIED.
PURCHASE ~ WATER LINE BODY: The Administrative Officer reported on informal
quotations received for the purchase of a body to be installed on the truck to be
used in the Water Department which will be equipped with special tools and equi~0ent,

The Superintendent of Equipment and Director of Public Utilities recommended
the purchase of the Standard Auto Body, because it was identical to equipment already
in service and further, the body will be built entirely to our specifications.
RESOLUTION NO. 3964: Councilman Coons offered Resolution Noo 3964 and moved for
its passage and adoption, approving the purchase of the Standard Auto Body for the
Water Department in accordance with the recommendation of the Transportation
Superintendent and Director of Public Utilities, and not accepting the low bidt as
the low bid did not meet specificationso

completely reviewed and brought up to date in a manner which is equitable and does

The Mayor Pro Tem declared the foregoing Resolution duly passed and
AMBULANCE SERVICE - CRANE AMBULANCE AND JUDKINS AMBULANCE: Councilman Coons brought
up the matter of ambulance service and stated he would like to see the City contract
this service on a competative basis. That the Police Department, in the function
of their duties, have occasions when they must call for ambulance service and the
immediate availability of such service is a necessityo He suggested a statement
form be prepared and sent to these two companies requesting they submit a bid for
this service and furnish the City a bond guaranteeing they would meet all requirements.
Councilmen Schutte moved that the monthly paYment to the Crane Ambulance
be stopped& Councilman Coons seconded the motione (no vote)
Other methods of obtaining needed ambulance service were discussed, such
as, through the granting of franchiseo
Councilman Schutte moved to withdraw his motion regarding the stopping
of payment to the Crane Ambulance and ordered the matter be held over for further
consideratione Councilman Coons s~conded the motiono MOTION CARRIED.
